Ald ryder offered the following resolution which on motion of ald deckert was referred to the
street committee and Ald ryder Resolved that the city council of the city of Dubuque instruct
the street commissioner to repair the gutter and crossing on the west side of 2nd street and
locust streets and put the same in a passable condition as soon as the weather will permit
Ald Crawford offered the following resolution resolved that the city engineer be and is hereby
instructed to make a survey and plat of Delhi St from Julien Avenue to 5th Street accordance with the
provisions of Section 1 of chapter 25 of the revised ordinances adopted

The city engineer presenting an estimte of the amount of work completed by W H Rebman contractor

Streets Ald Crawford moved that Wm H Rebman be allowed 500.00 on account of improvement
of cornell street
the ayes and nayes being called on the adoption of Ald Crawford's motion it was lost by the following

On motion of ald Ryder the proposition of the US Electric LIght Co to light a portion of the city
below the bluffs was read and referred to the special committee on electric lights appointed at
a previous session
Ald Olinger of the committee of the whole presented a proposition from th eKnapp Stout Co company
the same being an answer to the resolution of the same committee presented to the Knapp Stout
and Co company for their acceptance relating to the filling of 8th Street extension

Ald Downer moved that the council take a recess of fifteen minutes to consider the proposition of
the Knapp Stout and Co carried
the roll call on reassembling showed all members present
Ald Crawford moved an amendment to the resolution in the hands of the committee of the whole
instead of fixing the time in which the assessment on the lots proposed to be filled should not e
raised over ten years from January 1st 1886 instead of ten years from the completion of the filling
carried
Ald Page moved that action on the matter be postponed until Monday Dec 21st
Ald Ryder moved a suspension of the rules and permission granted to Mr Stout to address the
council carried
the ayes and nayes being called Ald Page's motion was adopted by the following vote

Ald Thos Byrne called the attention of the council to the necessity of commencing immediately
the construction of a new bridge on 7th street if any bridge was to be built this year and moved
suspension of the rules and permission granted to Mr M H McCarthy to address the council on
that subject motion carried
Mr McCarthy spoke of the many advantages to be derived by the construction of a new bridge and
also urged the council to commence the work without delay as traffic across the bridge was light at
this time of year
Ald Olingermoved that the city engineer and city attorney be aded to the commttee appointed at a
previous session and that they confer with the board of supervisors in regard to constructing the
bridge carried
Ald Olinger moved further that the city attorney be instructed to investigate whether the city or the
county or the city in conjunction with the county are the proper parties to construct said bridge
carried
Ald Deckert moved that all petitions relating to taxes filed with the recorder since last session be
read carried
Petition of Andrew Tredway and Sons for a reduction of their assessment on personalty for year
1885 was read
Ald Olinger moved that the prayer of the petitioners be granted
Ald Hollnagel offered as an amendment that the petition be referred to the delinquent tax
committee carried
Petitions of the following named persons praying for the remission of their respective taxes for the

The mayor called the attention of the council to a communiction calling for delegates to attend a
western water ways convention to be held in Kansas city on Dec 29th 1885
Ald Olinger moved to refer the communication to the committee on harbors
Ald Kane offered as an amendment that it be received and filed
the ayes and nays being called on Ald Kane's amendment it was adopted by the following vote

Ald Deckert moved that the council proceed to take action in the matter of filling to grade and
constructing a sewer on 8th street as petitioned for by the Knapp Stout and Co's company carried
Ald kane called the attention of the committee on plice and gas to the necessity of placing a
lamp immediately on Emmett St and moved th erules be suspended and mr Thornton granted
permission to address the council on that subject motion carried

Mr Thornton addressed the council stating the dangerous condition of Emmet St on dark nights the
matter was laid over
Ald ryder called the attention of the council to the condition of a number of cellars on Jones Street
which are continuously flooded by surface water supposed to be caused by improper drainage of
the streets and alley in that vicinity and moved the street committee investigate the cause and that
they be empowered to abate the same if caused by any negligence on the part of the city carried
Ald Ryder moved an adjournment for fifteen 15 minutes carried
On reassembling Ald thos Byrne of the Delinquent Tax committee made the following report on
the petition of Christina Schmitz et al heirs of Jos Gieger deceased that the personalty assessed
against the jos geiger est for 1885 be cancelled report adopted
Ald Deckert offered the following resolution
Resolved by the city council of the city of Dubuque that the city of Dubuque contract with H L
Stout that in consideration that the city of Dubuque constructs 8th street sewer from East side of
present Rail Road track to a point 800 ft east and fill 8th street full width to high water mark the
same distance that H L Stout agrees to fill all his property from the alley between 7th and 8th streets
north to 11th stret and from west line of his property east of R R Track and between said alley and
11th st east to slough provided that H L Stout complete said filling to high water mark within one
year from date of contract and that the city also agrees to construct said sewer as soon as possible
and the filling within one year from date of contract
Ald kane offered the following amendment to Adl Deckert's resolution that the filling of the lots be
commenced immediately and completed within one year from date
Ald Deckert accepted Ald Kane's amendment
The ayes and nays being called on the resolution as amended it was adopted by the following

The chair stated the object of the meeting was for the transaction of unfinished business and any
other business the council might think proper to act upon
Ald Crawford moved all petitions filed since the last meeting relating to tax matters be read and
referred crried
The respective petitions of the following parties praying for a reduction of their respective assessments
for the year 1885 were read and on motion referred to the delinquent tax committee

Petition of Geo Bennetet for the remission of the taxes of 1885 on his homestead in West Dubuque

On motion of Ald J M Byrne the bids for the construction of a sewer on 14th stret from Jackson to Pine
street were opened and referred to the city engineer
The mayor stated that he failed to meet the board of supervisors in a body but had seen and spoken
to them separately in regard to the building of a new bridge on 7th street and they stated the county
of Dubuque would willingly pay one half the cost of the proposed bridge
The chair also called the attention of the council to the manner in which the D and N W Railway
obstructed the flow of water on 22nd street
Ald Deckert moved that the city engineer be instructed to notify the D and N W Railway Co to
open a waterway on 22nd Street carried
Ald Olinger presented another proposition from the Knapp Stout and Co company relating to their
filing their property betweenn 7th and 8th street and the completion of the city of 8th st and the
sewer on the same
Upon the reading of the proposition by the recorder Ald Olinger moved that the rules be suspended
and Mr Lesure permitted to address the council in behgalf of the knapp stout and co companyt
Motion carried

