The enclosed letter from Jon Denham, representing the Dubuque Soccer Alliance, has
identified a short-term need and a long-term request.
The short-term need is a letter of support for their bid to acquire the Dubuque Soccer
Complex from the Dubuque Community School District. As a separate item on tonight's City
Council agenda I am recommending approval of that letter.
As far as the long-term request, the letter clearly states, "The Dubuque Soccer Alliance will
be submitting a sealed bid to the Dubuque Community School district to acquire the
Dubuque Soccer Complex having received full funding to support our offer."
The letter goes on to request $300,000 from the City because the Dubuque Soccer Alliance
has an intent to do some, as now undefined, "improvement and enhancement plans."
I would ask that this communication from the Dubuque Soccer Alliance be "Received and
Filed." The City Council has annual goal setting coming up later in August. If the Dubuque
Soccer Alliance is included in the City Council priorities then through the Fiscal Year 2024
city budget process the City Council would decide what would be the form of a partnership
with the Dubuque Soccer Alliance.
I respectfully recommend Mayor and City Council Receive and File the letter from the
Dubuque Soccer Alliance.

Mr. Mayor, City Manager, and Council Members,
The Dubuque Soccer Alliance will be submitting a sealed bid to the Dubuque Community School District to
acquire the Dubuque Soccer Complex, having secured full funding to support our offer. Our bid is consistent
with the Letter of Intent to Purchase we originally shared with the school district prior to the most recent
parameters regarding the bid process.
The Dubuque Soccer Alliance is writing to request that the City of Dubuque offer financial support to this effort,
in the amount of $300,000. This would allow a portion of the funding we have secured to be used immediately
for improvement and enhancement plans.
Additionally, we are requesting that the City of Dubuque provide written endorsement by August 11ttn, 2022 for
our offer to the Dubuque Community School District. We will include this written endorsement in our bid
response with the hundreds of other letters of support we have received from the community over the last few
weeks.
As mentioned in previous meeting with City Manager Van Milligen, acquisition of the land is the first step in
what we expect to be a multi -step process to improve and enhance the soccer complex. As owners of the land
we would invest in the space over time in order to offer an enhanced playing surface, longer hours of operation,
increase access to the space, and invite more guests to share in everything the city of Dubuque has to offer. The
Dubuque Soccer Alliance, their member organizations, volunteers, and donors to previous capital campaigns
have invested hundreds of thousands of dollars in order to provide the space so many families have spent time
at over the last 30 years.
We look forward to your financial support and endorsement of our efforts as we continue to provide the
residents of Dubuque with a high -quality, accessible venue for recreational activities.
