Five Flags Civic Center Advisory Commission Meeting

CALL TO ORDER: Chair Daugherty called the meeting to order.
MINUTES APPROVED: Commissioner Christner motioned to approve the minutes of August 2022
meeting. Seconded by Bakke. Motion passed unanimously.
UPDATE FROM
Interim General Manager/Director of Operations and Events Aaron Rainey

November. One new event coming soon is a documentary trailer screening and
panel discussion being hosted by the Fountain of Youth Program on November
10, 2022. Additional community events will be happening in December,
including the Christmas events hosted by Toys for Tots and Resources Unite.
Rainey explained that the remaining Shuttered Venue Grant funding is expected
to be used by the end of the calendar year. Recent events include the
DockDogs World Championships, which exceeded pre-COVID participation and
even featured a World Record set during the event. Locally -produced beer
festival The Tappening also went well and has a strong foundation for future
installments.
UPDATE FROM Director of Building Finance Julie Husemann explained that a city audit of Five
DIRECTOR OF Flags Center is in its final stages. She anticipates having a more complete

UPDATE BY LEISURE Leisure Services Manager Marie Ware noted that Aaron Rainey has been

MARIE WARE ON search is now underway for a new General Manager, being overseen by ASM
PROCESS OF Global. She explained that ASM Global will consult with the city when a
SELECTING NEW candidate emerges. They are hopeful that the process will be complete in three
GENERAL MANAGER: months or less. Rainey will continue booking events. Ware said the overall

process is very similar to when Joyce White retired as General Manager in late
2015. Daugherty expressed his confidence in the venue's current staff to be
able to navigate the process. Ware echoed that confidence.
THANKS TO Commissioner Daugherty expressed his pleasure in being able to serve on the
COMMISSIONER Five Flags Civic Center Commission. After a brief discussion of the best
DAUGHERTY FOR procedure for filling his elected position as Commission Chair, Daugherty moved
SERVICE: that Commissioner Bakke be elevated to Chair from Vice Chair effective at the
conclusion of the current meeting. Seconded by Blau. Motion passed 4-0. Blau
then moved to appoint Commissioner Parks as Vice Chair, effective at the
conclusion of the current meeting. Seconded by Bakke. Motion passes 4-0.
Daugherty shared that he is taking a new professional opportunity outside of
Dubuque. Ware noted that there has already been one applicant for the vacancy
on the Commission, and will request that an appointment not come before the
City Council until at least the November 21 meeting to allow time for additional
applicants. Commissioner Bakke then read a statement commending former
Five Flags Center General Manager H.R. Cook on his time with the facility.
PUBLIC INPUT: H.R. Cook thanked the commissioners for their dedication and hard work during
his time with Five Flags Center. He believes the Commission can serve as an
excellent intermediary between the city and the public. He expressed his utmost
confidence in the current facility staff and asked that commissioners continue to
advocate for Five Flags Center to be expanded or renovated.
ADJOURNMENT: Motion to adjourn was made by Commissioner Christner, seconded by
Commissioner Blau. The motion passed unanimously.
NEXT MEETING: Tentatively scheduled for Monday, January 30, 2023.
