PITDIMCLAMATION
WHEREAS, the white cane is an important sign of independence, symbolizing the ability of visually
impaired persons (VIP) to travel in our cities and towns with great confidence and safety;
and
WHEREAS, the white cane symbolizes caution, reminding us to be courteous and considerate while
ensuring the safety of visually impaired persons; and
WHEREAS, October 15th marks White Cane Safety Day, which observes visually impaired persons
with activities that contribute to maximum independent use of our streets and public
facilities by our visually impaired persons; and
WHEREAS, Iowa law requires that drivers who approach a person wholly or partially blind carrying a
cane or walking stick white in color or white tipped with red, or being led by a guide dog
wearing a harness, shall immediately come to a complete stop, and take such precautions
as may be necessary to avoid accident or injury.
NOW THEREFORE, I, BRAD M. CAVANAGH, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON
BEHALF OF THE CITY COUNCIL, STAFF, AND RESIDENTS OF DUBUQUE, DO HEREBY
PROCLAIM THE 15TH OF OCTOBER 2022 AS
"White Cane Safety Day"
IN THE CITY OF DUBUQUE, IOWA.
IN WITNESS THEREOF, I have hereunto set my hand
and caused the Great Seal of the City of Dubuque to
be affixed this 3rd day of October 2022.
