RE: County Board Representation on Joint City/County Planning Committee
Dear County Board Members:
The Joint City/County Planning Committee, a subcommittee of the City of Dubuque's
Long Range Planning Advisory Commission, has been directed by the City Council to
undertake fringe area planning and develop a 28E intergovernmental agreement with
Dubuque County.
Background
The Joint City/County Planning Committee is comprised of four members of the Long
Range Planning Advisory Commission, a representative of the Dubuque County Zoning
Commission, the Dubuque County Zoning Administrator, and a representative of ECIA, the
County's consultant for creation of a comprehensive plan for the County. The Committee
is chaired by the Chairperson of the Long Range Planning Advisory Commission. Staff
from the City's Planning Services Department and ECIA provide support to the Committee.
A list of the Committee members is enclosed.
The Committee generally meets on the fourth Monday of each month from 11:30 a.m. to
1:00 p.m. at City Hall. The meeting inctudes tunch,
The Committee expects to have a 28E agreement signed by both the City and the County
by the end of this year. They also expect that there may be an ongoing role for the
Committee to monitor implementation of the fringe area agreement, perhaps meeting on
a quarterly basis beginning next year. The Committee's work plan is enclosed for your
information.
Discussion
As part of the fringe area planning process, the Committee hosted an educational
workshop on January 18, 2001 for elected and appointed officials throughout Dubuque
County. This workshop included presentations by staff from Iowa City and Johnson
County, which have adopted a 28E fringe area agreement. The Planning Director from
Iowa City emphasized the importance of including policy makers (City Council and County
Board members) from the beginning in the fringe area planning process and the
development of a 28E agreement.

We appreciated the attendance of all three County Supervisors, Jim Waller, Donna Smith
and Alan Manternach, and five City Council members at this educational workshop.
Recommendation
The Joint City/County Planning Committee believes that the participation of City Council
and County Board members in the planning process will result in a 28E agreement that is
acceptable to both parties, and will facilitate coordination and joint administration of fringe
areas. The City Council members discussed this request at their April 2nd meeting, and
then designated Council member Ann Michalski as their representative.
The Committee would like to expand the membership to include a representative of the
County Board of Supervisors. Supervisor Jim Waller attended the Committee's March
meeting, which we appreciated.
We ask that the Board of Supervisors discuss this request at your April 23rd meeting, and
then officially designate a representative. We would like the Supervisors' representative
to attend our next Committee meeting if possible. This meeting will be held on Monday,
April 30, 2001, from 11:30 a.m. to 1:00 p.m. at City Hall, Conference Room B;

Fringe Area Policy Agreement Work plan
Plmming Services staff receives approval fi.om the City Manager and City
Council to pursue the development of a fringe area policy agreement with
Dubuque County.
The City of Dubuque establishes a working group to develop a draft model
fringe policy agreement and land use map. The working group will also keep
abreast ofpeffment legislative issues. The working group should include
City of Dubuque staff, Long Range Plann'mg Advisory and County Zoning
Commissioners and stafffi.om the County and ECIA.
Formally notify Dubuque County of the City's desire to develop a long range
