INTRODUCTION
The memorandum provides information on a letter of support provided to the Dubuque
Museum of Art (DuMA) to accompany its application to the Institute of Museum and
Library Services' (IMLS) Museums for America grant program.
BACKGROUND
In 2024, DuMA will celebrate its 150th anniversary as a staple of the City's artistic
heritage and an integral center of local and regional culture. As a key arts leader in
Dubuque, DuMA stimulates lifelong learning and engagement with the arts, attracts
tourists and artistic talent to the state, and offers visitors and residents exciting,
multidimensional experiences that make living, learning, and doing business in Iowa
rewarding and fulfilling. DuMA's high standards of operational, managerial, and fiscal
performance have resulted in earning a coveted designation as a Smithsonian Affiliate
in 2016 — an honor awarded to fewer than 10% of museums nationwide. DuMA is
located with Dubuque's Downtown Cultural Corridor, a state -designated cultural and
entertainment district managed by Dubuque Main Street.
Recently, DuMA developed a new strategic plan to guide its operations and mission
through 2026. Their vision is to cultivate a thriving cultural hub in downtown Dubuque
where people of diverse backgrounds and perspectives come together to achieve a
deep understanding of the past, an empathetic view of the present, and an inspired
outlook for the future.
DISCUSSION
Within the aforementioned vision, the annual Winter Arts Snow Sculpting Festival and
Competition, produced through an ongoing partnership between the City of Dubuque
and DuMA, has been identified as a key program poised for growth in scale and impact.
To support that growth and expansion, DuMA is requesting funding from the IMLS'
Museums for America grant program. The funding request seeks to:
• Use the successful foundation of the Winter Arts Snow Sculpting Festival and
Competition to build creative placemaking, public arts opportunities, and robust
tourism in Dubuque's downtown cultural corridor.
• Pilot and scale an expanded Winter Arts festival by hiring a Curator of Festivals
and Events to broaden the festival's outreach and community impact and to link
festival activities with ongoing Museum offerings throughout the year.
• Establish an ongoing artist residency program to utilize the festival as a platform
for expanded integrated community arts that will also inform the shape of
Dubuque's artistic landscape in the years to come.
DuMA is requesting $151,070.00 through the IMLS Museums for America program with
a project period of September 1, 2023 through August 31, 2025.
DuMA's overall activities and programs directly support City of Dubuque 2022-2027
goal to cultivate "Diverse Arts, Culture, Parks, and Recreation Experiences and
Activities". Winter Arts is successfully produced in part due to a strong partnership with
the City of Dubuque, additional further the City's goal of `Partnership for a Better
Dubuque.' Their timely efforts to grow and expand Winter Arts, honing in on the power
role of public festivals and events, aligns with several objectives noted under the City's
Arts & Culture Master Plan priority to `Foster Engagement at All Levels'.
DuMA requested a letter of support for its application from the City. Attached is the letter
provided to DuMA.

I am writing in my capacity as City Manager for the City of Dubuque to fully endorse and support the
proposal submitted by the Dubuque Museum of Art.
The Museum is an anchor institution located in the heart of Dubuque's Downtown Cultural Corridor, a
state -designated cultural and entertainment district. The opportunity to expand upon the success of the
Winter Arts Festival is a tremendous opportunity, garnering national attention, for the Museum, city of
Dubuque, and the tri-state region. The project is strongly tied to the opportunities defined by the City's
master plan for arts and culture and strengthening and expanding economic and community vitality.
Now more than ever, we lean on arts and culture as key economic drivers that connect diverse
populations and enhance our overall quality of life. DuMA has refined its mission and vision through a
community -driven strategic planning process and continues to lead in meeting the evolving needs of
our constituents. The Winter Arts Festival is a great example of how something as simple as snow can
be a catalyst for community engagement and cultural vibrancy during the darkest months of winter.
I sincerely hope that IMLS will lend its support for the expansion of the Winter Arts Festival. Thank

