The enclosed resolution provides for the acceptance of the construction contract for the
Four Mounds Parking & Accessibility Improvements.
BACKGROUND
The Four Mounds Parking and Accessibility Improvements project provided for the
construction of an additional nine hard surfaced parking spaces with five -inch hot mix
asphalt pavement with concrete historic mix edge bands and ADA accessible sidewalk.
Additionally, historic concrete mix edge bands, subdrains, excavation and special fiber
reinforced turf parking areas were completed.
DISCUSSION
The Four Mounds Parking & Accessibility Improvements was completed by McDermott
Excavating, of Dubuque, IA in the final contract amount of $90,143.62. This is a 78.7%
increase over the original contract amount of $50,443.50. The increase was due to
adding the final fiber turf areas to the project. The original bid project did not include the
reinforced topsoil and turf for the turf parking areas. Since additional funding had been
secured for the project, the turf parking areas were built out so Four Mounds Center
would have additional parking capacity. Additionally, drain tile for the turf areas and
conduit installed to accommodate future utility connections added to the final cost of the
project.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the final contract amount of $90,143.62 to McDermott Excavating for the Four
Mounds Parking & Accessibility Improvements.

RESOLUTION NO. 332-22
ACCEPTING THE FOUR MOUNDS PARKING & ACCESSIBILITY IMPROVEMENTS
AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Four Mounds Parking &
Accessibility Improvements (the Project) has been completed by the Contractor,
McDermott Excavating, (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $90,143.62; and
WHEREAS, the Contractor has previously been paid $85,636.44, leaving a
balance of $4,507.18; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $4,507.18 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that he has
inspected the Four Mounds Parking & Accessibility Improvements has been performed in
compliance with the terms of the Public Improvement Contract, and that the total cost of
the completed work is $103,665.16.
