CITY OF DUBUQUE LONG RANGE PLANNING ADVISORY COMMISSION
REGULAR SESSION
5:30 p.m.
Wednesday, October 19, 2022
City Council Chambers, Historic Federal Building
Commissioners Present: Chairperson Alan Vincent; Commissioners Amy Eudaley,
Beth McGrath, Tyler Stoffel and Mark Ward.
Commissioners Excused: None.
Commissioners Unexcused: None.
Staff Members Present: Wally Wernimont, Chris Happ Olson and Jason Duba.
CALL TO ORDER: The meeting was called to order by Chairperson Vincent at 5:32 p.m.
MINUTES: Motion by Eudaley, seconded by Stoffel, to approve the minutes of the
September 21, 2022 Long Range Planning Advisory Commission meeting as submitted.
Motion carried by the following vote: Aye — Eudaley, McGrath, Stoffel, Ward and Vincent;
Nay — None.
ACTION ITEM
New Urban Renewal Areas: John F. Kennedy Road Urban Renewal Area
Planning Services Manager stated that this item was pulled from the agenda. He said
the request will come back to the Commission in the near future.
New Urban Revitalization Area: Bies Drive Urban Revitalization Area
Assistant Planner Happ Olson presented the application from the Housing and
Community Development Department. She described the current state of the property,
explained the proposed project, and discussed the city's need for new housing. She also
explained how the urban revitalization area provides tax abatement to the developer.
Planning Services Manager Wernimont gave additional detail about the city's housing
shortage and the City Council's recent passage of additional financial incentives for
housing development. He described how the housing incentives work. He stated that the
commission's charge is to review the plan and make a recommendation to Council.

Commissioners asked clarifying questions and made statements about how these
requests arise, the City's requirement that developers receiving these funds accept
Housing Choice Vouchers, whether trees on the site could be saved, and that this
development is not close to any parks.
Motion by Stoffel, seconded by Ward, to recommend approval of the Bies Drive Urban
Revitalization Area. Motion carried by the following vote: Aye — Eudaley, McGrath,
Stoffel, Ward and Vincent; Nay — None.

ADJOURNMENT: Motion by Eudaley, seconded by Stoffel, to adjourn the October 19,
2022 Long Range Planning Advisory Commission meeting. Motion carried by the
following vote: Aye — Eudaley, McGrath, Stoffel, Ward and Vincent; Nay — None.
