Steger, Housing and Community Development Director SUBJECT: National Low Income Housing Coalition Out of Reach Report DATE: August 11, 2022 Background The City Council identified quality affordable housing creation as a goal and priority for 2020-2022. The National Low Income Housing Coalition releases information on an annual basis that compares average wages with average cost of housing. This information is presented by State and then broken down into larger metropolitan areas/counties. Discussion According to the National Low Income Housing Coalition Out of Reach Report (OOR), the Dubuque Metropolitan Statistical Area hourly wage to afford a 2-bedroom rental unit at the fair market rent of $834/mo is $16.04 or an annual income of $33,360. The average wage for a renter household is only $14.08, which would only support $735/mo in rent. For the City of Dubuque, 50% of the Area Median Income (AMI) for a 2-person household is only $31,550. Fair Market Rent (FMR) is an all-inclusive amount, which includes all rent and utilities for the month. Therefore, any utility not covered by a landlord would subtract from the monthly rent to meet the fair market rent. FMR is recalculated by the U.S. Department of Housing and Urban Development (HUD) each year driven by Area Median Incomes and is not representative of market conditions. The City of Dubuque has extremely low vacancy rates, which can cause rents to increase. As of today, available 2-bedroom units are: • 385 Bradley Street - $1,200/mo tenant pays all utilities separate • Fifteenth St Apartments - $631/Mo (Low Income Housing Tax Credit Property) • 2987 Jackson Street - $1,100/Mo • 2749 '/2 Broadway - $575/mo tenant pays all utilities separate • 497 Locust - $1,075/mo • 1908 Judson - $835/mo tenant pays electric and water (all electric appliances) The two options that are at or below FMR, are required to be at or below FMR based on tax credits provided or rehabilitation using federal funds from the City of Dubuque. All other properties available are well above the FMR. To afford the available units, a renter would need to make $44,000 annually to pay the $1,100/mo. This equates to $21.15/hr wage required to afford rental housing in Dubuque. This is $7.07 more per hour than the average wage in Dubuque to afford housing. This highlights the need for additional housing units overall to drive the rental market back to reasonable fair market rents as calculated by HUD. Recommendation This memo is for informational purposes only; no action is required at this time. In Iowa, the Fair Market Rent (FMR) for a two -bedroom apartment is $860. In order to afford this level of rent and utilities — without paying more than 30% of income on housing — a household must earn $2,868 monthly or $34,415 annually.
