Introduction
City Council approved the request from Engineering and Transportation Services to
conduct the Smart Parking & Mobility Management Plan and Implementation Project.
The City of Dubuque, Iowa has solicited competitive sealed proposals from professional
consulting firms to manage a Smart Parking & Mobility Management Plan and
Implementation Project. Walker Consultants was awarded the project. The project has
begun and is in the data collection phase.
Discussion
This study is looking to incorporate as much public input as possible, and the team
wants to keep the city council and city engaged. Updates will be given on the below
topics thru a Power Point presentation:
Current Status:
Data collection is underway, City staff is currently sending Walker parking data
and occupancy along with current parking system processes.
Walker and team were onsite the week of 9-12-22 thru 9-16-22 doing a visual
tour. This tour included parking ramps, lots and the parking meter districts.
Parking counts were collected at ramps and along streets.
Core Group Meetings:
• Tuesday weekly calls with Steve Sampson Brown and Ryan Knuckey to discuss
upcoming projects and team members that need to be present.
• Bi-weekly Technical Committee Meetings: This discussion includes future city
events and different ways to collect survey data.
• These are not the only teams that will be utilized. Other team meetings are being
established at the current time.
Calendar Events:
• September 12: In -person Consultant/City tour of parking and mobility facilities
• September 13 — 14: Consultant team self -guided observations, photo taking,
prepare for data collection
• September 15 and 17: Consultant team parking occupancy, parking turnover,
and conditions assessment field data collection
• September — October: Stakeholder Meetings and Advisory Group meetings

There is no budget impact for this update.
RECOMMENDATION
It is recommended that an update from the Smart Parking & Mobility Management Plan
and Implementation Project be approved for the next City Council meeting.