The Dubuque Museum of Art (DuMA) will hire a Curator of Festivals and Events to
pilot and scale an expanded Winter Arts Snow Sculpting Festival and Competition in
downtown Dubuque, Iowa. The festival will extend the Museum's impact and ability to
serve the community through: (1) increased creative placemaking, public arts
opportunities, and integrated community spaces that invite participation in the arts
to build audiences; (2) a broader festival outreach that not only reaches diverse
audiences, but links festival activities with ongoing Museum offerings and community
engagement throughout the year; and (3) an expanded community sculpting area to
utilize the festival as a platform for integrated arts education and access to the
arts for populations who have limited engagement in the arts and who are
traditionally marginalized. This effort will drive increased audience building, more
robust engagement opportunities, and greater connectivity between community -wide
events and on -site Museum offerings.
The project addresses IMLS Goal 2, Community Engagement and aligns with Objective
2.2, to support community -driven exhibitions and programs. The rollout features
deeper evaluation of festival outcomes (objective 2.1) and offers a conduit for
input from the community in growing, more formal festival structure over the next
two years.
The Dubuque community has called for more integrated arts experiences and physical
spaces for community gathering post -pandemic. The social landscape has been
radically altered, with marked increases in social isolation, depression, anxiety,
and a lack of physical activity options. CultureTrack notes that 60% of respondents
to their Wave 2 survey report feeling disconnected, 41% sad or depressed, and 45%
worried or afraid. The festival directly responds to this need for connection and
will engage artists and local community members in the creation of temporary public
art; will strengthen and amplify the role of local museums; and will dramatically
increase diverse audiences and in -person activities post -pandemic.
The main outcome is the provision of high -quality community engagement exhibitions
and programs to maximize the use of museum resources to address community needs
through key community collaborations. In addition to reaching under -represented
populations in the arts, the festival will serve as a conduit to deeper engagement
in Museum programming all year long. The festival offers a platform for social
interactions and for people of all demographics to meaningfully engage in the arts
and build artistic skills through coaching and instruction in the community
sculpting area. Additionally, local and regional artists will have a public forum
for expression of their art to inform and educate the community. The festival
provides a continuum of activity from basic skill development to opportunities for
exhibition of one's work and will reach a minimum of 3,000 to 3,500 attendees while
supporting 20+ regional artists.

Dubuque Museum of Art (DuMA) — Organizational Profile
Mission and Governance: The mission of the Dubuque Museum of Art (DuMA) is to create engaging
art experiences that excite, inspire, and connect our community. As the oldest cultural institution in Iowa,
DuMA was established in 1874 and now serves as an inviting space for people of diverse backgrounds
and perspectives to gather to achieve a deeper understanding of the past, an empathetic view of the
present, and an inspired outlook for the future.' DuMA is committed to increasing dialogue,
understanding, and shared experiences in the community between people of different generations,
backgrounds, beliefs, and perceptions.
As a 501(c)3 nonprofit organization, DuMA is governed by a Board of Trustees who maintain a level of
legal and fiduciary responsibility for the organization as well as direct oversight of DuMA's management,
budget, and strategic plan. Currently, the Board of Trustees includes _ members whose experience spans
professional fields in the arts, business, finance, government, law, and education. The DuMA Board of
Trustees meets bi-monthly to review organizational finances and budget performance; to update policies
as needed; and to assess project related to the strategic plan. In addition, the Board assists in fund
development activities such as the annual Raffle and Gala. The Board includes an Executive Committee,
which meets as required, and three standing committees for Finance, Development, and Governance,
which meet monthly.

