Ware, Leisure Services Manager Dubuque I� 20D7.2012QG13 2017*2019 SUBJECT: Flora Pool Filter Tanks and Recirculation Pump Replacement — Initiate Bidding Process and Set Public Hearing DATE: November 16, 2022 INTRODUCTION The purpose of this memorandum is to authorize the initiation of the public hearing procedure for the replacement of the main pool filter tanks and circulation pump at Flora Pool. 1_T91201:19111 Z I C, Both Flora and Sutton pools have a series of cast iron filter tanks that are original to their renovations back in 1990 (Flora) and 1991 (Sutton). For over 5 years, these tanks at both locations have begun to fail in ways that are becoming more difficult and costly to repair. Just this past season, after spending over $10,000 in repairs in the hope of getting a couple more years out of the tanks, one of the tanks at Flora failed during the last week of the season. In that same week, the main circulation pump also failed at Flora pool. Staff had to scramble in order to just do enough to keep the systems working through the last week. DISCUSSION Due to the condition of the filter tanks at both pools and the circulation pump at Flora, we can no longer rely on their ability to function efficiently or at all through an entire season. For years we have made preseason repairs to try and extend their life as well as dealt with continues issues during the seasons. Based on the current condition of the filters and pump at Flora, it is estimated to cost around $20,000 to $30,000 to attempt repairs that could extend their life another year. Having the pool operational for the season is critical. Each pool is unique in their construction design and requirements based on water volume and location on the site. The plans for Flora Pool also included the recirculation pump and are attached. Due to the project requirements Flora needed the addition of the circulation pump. Based on the feedback from the contractors, it will take at least 5 months from the order date to have the equipment on site. If ordered by January, this would mean that the tanks should be on site in the month of May allowing for a short window to be able to install and test prior to the opening of the pool for the 2023 season. Without this project, there would certainly be capital funds used to temporarily fix the current tanks with no guarantee of them lasting through the season. PROJECT SCHEDULE The schedule for the project would be as follows: Initiate Bidding November 21, 2022 Publish Notice to Bidders, Advertisements for Bids November 22, 2022 Notice of Hearing on Plans & Specifications November 28, 2022 Public Hearing December 5, 2022 Receipt of Bids December 9, 2022 Award Contract December 19, 2022 Final Completion May 19, 2023 BUDGETIMPACT The project is estimated to cost $215,000. There is current funding available in FY23 capital improvement funding( -76-750-3470-00-02-67990, -76- 750-3070-00-02-67990, -76-750-3470-00-02-67990) dedicated to pool projects. There is $200,000 currently listed in next FY24 for the replacement of these tanks however this project needs done in FY23. The FY 24 funding would be used on any pool projects delayed in FY23 due to moving this project up. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. A public hearing will be held on the 5th day of December 2022, at 6:30 p.m. in the Historic Federal Building Council Chambers (second floor), 350 West 6th Street, Dubuque, Iowa, at which time interested persons may appear and be heard for or against the proposed plans and specifications, form of contract and estimated cost of said Project, and the City Clerk be and is hereby directed to cause the attached notice of the time and place of such hearing to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall be published not less than four days nor more than twenty days prior to the date of such hearing. At the hearing, any interested person may appear and file objections to the proposed plans, specifications, form of contract, or estimated cost of the Project.
