ITEM TITLE: Amending Resilient Community Advisory Commission Terms
SUMMARY: City Clerk recommending City Council concurrence to amend the
following three terms of the Resilient Community Advisory Commission
to comply with City Code §2-6-7:
Dean Boles — Cross Representative Member— Amend Term Expiration
Date to February 15, 2025, to match Boles' term expiration date for the
Community Development Advisory Commission
Robin Kennicker — Cross Representative Member— Amend Term
Expiration Date to June 30, 2023, to match Kennicker's term expiration
date for the Park and Recreation Advisory Commission
Joshua Chamberland — At -Large Member— Amend Term Expiration
Date to July 1, 2023, to meet staggered term requirement

SUBJECT: Resilient Community Advisory Commission Term Amendments
City of Dubuque Code of Ordinances §2-6-7 governs the terms of the Resilient
Community Advisory Commission. §2-6-7 requires that three terms be filled by cross
representatives whose terms must coincide with their terms on the cross represented
board or commission, while the remaining six commission terms must be staggered so
that two terms expire each year within a 3-year timeframe. While reviewing commission
terms, errors were discovered with three of the terms that need to be corrected to comply
with city code. The following table provides an overview of the errors and amendments:

Since City Council has already appointed the three commissioners, only concurrence to
amend the terms is needed. This has been verified with City Attorney Crenna Brumwell.
The City Clerk's Office contacted the three commissioners whose terms are impacted to
provide an explanation. Additionally, I attended the December 1, 2022, Resilient
Community Advisory Commission meeting to provide an explanation about these
amendments to the entire commission and answer any questions.
Our office recognizes the time and dedication that volunteers contribute to board and
commission service, so we do not take these errors lightly. We have thoroughly reviewed
commission terms to ensure that these errors did not occur for any other board or
commission. Additionally, we have reevaluated and made modifications to our tracking
system to ensure that this type of error does not occur again. Of final note, the pilot
program our office is participating in with the Iowa Department of Human Rights will
provide us access to a robust electronic management system, which will help us develop
more efficient practices for board and commission membership management.
I respectfully request City Council concurrence to amend the Resilient Community
Advisory Commission terms of Dean Boles, Robin Kennicker, and Joshua Chamberland
to comply with City Code §2-6-7.
