INTRODUCTION
The purpose of this memorandum is to seek approval of a grant application submitted
on November 1, 2022 to the Iowa Arts Council's (IAC) Creative Places Project grant
program to support the Winter Arts Snow Sculpting Festival and Competition (Winter
Arts). Winter Arts is produced annually in partnership with the Dubuque Museum of Art
(DuMA).
BACKGROUND
IAC's Creative Places Project program provides grants of $500 to $2,500 to assist in
developing arts and culture projects that advance creative placemaking as a community
workforce or tourism strategy. Creative Places Project Grants provide support for small
projects that engage artists, creative workers, and cultural organizations to enhance
Iowa communities.
Winter Arts is an established and accessible arts experience produced annually in
Dubuque's downtown Washington Park through an active partnership between the City
of Dubuque and DuMA. The Creative Place Project program was identified by Staff as
an opportunity to request one-time funds to expand outreach, improve public safety, and
elevate the Winter Arts experience for both sculptors and community members.
DISCUSSION
The City of Dubuque's Creative Places Project application requests $2,500 in funds to
expand impact and outreach related to Winter Arts, slated for February 7-12, 2023. The
event involves a day of volunteering to stomp snow on Tues, February 7 following by
sculpting by collegiate, amateur, and professional snow sculpting teams from Thurs,
February 9 through noon on Sun, February 12.
From noon to 4 p.m. on Sun, February 12, additional activities are held inside DuMA
and in Washington Park. These free, family -friendly activities include a community snow
sculpting area, live music by a Dubuque Symphony Orchestra's youth ensemble, free
admission and tours of DuMA, people's choice voting, and more.
As an annual event with a strong foundation of planning and partnership, Winter Arts
also has ample room to grow in scale and impact, especially in unique experience it
provides in some of the darkest and coldest days of winter. The Creative Place Project
grant would supply new one-time investment in activities targeted for 2023 expansion
including:
• Continue to expand audiences in numbers and diversification of
representation of those experiencing the event.
• Actively recruit 6 additional artists for snow sculpting, increasing the number
of large-scale snow sculptures from 6 to 8.
• Cultivate interest in young, amateur sculptors, and the quality of general
community experience through hands-on education and an onsite snow
sculpting coach.
• Broaden outreach / advertising placements through cross -promotion, new
paid media buys.
• Increase public safety through additional traffic control strategies and
warming spaces for sculptors.
• Activate new partnerships with AmeriCorps and the Dubuque Symphony
Orchestra.
The grant program requires a 1:1 match. 50% of that match must be in cash; the
remaining match can be from in -kind sources. $2950 in match resources are pledged
include $1,500 cash from DUMA, $550 cash from the Office of Arts & Cultural Affairs,
and $900 of in -kind from event sponsors.
If awarded, the grant will be managed by Office of Arts & Cultural Affairs staff. Funds
must be spent no later than June 30, 2023.
BUDGETIMPACT
There are no new FY 2023 budget impacts. The $550 cash match noted from the Office
of Arts & Cultural Affairs is accounted for in our approved FY 2023 budget for previously
anticipated Winter Arts expenses.
RECOMMENDATION/ACTION STEP
I respectfully request approval of the application submitted to the Iowa Arts Council's
Creative Places Project grant program.

The City of Dubuque requests support to expand impact and outreach related to the Winter
Arts Snow Sculpting Festival & Competition, produced annually in partnership with the
Dubuque Museum of Art. In 2023, the annual Winter Arts Festival will again take part in
Washington Park in downtown Dubuque, making it broadly accessible to all demographics
and serves as a forum for the exchange of culture, showcase of talent, and community
gathering for hundreds during the winter's coldest months. In its 5th year, additional
investment will 1) provide guided education, coaching, and upgraded tools for the community
snow sculpting area, 2) cover additional materials costs for expanded number of snow blocks
for professional and community areas, 3) extend paid marketing efforts, and 4) improve
sculptor and public experiences.

