CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION

Commissioners Present: Chairperson Alan Vincent; Commissioners Amy Eudaley,
Beth McGrath, Tyler Stoffel and Mark Ward.
Commissioners Excused: None.

Staff Members Present: Wally Wernimont, Chris Happ Olson and Jason Duba.
CALL TO ORDER: The meeting was called to order by Chairperson Vincent at 5:31 p.m.
MINUTES: Motion by Eudaley, seconded by Ward, to approve the minutes of the October
20, 2021. Long Range Planning Advisory Commission meeting as submitted. Motion
carried by the following vote: Aye — Eudaley, McGrath, Stoffel, Ward and Vincent; Nay —
None.

Imagine Dubuque Update
Staff Member Wally Wernimont started a presentation and introduced the plan and
planning history in the City of Dubuque. He walked the Commission through the Imagine
Dubuque process, especially in relation to previous planning we had done. He reminded
the Commission of the Collective Impact Model that the City uses to guide and scaffold
its comprehensive plan and its implementation, describing roles of Connectors,
Coordinators and Champions.
Staff Member Jason Duba provided a live demonstration of the website, reviewing the
different parts of the website related to the plan itself, its creation, outreach and
engagement. He then gave a demonstration of the Progress page of the plan, which
provides access to every category, subcategory and recommendation in the plan. The

reporting is reflected in the status for each recommendation, showing updates that inform
the progress of each recommendation, and the recommendation's connection to City
Council Priorities.
Staff Members Duba and Chris Happ Olson presented on the progress from 2021 to 2022
for each of the seven plan categories.
Staff Member Happ Olson described a new online platform the City is in the process of
adopting, called Achievelt, which will help the City track, connect, and report on various
City planning, including City Council Goals & Priorities, Imagine Dubuque, Climate Action
Resiliency Plan, Arts & Culture Master Plan, Equitable Poverty Prevention and Reduction
Plan and other plans as appropriate. She described that this tool will better help City
Council, Departments Managers and staff utilize its good planning work, and better
communicate and report out, both internally and externally.
Staff Member Wernimont reviewed the next steps for Imagine Dubuque and asked for
questions and comments. A general discussion of the plan and reporting continued.
Commissioner Mark Ward requested seeing a spreadsheet of the plan and its
recommendations.
Election of Officers
Motion by Eudaley, seconded by Ward to elect Vincent as Chair. Motion carried by the
following vote: Aye — Eudaley, McGrath, Stoffel and Ward; Nay — None; Abstain — Vincent.
Motion by Eudaley, seconded by Vincent to elect Stoffel as Vice Chair. Motion carried by
the following vote: Aye — Eudaley, McGrath, Ward and Vincent; Nay — None; Abstain —
Stoffel.
Commission members and staff discussed the Commission's roles and responsibilities in
tasks such as urban renewal district reviews and updates to the Comprehensive Plan and
Future Land Use Map. Commissioners expressed a desire for staff to provide a more
detailed review of the Comprehensive Plan.
ADJOURNMENT: Motion by Eudaley, seconded by Stoffel, to adjourn the July 20, 2022
Long Range Planning Advisory Commission meeting. Motion carried by the following
vote: Aye — Eudaley, McGrath, Stoffel, Ward and Vincent; Nay — None.
