Kennedy Road Sidewalk Installation Project, Iowa DOT Project TAP-U-2100-703-81-31 to Midwest Concrete, Inc., of Peosta, IA, in the amount of $538,457.12, subject to Iowa DOT concurrence and approval of award. The low bid received for the project is $538,457.12, which is 27.87% above the revised engineering estimate of $421,097.20. During development of the construction documents and in consultation with IDOT staff, bid items related to pedestrian traffic signals and street patching were added to accommodate the federal aid funding for the project. Construction material prices have risen considerably since the original cost estimate was developed for this project. Local contractors have informed engineering staff that concrete materials alone have risen 30-40%. Material and labor shortages are impacting the construction industry negatively. It is not anticipated re -bidding this project will result in lower bids using the federal grant. City staff reviewed the bid tabulations and the area of significant increase in pricing are items related to the retaining walls to accommodate the sidewalk. Residents are not being assessed for the retaining walls. Because the preliminary schedule of special assessments has already been established, residents will NOT see any increase in their special assessments due to the bids received. To cover the additional project costs, staff is proposing using $262,699.04 of FY 22 funds allocated to the Villa Street Retaining Wall. City staff continue to monitor the Villa Street Retaining Wall and have not observed any further movement of the wall. Kennedy Road Sidewalk Installation Project, Iowa DOT Project TAP-U-2100-703-81-31 between Asbury Road and the NW Arterial. BACKGROUND Since 1999 there have been discussions in the community concerning sidewalks along John F. Kennedy Road between Asbury Road and the NW Arterial. Numerous petitions were received both for and against the installation of sidewalks. In July 2021 the City of Dubuque was notified it received a $190,000 grant to be used toward a Safe Routes to School project on John F. Kennedy Road. On November 15, 2021 the City Council adopted the Resolution of Necessity and Preliminary Schedule of Assessments for the project on a 7-0 vote. The City Council also approved the funding agreement for the $190,000 in Safe Routes to School Funds with the Iowa Department of Transportation on May 16, 2022. DISCUSSION The John F. Kennedy Road Sidewalk Installation Project would provide installation of 4- foot-wide sidewalks along John F. Kennedy Road on both sides of the street from Asbury Road to the NW Arterial adjacent to abutting properties that do not currently have sidewalks and would include the following elements: — Excavation to allow for the installation of the sidewalk — Installation of base stone for the sidewalk — Installation of 4" thick public sidewalk in most areas — Installation of 6" thick sidewalk at driveway crossings — Installation of retaining walls where needed due to topography to accommodate the sidewalk. — Restoration of disturbed area with topsoil and seed. As a result of going through the federal aid process, engineering costs and construction costs were expected to increase. This increase in construction costs is due to federal auditing requirements, required paperwork and Davis -Bacon wages. The higher engineering costs are due to the increased workload to provide federal aid plans, administer the project and the auditing process afterwards. This project will have special assessments and the project construction documents will follow the Iowa DOT Standard Specifications. The $190,000 TAP grant will offset all costs on the project and thus reduce the special assessments applied to abutting property owners. PROJECT SCHEDULE The schedule for the Project is as follows: Initiate Public Bidding Process September 19, 2022 Publish Notice to Bidders September 23, 2022 Publish Public Hearing Notice on Plans & Specs September 23, 2022 Public Hearing on Plans & Specifications October 3, 2022 Receipt of Bids (IA DOT Bid Letting) October 18, 2022 Award Construction Contract November 7, 2022 Late Start Date April 15, 2023 Final Project Completion 55 Working Days The project as let by the Iowa DOT is constructed on a working day contract. The number of working days was defined by the Office of Contracts at the Iowa DOT in Ames, IA. BID RESULTS Bids were received on the project by the Iowa Department of Transportation on October 18, 2022 in Ames. Midwest Concrete, Inc., of Peosta, IA submitted the low bid in the amount of $538,457.12.
