The Dubuque City Council met in special session at 4:06 p.m. on August 23, 2022, in
the Grand River Center Room #4.
Present: Mayor Cavanagh; Council Members Farber, Jones (arrived at 4:16 p.m.),
Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a special session of the City Council
called for the purpose of conducting the annual goal setting session 2 of 3.

Facilitator Lyle Sumek, of Lyle Sumek Associates, Inc., reviewed the following section
of the Leaders Guide 2022 working document for input from the City Council:
Section 8: Plan 2022-2027
• Goal 3: Livable Neighborhoods and Housing: Great Place to Live
• Goal 4: Financially Responsible, High-Performance City Organization:
Sustainable, Equitable and Effective Service Delivery
• Goal 5: Sustainable Environment: Preserving and Enhancing Natural Resources

• Goal 7: Diverse Arts, Culture, Parks, and Recreation: Experiences and Activities
• Goal 8: Connected Community: Equitable Transportation, Technology
Infrastructure, and Mobility
There being no further business, Mayor Cavanagh declared the meeting adj ourned at
8:28 p.m.
