CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 4:11 p.m.
on August 24, 2022, in the Grand River Center Room #4.
Present: Mayor Cavanagh; Council Members Farber, Jones,
Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen,
City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a special
session of the City Council called for the purpose of
conducting the annual goal setting session 3 of 3.
GOAL SETTING
SESSION 3 OF 3
Facilitator Lyle Sumek, of Lyle Sumek Associates, Inc.,
facilitated the City Councils review and ranking of their top
and high priorities, subsequently resulting in the following
goals and priorities:
City of Dubuque Goals 2027
- Robust Local Economy: Diverse Businesses and Jobs with
Economic Prosperity
- Vibrant Community: Healthy and Safe
- Livable Neighborhoods and Housing: Great Place to Live
- Financially Responsible, High -Performance City
