DATE: Introduction June 17, 2022 In order to fulfill the required Commercial Driver License Federal Motor Carrier Safety Administration (FMCSA) mandated Entry Level Driver (ELDT) regulations, we are requesting to hire a certified trainer that will meet the baseline training requirements for entry level Commercial Driver License (CDL) operators that went into effect on February 7, 2022. These new guidelines not only affect bus operators, but all current City positions that require a Class A or B CDL. The new mandate requires an additional twenty hours of Theory training in addition to forty hours of training behind the wheel. The trainer must be a Certified Entry Level Driver Training Instructor. Discussion This position will conduct CDL training for new bus operators hired without a CDL. This training averaged forty hours per new operator prior to the new FMCSA guidelines that were implemented on February 7, 2022. The new guidelines require Theory (classroom) training, adding an additional twenty hours to the CDL training. This position will also conduct SMITH defensive driver training, post -accident re-training, and mobility device securement training to our current staff of Bus Operators and Parking Enforcement Officers. All City positions requiring a CDL now need a Certified Entry Level Driver Training Instructor to complete the required training. The current CDL staffing needs of all departments are listed below. The result will be a timelier completion of obtaining Operator CDL's for all of the City's required positions. In addition to CDL training and on -going defensive driver training, this position will be available to cover driving bus routes as needed and serve as a backup responder to accidents/incident for the Operations Supervisor position. Budget Impact This addition would increase Transportation Services by 0.45 FTE and eliminate an existing part-time position. Due to the unique qualifications of this position, we are recommending this position to start at range GE-30. Estimating $4,613.00 for Social Security, $5,692.00 for IPERS, $13,032.00 for Health Insurance, and $46.00 for Life Insurance totaling $23,383 for benefits. The budget impact would be an additional $71,684.00 ($83,684.00 total wage and benefits). Currently the Jule has the additional operating funds from the FTA for FY23 to cover the additional costs. This position would have to be budged for FY24 and beyond. As training takes place with other departments, Transportation will bill accordingly. At the current time, it is estimated that Transportation will bill the other departments $34,200.00 for CDL training to meet the new FMCSA requirements. With additional billing of $1800.00 for defensive driver training for other departments. RECOMMENDATION It is recommended that the proposed changes be accepted and implemented. DISTINGUISHING FEATURES OF THE CLASS: This is responsible technical work in planning, developing, implementing and conducting a comprehensive training program for bus operators. The employee in this position reports to the Transportation Director and Transit Operations Supervisor; and performance is reviewed through reports and results achieved. JOB DUITES: • Conducts site checks, road observations and ride alongs on the fixed route and paratransit routes to ensure compliance with all operating rules and procedures and the Smith Safety System Keys; • Monitors street operations and radio activity for adherence to proper safety practices and schedule and route adherence; • Provides Theory (classroom) training per FMCSA guidelines • Conducts SMITH defensive driver training, post -accident re-training, and mobility device securement training; • Conducts bus operator orientation and Commercial Driver's License training; • Assists the Transit Operations Supervisor with bus operator performance reviews and makes- recommendations related to the performance review process; • Conducts wheelchair securement and vehicle cleanliness checks for all service vehicles; • Assists in ensuring bus operator safety; • Observes operator pre and post trip inspection procedures. • Cover driving bus routes as needed • Serve as a backup responder to accidents/incident for the Operations Supervisor position(s). KNOWLEDGE, SKILLS AND ABILITIES: • Driving and CDL Education and Training - Knowledge of effective training techniques, principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the effective measurement and evaluation of training effects. Knowledge of the appropriate Commercial Driver's License endorsements. Ability to develop, implement and coordinate a comprehensive safety training program for bus operators. • Customer Service - Knowledge of principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Ability to establish working relationships with employees and the general public. • Computers and Electronics - Knowledge of processors, electronic equipment, and computer hardware and software, including related applications and programming. • Administrative - Knowledge of administrative and office procedures and systems such as word processing, managing files and records, designing forms, and workplace terminology. Ability to prepare clear and accurate reports. • Traffic and Driver Safety — Knowledge of traffic regulations, and transit safety requirements. • Instructing and Learning Strategies - Teaching people how to operate large vehicles by using the best training or teaching strategies for first time CDL adult learners. • Decision -making and problem solving abilities. • Independent and motivated requiring little supervision. • Verbal and Written Communication Skills - ability to communicate clearly, both orally and in writing. MINIMUM QUALIFICATIONS: • Bus operator training experience; • Experience in operating a commercial motor vehicle; and • Possession of a high school diploma or its equivalent; or • Any equivalent combination of experience and training. • Possession or ability to obtain and maintain a valid Commercial Driver's License (Class B) with air brake and passenger endorsements. • Possession of or ability to obtain and maintain certification in the Smith Safety System Trainer Program within six months of the date of hire. RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