southwestern Wisconsin. The primary service area is the greater Dubuque area, which encompasses a
population of 100,000 people in 21 municipalities. The largest of these municipalities is the City of
Dubuque with a population of 60,000.2
Historically, the region has been dominated by agriculture, meatpacking, and manufacturing until the
1990s, after which Dubuque's economy grew more diverse over the past 30 years. The region now
supports thriving sectors in health care, finance and business, tourism, and arts and culture, which play a
significant role in the local economy. Dubuque is home to two regional hospitals, three private
universities, and a leading publisher of educational textbooks. From 2000-2010, Dubuque's racial
diversity increased, with the Black/African American population growing by 228.9%. The Asian/Pacific
Islander population also expanded by a record 103.74% and the Hispanic/Latino population grew by
51.81%.3 On average, DuMA welcomes 12,000 visitors per year from more than 50 states and 30 foreign
countries and reaches another 8,000 children and adults through off -site programs, traveling exhibitions,
and digital access.
History: DuMA is among Iowa's oldest cultural institutions, founded as Dubuque Art Association in
1874 for the purpose of establishing a collection for the benefit of the citizens of Dubuque. In 1902, the
Dubuque Art Association helped to establish a fine art room at the Carnegie -Stout Public Library and
began inviting local and regional artists to teach classes, lecture, and display their works. The Association
remained at the library until 1955 when it moved to varying locations before establishing its first
permanent home in 1999 and changing its name to the Dubuque Museum of Art. DuMA's high standards
of operational, managerial, and fiscal performance have resulted in earning a coveted designation as a
Smithsonian Affiliate in 2016, an honor awarded to fewer than 10% of museums nationwide.

A five year plan to transform programming, impact, and spaces
In 2024, the Dubuque Museum of Art (DuMA) will celebrate its 150th anniversary as a staple of the
City's artistic heritage and an integral center of local and regional culture. As a key arts and culture leader
in Dubuque, DuMA stimulates public interest in the arts, cultivates meaningful dialogue, and offers a safe
space for reflection on critical issues that shape the community. During the past 150 years, the Museum
has provided a valuable service to elevate the arts in the community, to create multidimensional
experiences, and to give voice to individuals from all walks of life. To uphold the quality and integrity of
its services, DuMA has consistently maintained high standards of operational, managerial, and financial
performance resulting in its accredited membership of the American Alliance of Museums in 2004 and its
designation as a Smithsonian Affiliate in 2016.
DuMA's five-year strategic plan is rooted in creating a cultural hub for communities of diverse
backgrounds to increase dialogue, understanding, and shared experiences through interactive exhibitions,
community events, and educational programming. DuMA shapes the vibrant social, cultural, and
economic landscape of the City of Dubuque, which supports efforts to attract and retain a diverse and
talented workforce, residents, and tourists. DuMA also plans to build new physical and virtual community
spaces to host, welcome, and connect the Dubuque community at a dramatic new scale by tripling
engagement by increasing numbers served to 30,000 patrons by 2026. Additionally, DuMA will
further streamline operations by digitizing its collections (this activity is currently in -process and being
finalized), improving data management, and making exhibitions and programs digitally accessible to
increase attendance, engagement, and participation. The plan also includes pathways to doubling revenue
to $2 million per year; to building staff capacity to implement the vision; and to build spaces that
accommodate expanded activities through a capital campaign now in the final stages of pre -campaign
planning. Key areas for focus in the 2022-2026 strategic plan include:
Create engaging art experiences:
• Exhibitions: Design engaging and interactive exhibitions (including the permanent collection) that
deepen the level of interaction, understanding, and connectedness with objects on display