Mr Lesure explained to the council the amount of ground proposed to be filled by the petitioners
and stated that the petitioners would accept of the approval by the council of either of the two
propositions presented to them by said petitioners
Ald Deckert moved the proposition be referred to the committee of the whole carried
Ald Deckert presented the following proposals for the construction of the 14th street sewer

being the lowest bidder was on motion awarded the contract
Ald Crawford offered the following resolution and moved is adoption
Resolved that the Julien Ave sewer be arched with masonry from the westerly termination of the
present arching of said sewer at the Lorimier House to the intersetion of Julien Avenue with Hill
Street said work not to be commenced before April 1st 1886 That the engineer be instructed to
preare the necessary plans and specifications and the recorder to advertise for proposals for
the doing of the work

of mischevious boys

Owen OHare claiming damages for filling hauled from off his property by Mr Lee contractor to grade
W 8th St was received and filed
City Engineer Tschirgi presented a communication requesting the city to purchase a steam road
roller stating a firm in Pittsburgh had one which could be purchased very cheap
ald Crawford moved the bity engineer corespond with the firm and obtain information regarding
condition of the roller and upon which terms it would be forwarded here for a trial
carried

the city engineer presented a communication regarding the renumbering of Division St and stated
the expense to the city would be not more than 10.00 for new numbers for houses already numbered
on motion it was referred to city engineer with power
Petition of Messrs Booth and Stout asking for right of way for railroad tracks on the streets and
alleys north of the alley between third and fourth sts and along the levee front adjoining the same
and across the public strip on the west side over which to make track connections with the bridge
co's tracks or tracks of other railroad companies now and hereafter to be located on the public
strip stating they would commence and fill from time to time all the remaining unfilled portion of booth's
addition being from the alley between 3rd and 4th streets to the alley between 5th and 6th sts and
as the streets alleys and levee over which they ask the right of way will have to be filled they propose
to do the same if the council promise to reimburse them (booth and stout) by rebate of city taxes on
said property referred to the committee of the whole
Petition of Christian Jungk remonstrating against the change of line of millville st without being
compensated for damages to his property which would be caused by said change referred to

Petition of Mres Ann ONiell for damages to property owned by he ron W 8th St caused by improvement
of said street and that the special assessment levied against said property be cancelled referred to

Ald Crawford offered the following resolution
Whereas it is claimed that the property of one or more citizens abutting on the north side of West
8th Street is subject to constant damage from storm water caused as is alleged by the improper
method of improving said street therefore resolved that the city engineer and street committee
be instructed to investigate said subject and ascertain the extent and cause of the alleged damages
and whether the same arise from any fault or negligence on the part of the city and what is necessary
to be done to prevent damage in the future Also to take such steps as shall be required to prevent
further immediate damage
Mr Gillian one of the abutters being present on motion the rules were suspended and he was
permitted to address the council explaining the danger of disease arising from flooded cellars
caused by improper grade on W 8th St
Ald Crawford moved the adoption of his resolution carried

City Auditor Reilly reported the following amount due for salaries for the month of December
1885 City officers 934.75 Firemen 903.30 Warrants ordered drawn to pay same and report

Marshall Moore reported 1075.00 due police for salaries in December That the force made 54
arrests and collected 1.00 fees which he returned to city treasurer report ordered paid and filed

paid into the city treasury also that he furnished 409 meals for prisoners and lodgers 81.80 report

Police justice hoffman reported having collected nad paid to the city treasurer the sum of 8.00 for
fines ordered received and filed
Wood inspector Reynolds reported having measured 1087 cords of wood during December ordered

to redeem the N 36 ft of S M 1/5 city lot 446 belonging to J N Hill and sold Nov 12 77 for the taxes
1869 and 1876 to said Hintrager adopted
Ald Deckert of the street committee reported in favor of remitting Robt Jess 50.00 on the amount
of his special assessment for the improvement of Jones St abutting his property
Ald Olinger offered as an amendment to the report of the committee tht the petition be referred to
the city attorney and city engineer to investigate if a special assessment has ever been levied against

specifying the manner and terms upon which they agree to fill their property and abutting streets
and alleys East of the CM and St Paul Railway Tracks the same being an answer to the proposition
submitted to them by the committee of the whole Dec 30 85 which is the Knapp Stout an dCo Company
and St L Stout to fill all of their property north of alley between 7th and 8th sts including streets east of the
C M and St P Ry tracks the city to pay for filling streets at an agreed price per yard or they to fill said
streets at same time they are filling their own property and the city to have them any time by the city
giving them a years notice by paying cost of filling without interest provided their property filled
isnot increased in valuation for six years from jany 1st 1886 should the city at any time before streets
are filled have filling to dispose of same can be put on said streets and measured by engineer and
deducted from estimate
Ald Downer moved that action on the resolution of Ald Deckert adopted Dec 21st 1885 and recorded
of page 488 of this book governing the conditions upon which this filling shall be done and 8th st
sewer constructed be reconsidered

Whereas the construction of some kind of a wagon briddge across the Mississippi river has become
a pressing necessity to the prosperity of the city of Dubuque and it is believed by many that by a

proper conceted effort such as a bridge can be obtained therefore resolved that his honor the mayor
be requested to call at an early day a public meeting of the ictizens of Dubuque to consider the
subject and if deemed practicable to inaugurate a concerted effort to secure the construction of such
bridge that the mayor be authorized to give assurances of the hearty cooperation of the city council
in any effort of the business men and citizens generally to obtain a bridge and that it will do all that
it can to further that object consistent with its powers and the financial condition of the city
adopted
Ald Page offered the following resolutionbe it resolved by the city council of Dubuque that the owner
of lot 12 prospect hill add be and is hereby ordered to construct a retaining wall on the south side
of said lot or otherwise prevent the sliding of the earth of the lot onto the sidewalk Thsi resolution was
on motion adopted and referred to the city attorney
Mr Spaulding a bridge builder being present the rules were on motion suspended and he was granted
permission to address the council on the proposed cost of constructing a new bridge on 7th street
which he did
Ald Deckert offered the following resolution
Be it resolved by the city council of Dubuque tht the city engineer be and is hereby instructed to prepare
plans and specifications for constructing 8th street sewer from the railroad track to slough and
that the recorder be and is hereby instructed to advertise for the construction of the work adopted
On motion the official bond of Jos J Pfiffner city assessor for the year 1886 was ordered approved

