INTRODUCTION

The purpose of this memorandum is to provide an introduction of the Leisure Services
Department Temporary Position Recruitment Plan.
1_T91201:Zo111ZIC,
Since 2019, the park and recreation industry began to notice a decline in seasonal
staffing. This decline was accelerated once the COVID-19 pandemic hit in the spring of
2020. Due to the pandemic, Leisure Service Department operations and programs in
the summer of 2020 (especially in the Recreation Division) were either frozen, altered or
cancelled all together offering extremely limited job opportunities for the community. The
Park Division temporary position hiring was frozen. The total number of seasonal
positions needed to operate the Leisure Services Department at full capacity is 237
along with 59 AmeriCorps members. Over the past 2 summer seasons (2021 and
2022), the Leisure Services Department has struggled to fill these summer positions.
The Department was only able to fill 50% of the needed temporary workforce in 2021
and 72% in 2022. This decrease in the needed workforce has resulted in the altering of
program offerings and services. The most recent, high -profile impact to the community
was the inability to open both pools for this past summer.
DISCUSSION
These challenges resulted in the City Council 2022-2024 High Priority goal of "Sutton
Pool Staffing and Operational Needs: Future Direction and Funding." Leisure Services
staff has developed a recruitment plan with the assistance of Public Information Office,
Human Resources Department and the Office of Shared Prosperity & Neighborhood
Support. Staff has been and will continue to work with other City Departments as well as
local partners to address this challenging issue.
ACTION REQUESTED
I respectfully request time on the City Council agenda to share the Recruitment Plan.

Lifeguard at City Pools
Reasons Why Lifeguarding is
the Best Summer Job
Flexible Hours
If you are in summer classes, working
another job or internship, have a vacation
planned, the City pools provide flexible
hours. We are more than willing to work
with you to accommodate your schedule!
We know summer is a busy season for
everyone.
Fun Work Environment
A lifeguard job is rarely solo. You are a part
of team! Since lifeguard jobs require
collaboration, it's easy to get to know one
another. Nothing forges a bond quite like
ensuring safety and saving lives!
Lifeguarding is a great chance to build
lifelong friendships.
Help Others
One of the most rewarding feelings of being
a lifeguard is knowing that you have helped
someone. Whether that be during a save,
providing first aid, or customer service,
helping others is what lifeguards do. When
you work as a lifeguard, i select Language