decision -making; and develop a multi -year budgeting process
DuMA is also committed to diversity, equity, accessibility, and inclusion (DEAI) and to improving
learning experiences and increasing access for all students, LGBTQIA+ community members, the BIPOC
community, and residents over age 65 by studying barriers to access and developing solutions to address
root causes, such as free or reduced admission, digital access for those living with physical and/or
cognitive disabilities, and the intentional curation of safe spaces. DuMA develops these methods and
interventions through its partnerships, representative programming, engagement of diverse artists, and
initiatives that welcome and include diverse populations. The strategic plan outlines goals to expand this
engagement even further by providing additional opportunities for individuals to present and observe their
own heritage and culture represented in the Museum's broad range of exhibits and interactive programs.
As part of DuMA's expanded activity base and capital campaign launch, the Museum is broadening
efforts to track DEAI efforts through artistic content, community discussion, highlighting social heritage
and intersectionality among diverse populations, and representation of diverse perspectives in
Museum activities.
The Museum also facilitates diversified engagement by hosting focus groups to allow the public to weigh
in on how they want the arts to look in Dubuque and what groups, backgrounds, and populations they
would like to see represented. In addition, DuMA is being supported by the Northeast Iowa Community
College Business and Community Solutions, the process of which includes forming a Community
Resource Group to ensure learning from a diverse range of perspectives. The group offers insights into
perceived barriers and opportunities and has counseled the strategic planning team to ensure the process is
equitable and inclusive.
DuMA actively promotes and aligns with the City of Dubuque arts and culture master plan helping to
attract thousands of visitors to Dubuque, integrating arts into numerous community venues across the
City, and supporting economic and financial growth. The Museum draws varied artists to the community
and offers a platform upon which artists engage with the community and showcase their talents. These
activities also translate to boosted capacity in Dubuque, building on the Museum's physical space.
DuMA's recent focus groups provided an important conduit for the public to weigh in on the arts and
their holistic representation in the City. DuMA's strategic planning is also shaped to support the City of
Dubuque's capacity via joint programming, reduced duplication of activities and services, and increased
program coordination not only within arts organizations but across sectors.
DuMA's partnerships across different sectors in Dubuque — education, arts, health, tourism, industry — not
only provide tangible, valuable resources to the community and economic impacts — but they also serve as
an effective conduit for disseminating and supporting the goals of the City's master plan. The arts are
inherently woven into the fabric of Dubuque and DuMA leans into this competitive edge by building on
existing cultural dynamics and social histories of diverse backgrounds.

Abstract:
The Dubuque Museum of Art (DuMA) will hire a Curator of Festivals and Events to pilot and scale an
expanded Winter Arts Snow Sculpting Festival and Competition in downtown Dubuque, Iowa. The
festival will extend the Museum's impact and ability to serve the community through: (1) increased
creative placemaking, public arts opportunities, and integrated community spaces that invite participation
in the arts to build audiences; (2) a broader festival outreach that not only reaches diverse audiences, but
links festival activities with ongoing Museum offerings and community engagement throughout the year;
and (3) an expanded community sculpting area to utilize the festival as a platform for integrated arts
education and access to the arts for populations who have limited engagement in the arts and who are
traditionally marginalized.
Project Justification:
IMLS goal and project category: Every February, Dubuque celebrates its annual Winter Arts Snow
Sculpting Festival and Competition in downtown Washington Park, Dubuque, Iowa. This free, family -
friendly event is produced by the Dubuque Museum of Art in partnership with the City of Dubuque's
Office of Arts and Cultural Affairs. In the heart of winter, teams of professional, amateur, and collegiate
artists come together to sculpt and transform 300 cubic feet of snow into masterful works of art. Since
inception, the event has been wildly popular and seen tremendous growth. In 2022, the festival attracted
more than 3,000 attendees. The blending of sculptures from artists and community members creates a
powerful co -creative connection and invigorates Dubuque with enthusiasm for the city and local culture.
The Dubuque Museum of Art respectfully requests funding to expand this festival, now in its 5th year and
projected to draw 3,500 area residents in 2023. The key deliverable will be the hiring of a new Curator of
Festivals and Events who will be responsible for building the festival from a single, day -long event to a
community -wide festival. This effort will drive increased audience building, more robust engagement
opportunities, and greater connectivity between community -wide events and on -site Museum offerings.
Project activities will be broadly accessible to the community and inclusive of all demographics, while
showcasing statewide artistic talent, integrating the arts and local culture, and creating a platform for
social engagement. The Curator will implement new activities alongside the event such as guided
education and coaching in the community sculpting area; a broader population of participating artists; the
creation of sculpting tools; and expanded marketing and outreach efforts.
The project addresses IMLS Goal 2, Community Engagement: Maximize the use of museum resources to
address community needs through partnerships and collaborations. It also directly aligns with Objective
2.2, to support community -driven exhibitions and programs. The rollout includes opportunities for deeper
evaluation and tracking of festival outputs and outcomes (objective 2.1) and offers a conduit for input
from the community for a growing, more formal festival structure over the next two years. The Curator
will develop and oversee broader evaluation and data analytics for formative and summative evaluations
to inform more tailored outreach and audience development with input from Museum and community
stakeholders. In addition, the Curator will facilitate interactions with community partners to increase the
numbers and types of media partners for cross -marketing and engagement of populations currently
underserved. On a final note, the project builds on recommendations from CultureTrack's1 COVID-19
report highlighting ways in which Museums and communities can support each other during periods of