the mayor stated the object of the meeting was to examine and act upon an ordinance granting certain
privileges to the Knapp Stout and Co Company which was not read at present To open bids for the
construction of 8th street sewer and to examine the plans prepared by the city engineer for a new
bridge on 7th street
Ald Thos Byrne moved the bids be opened provided the city reserves the right to reject any and all
bids carried
The bids for the construction of 8th street sewer were opened and referred to the city engineer
On motion of ald Olinger the bill of J S Randall 75.12 for lumber furnished for street imorovements
was ordered paid
Ald Thos Byrne of the Delinquent Tax Commitee reported in favor of reducing the assessment on
N 2/5 W M 1/4 City lot 500 to 4,000.00 for 1885 as petitioned for by Mrs M J Leonard report adopted
Ald Kane called the attention of the council to the complaint of Robt Jess against the payment of
the special tax levied against his property for the improvement of Jones Street and moved the ules
be suspended and Mr Jess permitted to address the council motion carried
Mr Jess stated in 1871 a petition was ciculated and presented to the council asking that Jones St
be improved the council granted the petition and ordered the work done Mr Stout and himself Jess
being able to have the work done cheaper that the contract price paid by the city gave the contract
to a contractor who macadamized that portion of the street abutting their property for 100.00 Mr Stout
paying 50.00 and Mr Jess 50.00 The work at first performed by this contractor was not satisfactory
to the city engineer Mr Litteral who caused the contrctor to go over the work again which he idd and
performed the work to the satisfaction of the city Mr Jess stated he did not know if the work causedd
the street to be macadamized full width
The city engineer presented the following amounts as the bids for constructing 8th St Sewer Chas
Steuck 3082.50 A Schmidt 2968.00 Wm Rebman 2914.00 James Lee 2597.25 Jms McEveoy

The mayor called the attention of the council to the necessity of sending delegates to the Firemens
convention to be held at Des Moines to make arrangements for the fireman's tournament to be
held in this city in June 1886 and thought it would be appropriate to defray their expenses

draft an ordinance granting certain rights and privileges to the Knapp Stout and Co Company
relating to the filling of dertain lots streets and alleys and constructing sewer on 8th St
The committee reported in favor of adopting an ordinance authorizing the knapp stout and co company
to fill and occupy certain streets in the city of Dubuque and to define the conditions of said privilege
to provide for the construction of a sewer on 8th street and granting certain rights of way for a
railroad track
the recorder read the ordinance for the 1st time
Ald Downer moved the rules be suspended and the ordinance read for the second time
The ayes and nays being called on Ald Downers motion and a vote of three fourths of all the members
present being necessary to suspend the rules the adoption of the motion was lost by the following

Ald Crawford moved that the abutments of the proposed bridge be as placed that a clear channel
not less than sixty five feet in width shall remain to admit the passage of rafts and boats carried
The same moved that the matter of constructing the proposed bridge be referred to the city
engineer and street committee to report at the next meeting carried

Be it resoled that the city recorder be inbstructed to draw one warrant in favor of Wm Rebman
contractor for 500.00 for work done on cornell street and another warrant for 100.00 for amount
of work done on alley between 17th and 18th and Jackson and Washington Streets thes ame to be

The mayor stated the meeting was called to consider an ordinance asking for right of way by the Chicago
Burlington and Northern Railway and for the transaction of any other business the council may think
proper
The recorder read a communication from the CB&N Railway asking that the requests rights be
specified in the ordinance be granted
The same read an ordinance granting to the chicago burlington and northern railroad company
its successors and assigns the right of way across and along certain streets and alleys and to
use and occupy for railroad purposes certain public places in the city of Dubuque
Ald Crawford moved that the ordinance be referred to the ordinance committee Mayor and city attorney
to examine the privileges and rights sought for to see the same does not conflict with any rights
formerly granted to others by the city
ald Ryder moed before Ald Crawfords motion was acted upon that the rules be suspended and permission
granted Mr Barr to address the council in behalf of the CB and N Railway
carried
Mr Barr stated he wished the council would take immeidate action in regard to the adoption of the
ordinance as the railway company awaited a favorable action on part of the council to begin
operations
Ald Deckert amended Ald Crawfords motion by moving an alderman from each ward not
represented on the ordinance committee be added to the committee to whom the ordinance is
to be referred

on the streets which he after withdrew caused considerable discussion as to the most available
means to insure them protection on the streets and within their barracks The matter was finally
referred to the mayor and marshall to protect the peace and citizens

Claim of damages by G F Rath caused to his son by breaking the bones of his leg by stepping
into a hole in the sidewalk on east side of Eagle Point Ave on the night of Dec 10th 1885 Amount
of damages claimed for nursing and medicine 300.00 for pain sickness and anguish endured by
said son 1500.00 total of 1800.00

aldermen is unnecessary and undesirable and not demanded by the interests of the city
that in view of the large extent of territory comprising the 5th ward and its rapid increase in population
and number of voters during the past few years a division of the ward into two election precincts

To the city council of the city of Dubuque
Your committee on ordinances to which with the addition of Mayor Glab and Aldermen Thos Byrne and
Deckert was referred the petition of the Chicago Burlington and Northern Railroad Company asking
for the right of way on the streets alleys and public grounds necessary to enable it to enter the city of
Dubuque and reach the grounds it has purchased for freight and passenger depots also for certain
trackage priveleges begs leave to submit its report
From the outset your committee has been practically unanimous in favoring a grant to the new road
of the most ample facilities for coming into and doing business in our city If it were not it would prove
that at least some of its members were unfit representations of the interests of Dubuque The new
company has come to us without asking any subsidy or tax It has already expended here over eighty
thousand dollars in the purchase of grounds for freight and passenger houses and yards a greater
amount than has been paid for real estate within our limits by all the other railway companies which
have operated their roads in Dubuque It does not ask the donation of a foot of ground or a dollar
in money Oly necessary and ample facilities for coming in and doing business with our citizens
and the opportunity to expend large sums for necessary improvements Under such circumstances
to give the new enerprise the cold shoulder and refuse its reasonable requests would be a stupid and
unfortunate blunder
On the main queestion of granting every necessary facility to the CB&N

