Mmhael C Van Milligen MCVM/jh Attachment cc: Barry Lindahl, Corporation Counsel Rich Russell, Building Services Manager CITY OF DUBUQUE, IOWA MEMORANDUM TO: Michael C. Van Milligen, City Manager FROM: Rich Russell, Building Services Manager RE: Adams Company Structural Repairs INTRODUCTION: Allen and Urbain, on behalf of the Adams Company, is appealing my refusal to issue a building permit for the repairs to the roof system to the City Council. Ihave attached a copy of the letter for your review. BACKGROUND: On August 7th, 2000 the City Council adopted an Ordinance that established a building permit moratorium for the Fourth Street Peninsula ROD Redevelopment Overlay District. That Ordinance allows the City Council to direct the Building Services Manager [o issue permits that the City Council believes would not negatively impact the master planning process for the Fourth Street Peninsula ROD Redevelopment Overlay District. DISCUSSION: The permit application indicates that an area of the roof system was damaged by drifting snow and that the applicants would be removing the damaged roof, installing additional tresses and replacing the roof. CONCLUSION: I recommend that the City Council find that no negative impacts would arise due to the issuance of this building pemait and that I be directed to issue the same.