transformation and crisis. The expanded festival will leverage the Museum's pandemic learnings to
address ongoing gaps for community engagement in Dubuque's arts and culture sector, to create more
inclusive arts programing and spaces, and to inspire voice and social justice for all identity groups.
Alignment with Museum strategic plan: DuMA just completed a new 2022-2026 strategic plan
informed by: (1) a thorough six-month, research -based, and inclusive process drawing on learnings from
national and local quantitative research (e.g., CultureTrack, a twenty-year longitudinal analysis of
Americans' cultural behavior); (2) analysis of Museum data including audience trends and participant
input; and (3) extensive community focus groups and interviews with local and national arts, education,
and humanities leaders; input from guests, staff, volunteers, and board members; and interviews with
more than ten community organizers leading the efforts to lift up and connect all diverse voices in the tri-
state and eastern Iowa community. This study and analysis highlighted the need to increase dialogue,
understanding, and shared experiences in our community between people of different generations,
backgrounds, beliefs, and perceptions. The Museum vision is to support a thriving cultural hub where
people of diverse backgrounds and perspectives come together to achieve a deep understanding of the
past, an empathetic view of the present, and an inspired outlook for the future. The plan outlines major
goals to triple Museum admission, double annual revenue, and diversify funding sources. The requested
Winter Festival pilot and expansion supports this strategy to integrate the arts, culture, and design in
Dubuque and to strengthen the community through interactive co -creative spaces and relationships.
As part of this vision, DuMA is launched a capital campaign for a new, reimagined space in 2018 that
was paused until this past year because of the pandemic. The campaign plan includes acquiring a new site
to facilitate expanded community engagement with a wider range of the collection, to support rapidly
growing regional tourism, and to integrate robust partnerships with other cultural organizations. The
intersection of community festivals and events with reimagined space planning through the campaign
offer a unique opportunity for synergy and growth in building out the Museum. Further, since the
Museum's key partner for this project is the City of Dubuque's Office of Arts and Cultural Affairs, the
festival and Curator's role will effectively integrate with the City's Arts and Culture Master Plan.2 The
first step for capital campaign planning was to conduct an operational feasibility study which was
completed in October 2022 and included a market study, benchmark analyses, space planning, financial
projections, and a sustainable business plan to meet community needs. The facility expansion and
capacity building made possible by the capital campaign provide a foundational base upon which the new
Curator can build out a robust festivals and community events function at the Museum.
Need: During these post -pandemic months, the Dubuque community has called for more integrated arts
experiences and physical spaces for community gathering. According to the CultureTrack Wave 2 study,3
the pandemic has both highlighted and exacerbated gaping needs and inequities in all sectors. The social
landscape has been radically altered, with marked increases in social isolation, depression, anxiety, and a
lack of physical activity options. Almost half of families across the country have been touched by a
COVID-19 illness personally or someone they know and 30% have experienced a reduction income that,
combined with inflation, has triggered broad economic insecurity. Wave 2 surveys also note that
individuals feel sad, angry, and disconnected — 60% report feeling disconnected, 4 1 % sad or depressed,
and 45% worried or afraid.4 The festival directly responds to this need for connection and is strategically
timed during the darker winter months when locals are searching for ways to engage with their neighbors.
The festival consistently draws large crowds from across the tri-state area and brings community
members together during the traditionally isolating winter months. These activities not only draw and