the committee has been unitedly favorable but the ordinance accompanying the petition contained
certain concessions which we could n ot consistently with the public interest see our way clear to recommend
among these was the right of way to Eagle Point on Elm Division and Intermediate streets and the
right of way along first Street extension to the outer levee Both these have been withdrawn or satisfactorily
modified
Another serious difficulty was the request for the right of way across white and fourth and along Clay
streets on the westerly side of the Milwaukee Passenger depot This request has not been withdrwan
by the Burlington co as its representatives insist that it is indispensable to enagle it to reach the ground
it has purchased for depot purposes on teh east side of iowa Street between 2nd and 3rd streets
If it should be granted however and the track laid it would have to be crossed by everyone going to
or from the milwaukee depot This seemed exceedingly objectionable to the committee and to be
avoided if possible It has appeared to us entirely feasable and eqully convenient for the company to
reach its grounds on Iowa Street by running on its main track down to or below First Street on Iowa
and thence backing up to its depot grounds With some unimportant concessions by the companies
having intervening tracks we are confident this method of reaching its ground by the C B and N is
entirely practicable It if shall prove not to be so however it may become necessary hereafter to grant
it the rights of way so far as the city can do it by 4th and Clay Streets
The C B and N Co also asks for the whole of the remaining 58 feet of the 100 foot strip so called
Your committee recommends that it be granted 28 fet in width or enough for two 2 trcks from the alley
next south of Sixth Street extension to First Street This will leave 30 feet to be disposed of by the
city in the future
Your committee has devoted the most of seven days to the consideration of the appliction of the new
company a large portion of which time was given to hearing the objections of the representatives
of the Illinois Central and C M and St P Ry companies to certain concessions which they claim will
affect them injuriously if granted
The committee has listened patiently and respectfully to all the objections presented and considered
them carefully and with a sincere desire to meet the wishes of the old companies We appreciate
their importance to Dubuque and the desirablility of preserving friendly relations with them We are
confident tht nothing recommended by the committee will be detrimental to their interests That they
may sustain some slight inconvenience by the putting in of the tracks of the new company is very
probable but in our opinions all differences between the companies can be amicably adjusted
In considering the question before it the committee has deemed it to be its duty to look mainly to
the interests of the city of Dubuque and that it had no concern with the possible differences that
might arise between the railway companies relative to the rights of way

The concessions to the new company recommended by the committee are substantially as follows
1 the right of way 28 feet wide for two tracks part of 100 ft strip from the alley south of 6th street extension
to first street with necessary right of way from intersection of first and Iowa Streets to enable it to reach
its grounds on Iowa Street and Third Street extension Also the necessary right of way from the alley south
of 6th street at north end of its 28 foot right of way to a connection with the Bridge Companys track
2 also the right of way from the north end of 28 ft strip across all streets and alleys eat of Elm and Lake
Streets to Eagle Point
3 Also right of way for single track from same point along 7th street extension to outer levee the track to
be laid on such part of the street as the city council shall approve with right to lay a single track along
outer levee from 7th street to Ice Harbor
4 Right of way on third street extension the company to keep open and maintain a roadway 25 feet
wide from outer levee through its grounds to main shore at or near 3rd street bridge
5 Right of way for single tracks on Main and West main Streets south of Jones Street to southern terminis
of same with necessary right of way from and across First Street along the alley between Main and iowa
Sts and across Jones Street to a connection with said tracks on Main and West Main Streets
6 Right of way for a single track from First Street along Iowa Street 14 feet east of the centre of the
Bridge companys track to and across Jones Street thence by best and most practicabe route to
intersections with Warren Street and Water Street with right to lay a single track on Warren Street northerly
to First Street and north and south on Water Street to First Street and Southern Terminus of Water
Street
none of the right of way on Seventh Street outer levee Main or West Main or to Warren and Water
Streets are to be exclusive but all railroads are entitled to have their cars passed over the tracks on
same at fair rates If the companies cannot agree upon proper charges the city council is to fix them
The CB and N Co included in its application the right to lay tracks on Jackson and Washington Streets
to street these streets are now occupied by tracks owned by the Illinois Central Road under an ordinance
which has expired This ordinance provided that every persons company or corporation shall have the right
to pass its cars over the tracks at certain rates We recommend that the ordinance providing for said
tracks be reenacted with amendments if necessary continuing to the Illinois Central the right to maintain
the tracks on the streets on the same conditions providedd in the original ordinance This will be
satisfactory to the CB and N Co
your committee submits herewith an ordinance providing for the concessions of right of way to the
Chicago Burlington and Northern Railroad Company entitled An ordinance granting to the chicago Burlington
and northern Railroad Company its successors and assigns the right of way across and along certain
streets and alleys and to use and occupy for railroad purposes certain public places in the city of Dubuque
and recommend its adoption All of which is respectfully submitted

ald Crawford of the ordinance committee presented an ordinance providing for the division of the fifth
warad of the city of Dubuque into two election precincts and the holding of city elections therein which
he read for the first time and moved it be laid over until the March 1886 session motion carrired
Ald Kane offered the following resolution
Resolved that the street committee be authorized and directed to take steps to excvate grade and
improve West Seventeenth Street and that said committee be instructed to purchase the necessary
broken rock for the purpose of macadamizing west seventeenth street of Patk Hamill and of the abutting
property owners
Ald Crawford moved the resolution be referred to the street committee and city engineer with instructions
to submit report of estimate cost carried
The matter of constructing a new brudge on 7th street being again brought before the council Ald Crawford
moved it be referred to the street committee and city engineer to report Wednesday carried

The mayor stated the object of the meeting was to hear the report of the ordinance committee on the
ordinance granting dertain right of way to the Chicago burlington and Northern railroad company
Ald Crawford of the ordinance committee presented and read an ordinance granting to the Chicago
Burlington and Northern railroad company its successors and assigns the right of way across and along
certain streets and alleys and the right to use and occupy for railroad purposes certain public grounds in
the city of Dubuque and moved the reading be accepted as the reading of the ordinance for the first time
motion carried
Ald Ryder moved the rules be suspended and the ordinance read for the second time and put upon its
final passage
Ald Crawford moved the rules be suspended and permission granted to Mr Stickney of St Paul to
address the council
Ald ryder accepted Ald Crawfords motion which was carried
mr Stickney called the attention of the council to the many benefits derived from and the necessity of
forming a Union Depot and Transfer Company and asked the council to defer action upon the ordinance
unti lthis matter could be brought before the people
Ald Thos Byrne moved Mr Barr be permitted to adress the council carried
Mr Barr stated the C B and N Ry Co were ready to enter into any transfer project which might arise now
or hereafter and would be pleased to have the ordinance acted upon today
Ald Crawford moved the rules be suspended and permission granted to any citizen present to express
his views upon the ordinance carried
Ald Ryder moved all speeches be limited to five minutes duration carried

