The Boys and Girls Club would receive $21,890 for their Education and Social Program, and Central Alternative High School would receive $28,110 for their Wee Care Learning Laboratory. Van Milligen MCVM/jh Attachment cc: Barry Lindahl, Corporation Counsel David Harris, Housing and Community Development Department Director CITY OF DUBUQUE, IOWA MEMORANDUM May 15, 2001 TO: FROM: SUBJECT: Michael Van Milligen, City Manager David Harris, Housing and Community Development Department Community Partnership (cp2) Program - FY 2002 Recommendation INTRODUCTION The purpose of this memorandum is to request the City Council's approval of the recommendation of the Community Development Advisory Commission for allocation of Community Partnership Program (cp2) funds. A resolution providing for the approval is attached for the Mayor's signature. BACKGROUND The Community Partnership (cp2) program was implemented on August 5, 1991, to provide financial support to new and innovative private and non-profit efforts to create a more livable environment for community residents. Funds are allocated for the cp2 program on a yearly basis through the CDBG Annual Plan process. A total of $1,135,273 has been awarded since the program began. The program has leveraged over $3.6 million in community service and handicap accessibility projects. The Fiscal Year 2002 Annual Action Plan allocates $50,000 for the cp2 program beginning in July 1, 2001. The Community and Economic Development Department announced the availability of cp2 funds on February 23 and held an informational meeting in the auditorium of the Carnegie Stout Public Library on February 28. Applications were accepted through April 6th. A review committee was established consisting off Mary Rose Corrigan, Public Health Specialist; Pat Prevenas, Recreation Division Manager; Joleen Patterson, Rehabilitation Specialist, Jerelyn O'Connor, Neighborhood Development Specialist, Aggie Kramer, Community Development Specialist and Harry Neustadt, a member of the Community Development Advisory Commission and Housing Commission. Four applications were received. The cp2 review committee evaluated each of the proposals and ranked them in accordance with the guidelines adopted by the City Council. The committee's report and a brief description of the proposals and ranking of each are attached. The Community Development Advisory Commission met on Thursday, May 10, to consider the four cp2 applications. At that time, the Commission reviewed the review committee's recommendations and asked questions of the applicants. A final recommendation to the City Council for allocation of cp2 funds was approved. The cp2 program requires a 25% for the initial year of fund'mg and provides for one additional year of fund'mg with an increased match of 40%. 1. The Dubuque Boys and Girls Club is recommended to be fully funded. The public service project will provide continuation of the social and educational enhancement programs for the core membership, which was initially funded last year. 2. Central Altemative High School is recommended for partial funding. The project would allow continuation of the day care program, which was initially funded in FY 2000. 3. The Visiting Nurse Association is not recommended for funding. The project does not meet the cp2 regulations since the project is not a new or expanded service. 4. The Dubuque County Humane Society is not recommended for funding. No direct need benefit to low and moderate income persons was determined. The Commission approved the review committee's recommendations. ACTION STEP The action step for the City Council is to adopt the attached resolution approving the award of $50,000 of cp2 funds to the aforementioned organizations and authorizing the City Manager to prepare and execute the necessary funding agreements. Whereas, under the provisions of Title I of the Housing and Community Development Act of 1974, as amended, the City of Dubuque has received Community Development Block Grant (CDBG) funds for the development and maintenance of a viable urban community through the provision of decent housing, a suitable living environment and expanded economic opportunities for its residents, particularly those persons of low and moderate income; and Whereas, the Community Parmership Program (cp2) was developed in the City of Dubuque in response to the national goals and objectives of the CDBG program; and Whereas, guidelines for the implementation of the Community Partnership Program (cp2) were approved and amended by the City Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council hereby awards Community Partnership Program (cp2) monies to the following organizations. The award shall consist of a grant to the organization for the identified project and shall be for the mount noted below: Boys and Girls Club Educational & Social Program Central Alternative High School Wee Care Learning Laboratory $21,890 $28,110 Section 2. That the City Manager be and he is hereby authorized to develop and execute contracts with representatives from the aforementioned organizations in accordance with the program guidelines established for the Community Partnership Program and with the regulations of the Community Development Block Grant Program. Section 3. That upon execution of said contracts, the City Manager is hereby authorized and directed to disburse program funds in support o£the approved projects and in accordance with the terms and conditions established in said contracts. Project Description: Educational and Social Programming This project provides for the continued funding of the educational and social enhancement programs of the core membership of the Dubuque Boys and Gifts club. The program director coordinates various educational programs. A $22,714 cp2 grant was awarded in FY 2001. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $36,484 $21,890 Low/modemteareabenefit Educationalprograms 93 $21,890 Comments: The Committee found the project would provide continuation of educational and social programs for the organization=s core membership. The cp2 funds would provide for the program director's salary costs. The cp2 requirements allow an additional year of funding with an increased match of 40%, which is being provided. CENTRAL ALTERNATIVE HIGH SCHOOL Project Description: Wee Care Learning Laboratory This project would provide continued funding for a day care program for the children of the Central Students with parent education/child development/home management skills classes for the teen parents and other students. The program was initiated with cp2 funding in FY 2000. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $ 63,800 $ 38,280 Low/moderate income clientele Public Services- education programs 74 $28,110 Commems: The Committee found the program creates a great impact for at risk parents. Reduction in state funding necessitates that the continued funding would provide for program delivery costs, including salaries and rent, and allow time for locating alternate funding. The cp2 requirements allow an additional year of funding with an increased match of 40%, which is being provided. PROJECTS NOT RECOMMENDED FOR FUNDING VISITING NURSE ASSOCIATION Project Description: Direct Care Services Project This project would provide free well child physical exam clinics to children 0-21 in need of a physical exam to qualify for childcare, educational youth or recreational oppommities. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $ 25,670 $19,011 Low/moderate income clientele Public Service 0 $0 Comments: The Committee determined that the proposed project was not a new or expanded service, as required by the cp2 regulations for a new project, but a continuation of existing services that will no longer receive state funding. Also, continuation of the program was not anticipated due to no further funding. No funding was proposed. DUBUQUE COUNTY HUMANE SOCIETY Project Description: Spay/Neuter Assistance Program This project provides for a spay and neuter program for dogs, puppies, cats and kittens for low to moderate income families for Dubuque residents. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $10,000 $ 6,750 Low/moderate income clientele Public safety services 39 $0 Comments: The Committee questioned the direct need or benefit for providing this program to Iow and moderate income persons. No funding was recommended.
