Fifth Street Ramp Expansion
On May 7, 2001, the City Council adopted Resolution 168-01 which established the final
construction amount of $2,001,920.53 for the expansion of the Fifth Street Parking
Ramp. This amount did not include change order number three. Acting Economic
Development Director Pam Myhre is recommending rescission of Resolution 168-01
and acceptance of the improvement as completed by Conlon Construction in the final
contract price of $2,002,960.28.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Re: Fifth Street Ramp Expansion
Introduction
The attached resolution rescinds resolution 168-01 establishing a final estimate
and establishes a revised final estimate for the expansion of the Fifth Street
Parking Ramp.
Discussion
in March, 2000, a contract was awarded to Conlon Construction for the
expansion of the Fifth Street Parking Ramp. This ramp was originally
constructed in 1990 and includes 388 monthly contract parking spaces during the
week and is available for public parking on weekends and during special events.
The expansion project included adding three levels and 237 parking spaces to
this ramp for a total of 625 parking spaces. On May 7, 2001, the City Council
adopted resolution 168-01 establishing the final construction amount of
$2,001,920.53. This amount did not include change order number three which
included a second set of metal louvers, steel cages around the fire dampers and
a credit for vinyl flooring and letters in dampers in the stair towers. A summary of
the budget cost is as follows:

Construction costs $2,051,600.00 $2,002,960.28
This project was funded from a GO bond issue with debt service paid from
parking revenue.
Recommendation
I recommend that the City Council accept the improvement and the final contract
price be established at $2,002,960.28.
Action
The requested action is for City Council to adopt the attached resolution
rescinding resolution 168-01 and accepting the improvement and establishing the
final construction cost.

RESOLUTION NO. 208-01
FINAL ESTIMATE
Whereas, the City hereby rescinds Resolution Number 168-01
establishing a final estimate for the Fifth Street Ramp Expansion Project in the
amount of $2,001,920.53; and
Whereas, the contract for the Fifth Street Ramp Expansion Project has
been completed and the Economic Development Director has submitted the
revised final estimate showing the cost thereof including the cost of estimates,
notices and inspection and all miscellaneous costs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to
be $2,002,960.28 and the said amount shall be paid from the Fiscal Year 2001
Parking Construction Fund.
Passed, approved and adopted this 21st day of May, 2001.