engage artists and local community members in the creation of temporary public art, but they amplify and
strengthen the role of local museums and cultural institutions, while dramatically increasing in -person
activities post -pandemic.
Another focus of the festival is to extend the Museum's reach to underserved populations and to engage a
broader range of community residents through increased outreach, population -specific programming, and
integrated community spaces that invite participation. DuMA recently hosted numerous focus groups for
the public to weigh in on the social and artistic vision for Dubuque. Festival activities reflect this input
and align with the Museum's goals to diversify artistic content, facilitate community discussion, and
celebrate social heritage and intersectionality among diverse populations. The new Curator will facilitate
this ongoing community engagement and create more continuity with Museum activities all year long.
This includes building out learning experiences and access for all students in keeping with state
educational standards, and reaching LGBTQIA+ community members, the BIPOC community, and
residents over age 65 by providing uniquely tailored programming to attract diverse audiences. Other
outreach includes free or reduced admission for veterans, students, and those enrolled in federal benefit
programs; digital access to DuMA's exhibits and permanent collection for individuals living with physical
and/or cognitive disabilities; the intentional curation of safe spaces and diverse programming related to
social and racial justice; and outreach to rural and low-income neighborhoods and schools.
Target population and beneficiaries: The target population and ultimate beneficiaries for the project
includes the general public throughout the tri-state area with special outreach activities to partnering
schools and community organizations across the region. Other beneficiaries include other arts and cultural
institutions in the service area with which DuMA collaborates and participating artists. The festival will
create more opportunities for these partnering organizations to offer expanded activities for the sector and
to keep step with growing audiences for the Museum, the City of Dubuque, and the region. The
population demographics served by this project mirrors that of the City of Dubuque with a
median household income of $54,938 in 2020 dollars.5 Approximately 13.2% of individuals are
living below poverty level.6 The Museum reached more than 11,000 visitors last year. On average, of
those served, 80% identify as White; 7% as Black/African American; 3% as two or more races; 2% as
Asian; 1% as Native Hawaiian/Pacific Islander; and 7% were unknown. The festival is intended to help
expand the population served by creating a way for individuals who are typically disconnected from the
Museum to readily engage in the arts and as a "stepping -stone" from the festival to the Museum's on -site
activities and exhibitions in its galleries and community spaces. For example, creative placemaking
activities in the Museum lobby running concurrent with the festival will offer a transitional zone or bridge
to deeper engagement at the Museum.

As an arts festival, this activity allows the community to engage in a safe space that is open to the entire
public and operates a forum to exchange culture and showcase local and national talent. The upcoming
festival will feature both the professional snow sculpting competition and community sculptor
opportunities, allowing for a co -creation of art and the opportunity for community members to work
alongside artists and designers in conceiving works of art. The public art aspect of the festival will allow
the arts to be broadly accessible and will involve community members in the selection of art by voting for
their favorite sculpture.
Risks:
• Continuing to monitor the progression of COVID-19: Although Museum staff anticipate the
pandemic coming to a close or at least to a manageable state with vaccines and reduced disease
severity, DuMA must be diligent in tracking and adapting to social distancing requirements and the
evolution of variants as well as public perceptions of safety of gathering in events. Since the festival
is outdoors and includes indoor components on -site at the Museum, staff will ensure social distancing
if needed and pivot or to restructure spacing of activities in keeping with the needs of the pandemic.
• Navigating the festival pilot while building out the staffing model: Finalizing project staffing,
recruiting and hiring the Curator will run concurrently with portions of the event production schedule.
New staff will have to be efficiently onboarded to meet a robust timeline. Existing staff have solid
experience in this space and will project manage such that regular position responsibilities are met in
addition to those required of the event production, marketing, and coordination of all activities.

Management, implementation, engagement activities of proiect, and financial resources: Gary
Stoppelman, Executive Director will oversee the project and lead the process for engaging with
stakeholders and outreach to new partners and existing Winter Arts stakeholder/partners including
founding regional artists, the City of Dubuque's Office of Arts and Cultural Affairs, museum staff, event
producer, Clarke University Art Program, University of Wisconsin -Platteville, media partners, and
Sundown Mountain Resort. The Executive Director will explore and/or lead engagement with community
sectors and prospective partners such as:

