PRESENT: COMMISSIONERS None. ABSENT: STAFF PRESENT: Jesse Gavin and Julie Husemann. OTHERS PRESENT: Leisure Services Manager Marie Ware, City Manager Mike Van Milligen, a reporter from the Telegraph -Herald, H.R. Cook. CALL TO ORDER: Chair Bakke called the meeting to order. DISCUSSION Commissioners received the information that was a part of the November 21, RELATED TO CITY 2022 City Council agenda item. Commissioner Bakke noted he has already COUNCIL REQUEST heard positive reaction from community members. He expressed appreciation to TO SCHEDULE FIVE the City Manager for thinking of Five Flags Center when the funding became FLAGS WORK available. While Bakke believes that a facility with additional seats would be SESSION ON preferred, the Commission needs to be realistic and forward -looking. He DECEMBER 5, 2022: believes the identified potential funding could help relieve some customer experience issues. Commission Parks stated that it became clear in the spring that the costs of a larger expansion became too much for the city to bear. He would be hesitant to put a "Band-Aid" on some of the larger issues within the facility, but believes this funding can help alleviate some problems while leaving the door open for potential further expansion in the future. He would like the architects or consultants brought in by the city to be aware of the indoor/outdoor combination facility idea previously brought forward by H.R. Cook, and have that possibility in mind as they formulate plans. Bakke also expressed interest in seeking additional private funding to go above the identified funding. Commissioner Blau sees this option as an opportunity because it does not require a referendum, which would have been difficult to win. She believes this funding can address immediate needs while still allowing for possible future expansion, and is excited to see some progress and consideration from the city. Commissioner Parks asked if additional options will be considered by the City Council. City Manager Mike Van Milligen told the commissioners that the city will take whatever funding is available and find the best possible use for it within the building. They would not necessarily go by the previously identified scenario (2), but would take a fresh look at prioritizing the funding. Van Milligen believes that the economic development and increase in tourism in Dubuque in the next three years will bring in additional people and money to Dubuque, making the city even more attractive for future development. Van Milligen explained citizens could ask through citizen petition forcing a referendum. He noted that if that does happen, the possibility of passage would be much higher for a project that doesn't impact property tax bills. Van Milligen explained that the City Council plans to hold a work session about the potential Five Flags Center project on December 5, and advised the commission to meet again prior to that work session to put together a recommendation for the City Council. Chair Bakke Page 1 of 2 requested a comment from former Five Flags Center General Manager H.R. Cook, who agreed that this is a good option to move forward with. He expressed continued support for a possible indoor/outdoor combination facility, noting that many cities are exploring such a venue, but haven't been able to get everything to fall into place yet. He believes that type of venue would make Dubuque a "must play" market. Leisure Services Manager Ware also shared that while the new funding would be used to cover some needed improvements, additional funding would still be necessary in coming years to cover the facility's continued "replacement schedule" of physical needs. She notes that replacement schedules for buildings are continually updated to reflect the building's most pressing issues.
