CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION
5:30 p.m.
Wednesday, September 21, 2022
City Council Chambers, Historic Federal Building
Commissioners Present: Chairperson Alan Vincent; Commissioners Amy Eudaley,
Beth McGrath, Tyler Stoffel and Mark Ward.
Commissioners Excused: None.
Commissioners Unexcused: None.
Staff Members Present: Wally Wernimont and Jason Duba.
CALL TO ORDER: The meeting was called to order by Chairperson Vincent at 5:30 p.m.
MINUTES: Motion by Ward, seconded by McGrath, to approve the minutes of the July
20, 2022 Long Range Planning Advisory Commission meeting as submitted. Motion
carried by the following vote: Aye — Eudaley, McGrath, Stoffel, Ward and Vincent; Nay —
None.
ITEMS FROM PUBLIC: None.
ITEMS FROM COMMISSION:
Commissioner Eudaley mentioned a tiny home development in Cascade, Iowa.
Chair Vincent encouraged members to review the comprehensive plan and reminded
them that their responsibility is to see if proposals align with the plan.
ITEMS FROM STAFF:
Planning Services Manager Wernimont stated that City staff had recently presented a
proposal to City Council regarding adopting financial incentives for housing creation. The
proposal was adopted, so the commission can expect to see more reviews of Urban
Renewal and Urban Revitalization districts to establish those incentives.
Wernimont and Assistant Planner Duba conducted a review of three categories of the
Imagine Dubuque plan, going through each recommendation and highlighting progress
updates:
Sustainable Environment (11 recommendations)
Community Facilities (13 recommendations)
Transportation & Mobility (12 recommendations)

ADJOURNMENT: Motion by Stoffel, seconded by Eudaley, to adjourn the September
21, 2022 Long Range Planning Advisory Commission meeting. Motion carried by the
following vote: Aye — Eudaley, McGrath, Stoffel, Ward and Vincent; Nay — None.
The meeting adjourned at 7:17 PM.