1. Local Community Plan or Strategy
Identify the local community served by this project and provide an overview of the local

Located on the Mississippi River in eastern Iowa, Dubuque is the largest community in the 70-
mile radius Tri-state area where IA, WI, and IL meet. Dubuque's population identifies as 12.3%
minority, with significant Black, Hispanic, and Pacific Islander populations.
Dubuque residents will be broadly served by this project as it enhances a beloved annual
public arts event held in a prominent, accessible location. The grant request connects to
efforts to target and improve outcomes and engagement for:
- Individual creatives / artist teams, beginners to professionals
- Diverse families and community members
- Teens
- Local small businesses include restaurants, lodging, boutique retailers
Local community plan(s) incorporating creative placemaking strategies and thus relevant to
this project include:
- City of Dubuque Council 2037 Vision and 2022-2027 Goals, adopted Sept 2022. As part of
Dubuque City Council's annual goal setting process, Council adopted a vision statement that
identifies quality of place as a key to being a sustainable, resilient, inclusive and equitable city
where "residents experience healthy living and active lifestyles; have choices of quality,
affordable, livable neighborhoods; have an abundance of diverse, fun things to do; and are
successfully and actively engaged in the community." Also within Council's 2022-2027 goals is
supporting services that cultivate "Diverse Arts, Culture, Parks, and Recreation Experiences
and Activities" and promote "Partnership for a Better Dubuque: Building Our Community that
is Viable, Livable, and Equitable".
- Imagine Dubuque Comprehensive Plan, an active plan that incorporate 'social and cultural
vibrancy' outcomes
- Arts & Culture Master Plan, adopted 2016, active through 2026 with multiple strategies that
speak to the role of arts in community development.

The Office of Arts & Cultural Affairs uses creative placemaking and intentional support of
nonprofit arts organizations and local creatives to enhance the quality of life, steward the
area's cultural identity, and cultivate workforce development. Specifically, we manage a
rotating public art program, administer two City grant programs, and oversee implementation
of the City's 2016 Arts & Culture Master Plan.
The City of Dubuque (pop. appr. 58,000) is a unit of local government on the eastern Iowa
border that has prioritized investment in the arts since the 1960's. This priority was formalized
in 2004 by establishing the City's Arts & Cultural Affairs Advisory Commission. The City's
Office of Arts & Cultural Affairs stems from the original establishment of this Commission and
is now staffed with 1.75 FTE of arts and culture -dedicated City staff within the Economic
Development Department.

OACA fulfills its mission through:
- Management the Art on the River (AOTR) rotating public art sculpture program. Established
in 2005 for an anticipated 10-year lifespan, AOTR is now a stable of OACA with $37,500
allocated in the City's general budget to pay artists, support artist travel costs, anromote the
program year-round to residents and tourists alike.
- Administration of 2 grant funding programs annually. Established programs offer 1) operating
support to arts & culture -focused Dubuque nonprofits, and 2) one-time funding to Dubuque
nonprofits for new / expanded arts -forward activities and events centered in DEI and
partnership.
- Coordinate support and reporting oversight of the City's Arts & Culture Master Plan. This
overarching service means that OACA often serves the role of a local arts agency -
connecting, supporting, and empowering local non -profits and individuals passionate about
the arts and the role of the arts for broad community benefits.
Notable achievements include:
- 2004: Downtown Cultural Corridor designation by State in partnership with Dubuque Main
Street
- 2010: National Endowment for the Arts (NEA) Our Town grant for Historic Millwork District
redevelopment in collaboration with various partners
- 2012: Americans for the Arts' Arts & Economic Prosperity Study participation
- 2016-2017: Arts & Culture Master Plan commissioned / adopted, recurring full-time City staff

In February, the City's Office of Arts & Cultural Affairs hosts an annual Winter Arts Snow
Sculpting Festival and Competition in the downtown Washington Park in partnership with the
Dubuque Museum of Art. This free, family -friendly event occurs in the heart of winter with
teams of professional, amateur, and collegiate sculptors volunteering time and talents to
transform blocks of 300 cubic ft of snow into masterful works of art. Since inception 5 years
ago, the event has become wildly popular while on a shoestring budget.
In 2022, Winter Arts attracted an estimated 3,000 over the week of primary activities.
Audiences actively engaged on foot, passively drove by, or experienced the event online. The
creation of temporary, large-scale sculptures in a material we're familiar with in the Midwest
creates a powerful and invigorated event that captures imaginations and embraces local
culture for residents and visitors alike.
As we emerge from COVID-19, the importance of accessible arts experiences in public spaces
that emphasize community gathering and reconnection has increased. Our Winter Arts
expansion project seeks to build on a strong foundation to meet this need, especially as it
takes place during the darker days of Iowa's winter when cabin fever and disconnection are
omnipresent. Winter Arts advances the City's Arts & Culture Master Plan to attract visitors, to
integrate the arts into public space across the city, and to support economic and financial
growth. Winter Arts draws and engages artists and local community members in the creation
of temporary public art, amplifying accessible engagement with the arts while strengthening
the role of local museums and cultural institutions.
