Allen Leathers proposes to run a line of omnibuses to accommodate a portion of the travelline public in the City of Dubuque
from Jones St. in said City up Main St. and along the Plank road to the Northern limits of said City and return to the place of starting making regular trips from the sunrise until sunset every 30 minutes
exclusive right to receive pay from passengers for the term of 10 years
City Council should designate what kind and the cost of omnibuses fix the rates of fare
the frequency of trips and regulate the manner of running from time to time