Ald Crawford of the ordinance committe reported on the petition of Magt Carr as follows
To the city council of the city of Dubuque your committee on ordinance to which with the
city attorney was referred the petition of Magt Carr asking the city council to cancel the special
tax of 128.94 levied by the council on the 1st day of October 1883 on lot number two 2 in
Marsh's Dubuque Addition to pay for paving curbing and macadamizing Brad Street in front of
said lot respectfully report that since th elevying of said special tax the supreme court of the state
has decided in the case of Gatsch against the City of Des Moines and other cases that before
the levyingg of any special tax on abutting real estate to pay for improving the street in front
of such real estate the owner is entitled to be notified

and being heard in relation to the same As no such notice was served on Mrs Carr the owner of
the lot above described the levy of the special tax on the lot is invalid and cannot be legally
collected
We therefore recommend that the resolution levyin said special tax on said lot two 2 in Marsh's
Dubuque adopted October 1st 1883 be rescinded
We further recommend that the city recorder be instructed to cause to be served on Mrs Magt
Carr the notice required by ordinance tht at the session of the council to be held on the second
Thursday of april 1886 the question of levying a special tax of 128.94 on lot 2 in Marsh's Dubuque
will be considered and that she appear at said session and show cause why said tax should
not be levied

Whereas a petition sighed by more than one hundred citizens of the city of Dubuque has been this
day presented to the city council of the city of Dubuque asking tht the question of the establishment
of a superior court in the city of Dubuque in accordance with the provisions of Chapter 143 of
the acts of the 16th general assembly laws of Iowa and
Whereas the provisions of said Chapter regulating proceedings for the submission of said question
have been compiled with it is therefore
Resolved by the city council of the city of Dubuque
That the mayor be and is hereby authorized and empowered to issue his proclamation in the
manner and at the time required by law submitting to the qualified voters of the city of Dubuque
at the annual election for city officers in the year 1886 the question of establishing a superior
court in the city of Dubuque and that said question be voted upon by the qualified electors at
said election

23rd streets be opened
also that the city engineer be and is hereby instructed to give the abutters the line whereby to

with the ordinance upon that subject that the city engineer be and he is hereby instructed to make
the necessary plans and specifications for said improvement and the city recorder directed to
give the proper notice for bids and proposals for the performance of the work the guttering
curbing and maadamizing to be done at the expense of teh owners of the abutting property

of rock by the city and to bargain for no movre macadam carried
the city attorney reported on the petition of Mst Moore that the petition be not granted adopted

that he notified mr Howie of this claim and he agreed to settle the claim report adopted

adopted February 10th 1886 entitled An ordinance granting to the Chicago Burlington and
Northern Railroad Company its successors and assigns th eright of way across and along
certain streets and alleys and to use and occupy for railroad purposese certain public ground in
the city of Dubuque
I Albert E Touzalin president of the said chicago Burlington and Northern Railroad Company and
fully authorized and empowered by said company to accept the terms and conditions of the
said ordinance and do hereby notify your honorable body of such acceptance thereof

Ald Crawford offered the following resolution
Resolved that the resolution of the city coumcil adopted october 1st 1883 levying a special tax
upon lot sixteen 16 in Marsh's Dubuque owned by jacob Auer for the purpose of defraying the
expense of paving curbing and maadamizing brad street from Julien Ave to a point one hundred feet
north of Julien Ave be and the same is hereby rescinded and repealed resolution on motion
adopted

Ald Crawford moved that the resolution presented this date providing for the levy of a special
tax upon lots two 2 and sixteen 16 in marsh's Dubuque to pay for curbing guttering and macadamizing
the portion of Brad Street in front of said lots be postponed until the session of the council to be
held on the second Thursday in April 1886 and that the city recorder be instructed to cause to
e ser ved upon each of the owners of said lots the notice required by ordinance notifying them
to appear on said datae before the city council and show cause if any they have why the special
taxes provided in said resolution should not be levied adopted
Ald Deckert offered the following resolution
Resolved by the city council of the city of Dubuque that the south side of 14th street between
Jackson St and Pine Streets be graded guttered curbed and maadamized in conformity with the
ordinance upon that subject That the city Engineer be and he is herereby directed to make the
necessary plans and specifications for said improvement and the city recorder directed to give the
proper notice for bids and proposals for the performance of the work the guttering curbing and
macadamizing to be done at the expense of the abutting property owners

Ald Deckert of the street committee made the following report and the same was on motion
accepted
To the honorable mayor and city council of Dubuque
Your committee on streets would respectfully report that the bids for the iron superstructure of
7th st bridge have been opened and that the city engineer has eamined and calculated the
strains and finds the bids all in conformity with the specifications The bid of the shiffler bridge co
of Pittsburgh penn E A Spaulding Agt being the lowest eve would report in favor of awarding
the said company the contract according to specification marked D for the sum of 1346.00
Ald Hollnagel offered the following resolution
Be it resolved by this council that a warrant be drawn on the city treasurer amounting to two hundred
dollars 200.00 in favor of J J Pfiffner on account for services as city assessor Adopted by the

if any caused by the reaction or alteration of a portion of Kniest street a provided by the ordinances
provided the parties petitioning for the vacation of Kniest street first pay into the city treasury the
cost and additionally execute a bond that they will hold the city harmless from any and all damages
assessed or sustained by the empaneling of said jury to assess such damages

property abutting on said street to address the council on the matter of proposed repairs or
improvement motion carried
Several owners of the property abutting on Broadway extension spoke of the necessity of the
immediate repair or improvement of said street on motion the matter was finally postponed
awaiting the action of the street committee

Resolved that his honor the mayor be authorized and requested in behalf of the city council and
citizens of Dubuque to extend to the grand army of the republic of the state of Iowa a cordial
invitation to hold its next grand encampment in 1887 in the city of Dubuque adopted

Whereas Aldermen John P Page Peter Olinger Martin Kane and Henry C Deckert with whom we
have been pleasantly connected as members of the council are about to retire from among us
Be it resolved that we the remaining members of the old board desire to express our regret at
the retirment of our late associates above named and to acknowledge the courtesy and efficienty
displayed by them in the discharge of their duties as members of the cuoncil and in their official
intercourse with us we further desire to express our heartfelt wishes for their future prosperity and
happiness trusting that in laying aside the cares and responsibilities of their official positions they
will receive from their constituents the deserved award of well done good and faithful servants
adopted unanimously
The mayor stated the time had come when the old members should retire and the new members
be installed in their place
Ald Kane one of the retiring membes on retiring spoke of the many kind courtesies extended
to him by his colleagues while a member and desired to thank the remaining members for the
same wishing them and his succesor the best of success as members of their new body