Event Production Consultant, Danielle Stowell, of Wicked River Event Production, has worked on the
festival in past years, has extensive event design experience, and who will work with the newly hired
Curator to implement production steps. The Executive Director will also work closely with Curatorial
Director at the Museum, Stacy Gage Peterson to promote exhibitions presented concurrently with the
festival as well as Margaret Buhr, Director of Creative Learning, who will help to develop education
curriculum and content related to snow sculpting as part of the community sculpting area guided
community activities including coaching and teaching. The project team will also work with Emma
Stapleton, Director of Advancement, in crafting and developing an ongoing fund development plan for
the pilot and rollout going forward as well as managing media outreach, marketing, and communications
to promote the event to the tri-state community, including with planned promotional partners (e.g.,
Disney, Telegraph Herald, Dubuque Fighting Saints Ice Hockey, Convivium, food/hunger agencies (e.g.,
Can Drive), Five Flags, etc.). The Curator of Festivals and Events to be hired will manage the process
of on -site, day of event data collection and feedback from festival participants and stakeholders for
inclusion in evaluation and monitoring for purposes of pilot and event modification if needed. All project
staff will be responsible for tracking all financial expenses and reporting back to the Curator and
Executive Director who will work with the Business Manager, Keith Ahlvin to ensure financial grant
tracking for reporting to IMLS and the finance committee and leadership at the Museum.
The Museum will seek cost share funding for this project from foundation and local government grants;
corporate donations and sponsorships; individual giving; and partner and community in -kind. Dubuque is
focused on leveraging the festival to create deeper engagement for underserved populations and DuMA is
continuing to extend requests to local fenders to help build momentum in the DEAI space. Since the
attendance is projected to exceed 3,000-3,500, the festival provides numerous opportunities for corporate
visibility and tailored recognition. Finally, earned revenue from Museum admissions will also help to
support cost share requirements and financial sustainability for the festival. The total project budget is
$337,685, of which $151,070 is requested and $186,615 will be provided through cost share.
Project tracking:
The project team will meet regularly throughout the year and then at least weekly during the quarter
proceeding the event to ensure all coordination and production are on track. The Museum has had five

years of event presentation with a solid schedule of completion that will inform a more robust project
management process to guide the pilot for the expanded festival. Tracking will be augmented to include a
more structured community sculpting area with artist -educators to guide community participants; an
expanded outreach to artists with the addition of at least one artist team to the competition for the pilot;
and curriculum development, coaching and more formal instruction for snow sculpting activities,
including a larger youth component. The scheduling also accounts for site visits to other regional festivals
to glean ideas from their learnings and experiences to inform the project and these relationships will also
foster shared learnings from this project with those regional partners. Museum staff also intend to present
festival results through its range of promotional and media outlets including all social media, local
publications and news partners, the Museum website, organizational memberships, and state and regional
associations.
Project Results:
Intended results: Project activities will be measured and assessed in terms of their ability to meet stated
goals and objectives during the grant period. The Goal is to extend the Museum's impact and capacity to
serve the community through an expanded and popular community festival in collaboration with the City
of Dubuque and that reflects community need and voice. Objectives to accomplish goal include:
• To build creative placemaking, public arts opportunities, and robust tourism in Dubuque's
downtown historic district through a Winter Festival attracting more than 3,000 attendees
• To pilot and scale an expanded festival by hiring a Curator of Festivals and Events to broaden the
festival's outreach and community impact and to link festival activities with ongoing Museum
offerings throughout the year
• To establish an expanded community sculpting area to utilize the festival as a platform
for integrated arts education and access to the arts for populations who have limited engagement
in the arts and who are traditionally marginalized
outputs:
• 3,000+ community residents served at Festival event
• 20+ artists involved in festival activities
Six community partners involved in project
50 contact hours of activities and events to the public over five days
Outcomes and changes in target population knowledge/skills/behavior/perceptions: The main
outcome is the provision of high -quality community engagement exhibitions and programs that maximize
the use of museum resources to address community needs through partnerships and collaborations. The
rollout will also include a template for deeper evaluation and tracking of festival outputs and outcomes
that will inform any modifications needed in future years and that is adaptable for changing community
needs and environmental situations. In addition to reaching under -represented populations in the arts, the
festival will also serve as a conduit to deeper engagement in Museum programming all year long. The
festival offers a platform for social interactions and a pathway for people of all ages and walks of life to
meaningfully engage in the arts and build their artistic skill set through coaching and instruction in the
community sculpting area. Additionally, local and regional artists will have a public form for expression
of their art and for content expression that informs and educates the community. The festival provides a
continuum of activity from basic skill development all the way to opportunities for exhibition of one's
work. In summary, outcomes expected for the grant period September 1, 2022-August 31, 2025 include
the following:
• The project will result in expanded cross -sector partnerships leading sustainable integrated
community arts opportunities as an outgrowth of the festival and snow sculpting instruction and
coaching as measured by the numbers of participating partners and related ongoing community events

