INTRODUCTION
The purpose of this memorandum is to request City Council approval of the City of
Dubuque's FY 2023 update to the Dubuque County 5-Year Resource Enhancement and
Protection Program (REAP) Plan and the City's representative to the County REAP
Committee. The Dubuque County REAP Committee is updating the Dubuque County
REAP Plan for FY 2023.
DISCUSSION
The Dubuque County REAP Committee has requested the City of Dubuque's FY 2023
update to the Dubuque County 5-Year REAP Plan and confirmation of the City's REAP
Committee representative by August 10, 2022. The attached information will be
submitted by this deadline, subject to City Council action on August 15, 2022. The
information packet from the County did not arrive until August 3, 2022 after the last city
council meeting.
Citv FY 2023 Update to Countv REAP Plan
Attached is the completed questionnaire for the City of Dubuque's FY 2023 update for
the Dubuque County 5-Year REAP Plan. The update was prepared based on the FY
2022 REAP Plan, the City's adopted FY 2020 - FY 2027 Capital Improvement Program,
and City Council goals for Sustainable Environment: Preserving and Enhancing Natural
Resources and for Diverse Arts, Culture, Parks, and Recreation Experiences and
Activities.
City Representative to County REAP Committee
The current City representative to the REAP Committee is City Council Member Danny
Sprank.
The Dubuque County REAP Committee must approve updates to the annual REAP
Plan prior to their submittal to the IDNR. The REAP Committee will meet on August 10,
2022. REAP grant applications are due to the IDNR by August 15, 2022. The city of
Dubuque does not have a REAP application this year.
ACTION REQUESTED
I recommend that the City Council approve the City of Dubuque's FY 2023 update of the
Dubuque County REAP Plan and confirm City Council Member Danny Sprank as the
City representative for FY 23 and FY 24 so if the timing of the County meetings does
not align with City Council meetings the city has an assigned representative.

municipality that have changed since the 2022 update of the Dubuque Count
A. Request that the Iowa Legislature increase the cap on the Environmental First Fund
(under which REAP and many environmental programs are funded) to help fund REAP
Pass legislation to increase the state sales tax from 6% to 6 3/8% with the 2/7 of one
percent to be deposited in the Natural Resources and Outdoor Recreation Trust Fund that
the votes of Iowa already supported.
B. If this does not happen then the Iowa Legislature increase REAP to full funding of
$20 million and create more permanent funding year after year. This is due to the same
granting amounts since the program began and increased construction costs have made
the funding grants smaller each year for what they fund if grant approved.

3. List the projects for which you hope to utilize REAP funding in the next five years:
FY 2023: Chaplain Schmitt Island Trail Connections
FY 2024: Eagle Point Park - Implement Environmental Restoration Management
Plan (Phase 3)
FY 2025: Four Mounds Park - Implement Ecological Restoration Plan (Phase 2)
FY 2026: F. D. Roosevelt Park — Park and Trails Development
FY 2027: Land Acquisition — Mines of Spain / E.B. Lyons Interpretive Center