Gentlemen of the council today closes my term of two years service for the city as a member
of your bocy It is a great satisfaction to be able to say thta I leave you all without the slightest
unkind feeling towards anyone I know i have not done all fo the good of the city I would like but it
has always been my desire to make her interests my own there is no position so hard to fill and
none in which a manb receives so litte thanks as that of an alderman It is impossible to run a
city with the same close economy that you can the office of any other corporation the principal
reason being there are so many stock holders in our city corporation and every one either

Satisfied that I have made an honest effort to discharge my duty faithfully I take my leave of you
hoping that you may have a pleasant year and one that will be for the good of the city we all love
I think there is a great future before Dubuque and many of the questions connected with her growth
and prosperity are to be determined by the city council may those questions ever receive your
careful attention and you receive as I have no doubt you will the warmest approval of your fellow
citizens

The new council being installed mayor glabb delivered the following
to the honorable members of the city council of the city of Dubuque
Gentlemen an unwritten law of our city government makes it the duty of the mayor to communicate
with the city council at least once a year in accordance with teh said laws and well established custom
I will for a short time engage your attention upon the doings of the council for the past year Together
with a few recommendations which if carried out will do much to promote the welfare and prosperity
of our city during the present year
the record of the past year is sealed We look hopefully forward to see all progressive possibilities
of a new year We have a good cause to be joyful and thankful
During the past year our city has been greatly blessed by the superintending care of an all
wise providence who has exempted us from extraordinary public calamity No riot has disturbed
our order and quite no great conflagration has consumed the wealth of our own citizens no desolating
pestilence has touched the homes of our people nor have the waters of the Mississippi River
overflowed their boundaries in destructive floods upon us
Our city is entering a new era of prosperity rairoads are seeking entrance into our city from every
side new manufactories are being erected in all parts and everything gives promise that the coming
year will be a brilliant one for our city's prosperity
Many new railroads seek an entrance to our city among which

may be noted the Chicago Burlington and Northern, the chicago and Northwestern while our city
sends forth the dubuque and Northwestern seeking western connections with the principal trunk
lines of this western country The building of all these new railroads into our city should meet with
our encouragement as they open new fields for the sales of the products of our factories and
merchants for years past our citizens aided by our neighbors of East dubuque have worked
incessantly for the construction of a pontoon bridge across the river at this point to establish between
them a all times an unbroken traffic and i am proud to note that they have by untiring work nearly
completed the plans for constructing the same
the Chicago Burlington and northern railway also seeks an opportunity to construct a bridge across
the river in our immediate vicinity and propose in addition to make it a wagon bridge as well
it is right and just that our citizens should study well which would be the most beneficial to them
a pontoon wagon bridge owned and operated by themselves or a wagon and railroad bridge operated
by a foreign company As they decide so we should try and act and as representatives of their
wants exert our power in helping to build up and make successful this much needed undertaking
With new railroads comes new fields for completion by dealers competition enlivens trade trade
employs workmen and workmen do much to enliven our community And it can readily be seen
anything done by us to elevate enterprises will also be a step towards elevating our city's and her
inhabitants welfare and we as servants of the people are duty bound to do everything in our pwer
to help foster the industries of our citizens
During the past year our municipal affairs have been conducted with energy economy and fidelity
by the heads of the several departments The public debt has been reduced 15985.19 The financial
condition of our city is today in a very good condition The amount of cash on hand at the beginning
of the present fiscal year was 36444.63 taxes due and collecable about 40,000 which places our
allowances far above last year and it is to be hoped the same economical means will be applied
this year as in the past thereby allowing us to carry on all necessary work without the borrowing
of any money or the further increase of our floating debt The expenditures in the several departments
were carefully managed and no unnecessary expenes were incurred although our city is afst
increasig in size and population Our road expenses decreased over 6400.00 during the past
year a large number of streets were repaired and improved and today our streets are far better
than the average in any city of our size in the state and if teh streets repairs and improvements
are carefully managed during the present year the expenditures can be further reduced
We have now under way the consruction of two sewers viz Fourteenth Street Sewer and Eighth
Street Sewer which will cot 4290.00 The fourteenth Street sewer being constructed of Stone
masonry will forever do away with the plank covering formerly in use and the lage annual expense
of keeping the same in repair and it should be our aim to strive and have all sewers in the city
at present having plank covering arched with stone masonry the expense will be nominal

considering the vast amount saved annually by not repairing or recovering said sewers with
timber
The Eighth Street Sewer is constructed to enable Messers Knapp Stout and Co to fill and make
valuable a large amount of low lands abutting on Eighth and adjoining streets thereby increasing
the value of property in that neighborhood and beautifying our city by covering up the cesspools
which so long have occupied the ground a small amount will have to be expended this spring in
cleaning and making the necessary repairs to the streets and outside of this the expenses for
improvements will be small and during the present year should not exceed 23,000
And it is to be hoped tht our citizens will not complai as thought the street department had merely
to will a thing and the improvement would at once be completed regardless of court authority from
councils and other requirements Fire Department This is one of the important departments in the
city government because of its care of the property and vast accumulated wealth of our citizens
The cost of maintaining this department during the last year was 15,319 being 1,733 less than the
previous year This sum may seem large but if we realize the fact that the same is the means of preventing
mighty conflagrations sweeping thousands of dollars worth of property out of existence and
laying waste some of our finest sections and it is only providential it has not occured this in that
in that portion of our city upon the hills which is entirely unprotected by water or fire extinguishing
apparatus And I would recommend to further strengthen our department and as a means of fire
protection upon the hills that a chemical engine be purchased and equipped and stationed
so as to protect our upper city as this means of fire extinguishment is sure and speedy
We are today paying three hundred dollars per year for the use of a team of horses to draw
our hook and ladder truk providing them with comfortable quarters at night while during the day
their owner uses them working in any part of the city he thinks proper in view of this fact I would
suggest a team be purchased and used for drawing said truck instead of the one now hired
and the team purchased could be daily employed working on our streets in the vicinity of the
engine house and if needed would be on hand more readily and rapidly han the one now employed
and would be a saving to the city a well as strength to our present efficient department Other
things recommended and suggested in the annual report of our chief engineer are worthy of
your careful consideration
the police department during the past year has exercised careful vigilance under control of
faithful and efficient superior officers to care fo the safety of the life and property of our citizens
It is the department which gives strength to our institutions and security to our homes without it
all else would be confusion and uncertainty By preventing sudden outburst of uncecked popular
passion it indictes the order of society and the supremacy of the laws The expeses of thi
department during the past year increased 900 over the expenses