• Project partners will have completed a pilot for an expanded, scaled festival that will showcase and
institutionalize local artistic talent, engage local communities, and create a platform for integrated and
public arts to systemically change the social and artistic landscape for the Dubuque area
• A completed festival pilot will inform ongoing, sustainable continuity of events throughout the year
as measured by increased activities throughout the year as a result of the festival and a completed
planning document to reimagine the utilization of the festival in impacting social, physical, and
economic change
• A minimum of 3,000 community residents per year will have access to and experience increased
creative placemaking and opportunities to participate in a broader range of artistic activities integrated
into the community as measured by staff counts and database tracking
• Festival programming will encourage and support expanded economic growth as measured by
increased tourism
• Project partners will have expanded capacity to implement broader creative placemaking activities
through a scaled festival and innovative artist in residencies that proactively engage local
communities in the arts
Deliverables from project:
• Recruitment and hiring of Curators of Festivals and events
• Completion of snow sculpture public art by artists and community residents
• Completed pilot plan for expanded festival
• Expanded education to youth
• Establishment of evaluation and monitoring framework for future festivals
• Digital content related to festival and project
Other substantive engagement for this project includes increased representation of resident artists;
enhanced guided education for community residents around festival sculpture events; cross -marketing
with community partners; and more targeted outreach to underserved populations.
Sustainability beyond the period of performance: The salient aspect of this project is that in addition to
piloting and rolling out the Winter festival, this project provides a template for a holistic festival and
events function at DuMA. This encompasses plans for numerous festival events throughout the year that
will help to develop a sustainable program featuring ongoing community interactions and opportunities
for engagement. The other element is the development of evaluation and monitoring that will inform
feedback on the event to provide truly meaningful changes to the event. DuMA also maintains a diverse
fund development portfolio to support ongoing operation and new protocols such as the proposed festival
to build entrepreneurial activities that support the Museum.
In addition to growing major giving activities, the Museum is expanding its grants to foundation and
government fenders and will continue to build special event revenue through expanded special events
such as the festival. It is anticipated that with the robust evaluation planned for this project the outcomes
will inform how the project provides ongoing community impact and justify inclusion in the
organization's operating budget over the long term. Finally, the Museum's professional network and
interactions with similar museums in the region offers a feedback loop for shared learnings to support
sustainability in the years to come.

I am writing in my capacity as City Manager for the City of Dubuque to fully endorse and support the
proposal submitted by the Dubuque Museum of Art.
The Museum is an anchor institution located in the heart of Dubuque's Downtown Cultural Corridor, a
state -designated cultural and entertainment district. The opportunity to expand upon the success of the
Winter Arts Festival is a tremendous opportunity, garnering national attention, for the Museum, city of
Dubuque, and the tri-state region. The project is strongly tied to the opportunities defined by the City's
master plan for arts and culture and strengthening and expanding economic and community vitality.
Now more than ever, we lean on arts and culture as key economic drivers that connect diverse
populations and enhance our overall quality of life. DuMA has refined its mission and vision through a
community -driven strategic planning process and continues to lead in meeting the evolving needs of
our constituents. The Winter Arts Festival is a great example of how something as simple as snow can
be a catalyst for community engagement and cultural vibrancy during the darkest months of winter.
