Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: October 7, 2022 Dubuque AII•Aneriea M 2007-2012-2013 2017*2019 RE: Bee Branch Creek Trail Phase 1 Project — TAP-2100(697)-81-31 INTRODUCTION The purpose of this memorandum is to provide the City Council with information related to the Bee Branch Creek Trail Project — Phase 1 Project, Iowa DOT Project No. TAP- 2100(697)-81-31 and request concurrence to initiate the public bidding procedure and establish the date for the public hearing. BACKGROUND This project was originally bid to include an alignment around the Alliant Solar Field site located at 12t" street. Engineering solicited bids through the Iowa DOT for the project on January 19, 2022. During the development of the original bid documents, Engineering staff developed in- house concepts where the trail would cut across a portion of the site that contains the Alliant Solar Field located at the end of 12t" Street. The property owner of this parcel did not want the trail to cut across the site in an easement. Their concern was the trail would impact future development opportunity for the parcel. During the design process, the alignment was shifted off the property to accommodate the property owner request and keep the trail on City owned land. Unfortunately, this revised alignment required significant retaining wall work and protective railing to accommodate the new trail alignment. When bids were received through the Iowa DOT, it was very evident construction costs would exceed current available funding if the project proceeded. Bids were formally rejected at the City Council meeting on February 7, 2022. A grant application was approved by the Iowa DOT on May 19, 2020, in the amount of $420,000. DISCUSSION Engineering staff worked with Fehr Graham out of their Manchester, IA office to re -visit the design and alignment of the trail. The consultant and staff worked diligently with the 1 Iowa DOT, EPA, US Army Corps of Engineers and Iowa DNR to re -design the project to reduce costs. From the past bidding experience for this project, staff learned what items were the costliest and where the most bid uncertainty existed. These items include the retaining wall and railing required for the trail. Based on this feedback, construction documents and the trail alignment were modified to reduce the uncertainty and reduce costs. The realignment also allowed for no encroachment on AY McDonald property. The project will include the construction of a PCC Concrete trail from 12t" Street, around the Alliant Solar Field on 12t" Street over to Sycamore Street. The project will include the following: - 1587 LF of PCC Concrete Trail - 878 SY of Reinforced 6" PCC Sidewalk - 231 LF of Ornamental Metal Railing - 3255 CY of Embankment - 750 SF of Segmental Retaining Wall PROJECT SCHEDULE The schedule for the Bee Branch Creek Trail Phase I Project is as follows: Iowa DOT Advertisement for Bids November 1, 2022 City Initiate Concurrence in Public Bidding Process October 17, 2022 City Publish Public Hearing Notice on Plans & Specs October 21, 2022 City Public Hearing on Plans & Specifications November 7, 2022 Iowa DOT Receipt of Bids Proposals (Bid Letting) November 15, 2022 City Award Construction Contract (Subject to IDOT Approval) November 21, 2022 Iowa DOT Late Start Date July 31, 2023 Contract Completion Date 50 Working Days The project will be let by the Iowa DOT and will be constructed on a working day contract. The number of working days was defined by the Office of Contracts at the Iowa DOT in Ames, IA. RECOMMENDATION I recommend City Council concurrence with initiating the public bidding procedure through the Iowa DOT and set November 7, 2022, as the date for a public hearing on the Bee Branch Creek Trail Project — Phase 1 Project.