of the year previous but by careful management during the coming year the expenditures will be lowered
to the basis of previous years Under control of our police department is our expense for gas for
lighting of streets parks and pubic buildings Although our city is fast growing and new streets
are continually opened and lighted by careful management the expenses of the department have
not been increased and during the present year will be decreased on account of the lowering in
the amount to be paid per light for gasoline street lamps The several other sundry expenditures
for different departments namely water fuel and salaries of officers notwithstanding the material
growth of the city were reduced 650.00 It is thought this economical work can be continued unabated
by the careful management of the present council
the expenditures of the printing department have been greatly reduced being 1316.00 lessthan
during the previous year caused by the economical manner in which the printing was distributed
and while it is my wish to have two official papers one English and another German during the
coming year I think it advisable to have our printing done as cheaply as possible
The expenses for the health department during the past year amounted to 1201.50 which includes
salary of health officer and the cost of moving garbage Our city has continued to maintain its former
reputation for salubrity and low death rate which places her amongst the foremost of all healthy
cities in the Union and I would respectfully suggest that the means of preventing and abating
nuisances in the past year be continued with the same economy and energy during the present
In conclusion it is my heartfelt wish to cordially tender to the retiring and remaining members
of the old council my sincere thanks for the economical maner in which they have adminisered
with honesty and fidelity the affairs of our city in the past and for the many pleasant relations
which sprung up amongst us during our political career I assure you will not be forgotten And to
the members of the new council trusting that providence may grant us a continuance of every
blessing we enter upon our duties hoping that the era or government we are about to inaugurate
may be creditable to our institutions satisfactory to the people and honorable to ourselves

Ald Crawford offered the following resolution which upon his motion was referred to the street
committee
Resolved by the city council of the city of Dubuque that West 5th Street between Nevada st and glen
Oak Ave be graded guttered curbed and macadamized in conformity with the ordinance upon that
subject That the city engineer be and he is hereby directed to make the necessary plans and
specifications for said improvement and the city recorder directed to give the proper notice for bids
and proposals for the performance of the work the guttering curbing and macadamizing to be

The same also offered the following resolution which upon his motion was referred to the street

of the work the guttering curbing and macadamizing to be done at the expense of the owners

AldRyder offered the following resolution
Be it resolved by the city Council of the city of Dubuque that the street commissioner be instructed
to repair the crossing and gutter on second and locust sts in front of the Cathedral and put same
same in passable condition this resolution was offered and carried last fall but work was never
done
On motion of Ald Hollnagel this resolution was referred to committee on streets
Ald Crawford moved when council adjourns it does so to meet Tuesday April 13 86 at 2 pm

on the petition of the Pontoon Bridge Co and to transact any other business thought proper by the

A petition from the pastor of several churches in this city praying that the counci give protection
to the members of the Salvation Army in their religious worship being read Ald Crawford moved
that the mayor be instructed to have the police department exercise their full power to lend
protection to the members of the salvation army carrie
Petition of J Mulkern asking to be allowed to occupy the north cellar of the 4th street engine
house for the purpose of storing barrels therein
Ald Doerfler moved the petition be referred to teh committee on fire with power
Ald Crawford offered as an amendment tht the petition be not granted uness the insurance co
endorse the same upon the policy carried
Petition of the sisters of Mercy Hospital asking that the portion of Clara St extending west of
Augusta St be vacated the petition being accompanied with a plat showing proposed vacation
On motion referred to street committee
Ald Ryder Chairman of the committee of the whole reported as follows on the petition of the
Dubuque Pontoon Bridge Co Resolved that it was the sense of the committee that if on the
completion of the bridge it ws found necessary the council would vote them $25,000.00
Ald Crawford moved that the matter be referred to a special committee consisting of the mayor
as chairman and one alderman from each ward together with teh city attorney said committee
to consult with the directors of the pontoon bridge co andd strive and bring about an agreement
which will satisfy the directors and city council and that the committee meet and report to the
council as early as possible Adopted by the following vote

Mr Linehan stated that on account of other business he was unable to present his proposition
today but would present the same in writing at the next meeting
Ald Crawford offered the following resolution
Be it resolved by the city council of the city of Dubuque that this council regards with extreme
favor the main features of the propositio submitted by Mr A E touzalin looking to the construction
of a combined railway and wagon bridge betweem tjos cotu amd east dubuque and will do all
that it can consistently to promote the execution of the project That presuming that the rates of
toll for teams footmen etc can be satisfactorily agreed upon it is the sense of the council that a
an inducement to its construction the bridge should be exempted by teh city and county taxes
for the term of twenty five years Also that the city should construct the wagon approaches on
this side of the river and grant all needed right of way over the streets and alleys
that having no control over the charer of the pontoon bridge co the council expreses no opinion
on that subject further than that the question of the railway and wagon bridge should not be allowed
to injuriously affect the proposition to construct a pontoon bridge if the other cannot be secured
That the mayor be instructed to transmit a certified copy of this resolution to Mr Touzalin and solicit
his early response to the same

Ald ryder of the finance committee reported having examined and found correct the report of
the city treasurer for the month of March and recommended that warrants amounting to 571.38
be drawn to refund the same Report adopted
the matter of the removal of a frame building within the fire limits by John Gutenkauf being brought
before the councili the opinion of the city attorney on the subject was asked for
City attorney Linehan stated time was necessary to allow him an opportunity to examine the case
On motion he was instructed to report tomorrow night
Ald ryder moved the rules be suspended and Mr Gutenkauf be per,itted to address the council
carried
Mr Joens attorney for Mr Gutenkauf addressed the council in behalf of his client
Ald Downer moved Mr B B Richards be heard in behalf of the party remonstrating gainst the removal
of the frame building by Mr Gutenkauf carried
Mr Richards addresse the council briefly explaining the damages which would be sustained by the
party protesting if house was moved as intended
Ald Hollnagel offered the following resolution
Be it resolved by this council that warrants be drawn in favor of all judges and clerks and polling
places of last election amounting to five dollars each viz 24 judges as clerks and 6 polling places
adopted
Ald Crawford moved the rules be suspended and judge wilson permitted to addess the council
remonstrating against the proposed improvement of 15th street between Clay and Jackson
Sts carried
Judge Wilson addressed the council stating that Rev Johannes of St Mary's Church and himself
had a petition filed remonstrating against the proposed improvement and he wished the petition
read and referred to some appropriate committee for immediate action
On motion of Ald Ryder the petition of Rev Father Johannes and T S Wilson remonstrating
against the improvement of 15th Street between White and jackson St was read
Ald Crawford moved the petition be referred to the Aldermen from the 3rd ward carried
Ald Crawford moved when council adjourns it does so to meet again thursday evening at half
past seven oclock carried

The chair stated the object of the meeting was to hear the report of the special committee on the
pontoon bridge project
Mayor glab chairman of the special committee stated that in case the pontoon bridge
was constructed the city of Dubuque would pay to the Dubuque Pontoon Bridge
Co the sum of 12,500 in 1886 when bridge is half completed and the remaining 12,500 when the whole
bridge was constructed and if at any time the city wished to make it a free bridge it could do so
byb paying the directors 8% per annum on the amount they had invested in the bridge
Ald Downer moved the council hear the proposition of Mr Bart E Linehan in regard to the
construction of a proposed wagon and railway bridge carried
Mr Linehan thereupon read the proposition as follows
To the city council of the city of Dubuque
Gentlemen having promised you a definite proposition embodying the conditions upon which
a wagon and foot passennger bridge in connection with a railroad bridge shall be constructed
at Dubuque and in order that the good faith in which certain propositions upon that subject heretofore
made may be demonstrated I hereby submit to the council and through you to the citizens and
taxpayers of Dubuque the following proposal
I will agree to secure the construction at Dubuque of a good substantial railroad and wagon bridge
combined with walks to accomodate pedestrians complete and ready for the passage of
trains wagons and foot passengers within twelve months from the performance of the following
conditions First that the city council provide for the payment or remission in legal form of all taxes
assessable in the city and county of Dubuque for the period of twenty five years from the time said
bridge shall become taxable second that the city council or the citizens of Dubuque secure the
assignment for the use and benefit of the company or corportion constructing the proposed
railroad and wagon bridge o the charter and all rights thereunder now held by the company
authorized to construct a pontoon bridge across the Mississippi River at Dubuque south of the
present structure Third that you provide for the payment of the cot of teh construction of the wagon
and foot passanger approaches to the west end of said bridge not to exceed the sum of three
thousand 3,000 dollars fourth that you grant to the company or corporation constructing said
bridge the exclusive right to operate and maintain wagon and foot passenger ways thereon for
the period of twenty five years
fifth that the rates to be charged for the passage of teams and passenger

ers thereon shall be twenty cents for each wagon with single or double team each way for each foot
passenger five cents each way Sixth that I succeed in securing the payment or remission of
taxes by the city of East Dubuque for the period of twenty five years and that said city will also
provide for the construction of the wagon and passenger approaches to the bridge on the East
side of the river
In case of failure on my part to secure the commencement of work on the construction of said
bridge within sixty days from the performance of the above conditions I agree to subscribe to the
stock of the proposed pontoon bridge or aid in its constructon in such other manner as may be
indicated by your honorable body in the sum of ten thousand 10,000 dollars

Ald Hayden moved the rules be suspended and any citizen permitted to address the council in
regard to the bridge project carried

McDonald addressed the council for and against the proposition of B E Linehan
Ald Downer moved that the matter be postponed until a future time and that the proposition of
Mr Linehan be referred to the special committee on the pontoon bridge and that the mayor be
instructed to invite the parties holding the bridge charter to confer with the committee
The ayes and nayes being called on Ald Downer's motion the vote resulted as follows

The vote resulting in a tie the motion was adopted upon the mayor voting aye

Ald Doerfler offered as an amendment that when the councili adjourns it does so to meet again
at the call of the mayor carried
City attorney linehan reporting on the petition of Jms Gutenkauf et al stated that without an amendment
to the ordinance the council cannot permit the removal of a frame building from one part of the
fire limits to another and not having the power under the present ordinance their act is null and
void report adopted
The same reported on the petition of Robert Jess that the records of the proceedings of the council
do not show that abutters were authorized to improve this street at their own expense or that any
assessment was ever levied against the lot of petitioner
ald Ryder moved the petition of Robt Jess be referred back to the committee on streets carried
the city attorney reported on the petition of William Hintrager recommending the petition be not
granted report adopted
The same reported on the resolution ordering the owner of lot 12 prospect hill add to prevent the sliding
of his land onto the sidewalk abutting the same that the owners name was L A Babcock residing
at No. 759 W Lake St chicago and that he notified said owner to abate the nuisance Feb 13 1886
or that the council would order erection of a retaining wall

Ald Trexler of the 3rd ward reported on the petition of T S Wilson and Rev Father Johannes a
follows To the mayor and aldermen of the city of Dubuque the undersigned committee consisting
of the aldermen of the third ward to whom was referred the remonstrance of Rev C Johannes a
and T S Wilson remonstrating against the macadamizing of 16th street between White and Jackson
Streets at the present time respectfully report that since our last meeting we have interviewed
the committee of St Mary's church which has the control of such matters who have given their
consent to the macadamizing of 16th t between White and Jackson and in view of this Mr T S
Wilson wishes to withdraw his objection
Your committee therefore recommends that the order to macadamize heretofore made be carried
out respectfully your committee

that the bonds and salaries of the several city officers be fixed at the following amounts to wit
Treasurer bond 50000 salary 1500 recorder bond 5000 salary 1200 auditor bond 5000 salary 1100
city attorney bond 5000 salary 1000 city engineer bond 5000 slary 1000 marshal bond 5000 salary 1000
chief engineer fd bond 5000 salary 900 street commissioner 1000 salary 1000 market maser

custodian of parks 1.50 per day wharf master 20 per month no extra compensation be allowed
also that the office of deputy marshall be dispensed with

The chair stated the objct of the meeting was to have the official bonds approved and the newly
elected officers qualified also to transact any other business the council might think proper
On motion of Ald Crawford the official bonds of offices were read and referred to the city attorney
for examination
Ald Crawford moved the bids for street improvement be opened carried
the bids for the improement of 14th and 16th streets and for the arching of julien ave sewer were
opened by the recorder and referred to the city engineer
Ald Crawford moved that the street commissioner be instructed to clean the alleys and to try and
collect from all owners of property who are known to cause dirt filth and debris to accumuate
in the alleys abutting their premises and to not collect from any parties not known to cause any
dirt to gather in the alleys abutting their property
Ald Hollnagel amended Ald Crawfords motion by moving to allow the matter of collecting for
cleaning alleys to remain as it was in the past and that the street commissioner be instruted to
collect carried
City Attorney Linehan reported having examined the bonds of the city officers and found them
all in proper form and regularly executed sve the bond of city assessor 2,000 which does not
appear on the records of last year with the bonds of other officers
Ald Crawford moved the amount of the assessors bond be fixed at 2,000 for the present year
carried
ald Ryder moved the bonds of the officers be approved carried
Ald Crawford moved the new officers be administered the oath of office carried
