SUBJECT: Proposed Additional Language for Agenda
Attached is some proposed additional language for the City Council Agenda. The purpose
would be to provide additional information to the citizen who does not regularly attend
the Council meeting and who may not know the procedure for speaking to the City Council
or what the consent vote is all about.
Please look it over and see if it is something we ought to do or what changes you can
suggest.
Also, do you think this might be the time to introduce the idea that only the Mayor and
City Clerk sign resolutions and ordinances and eliminate all the signing at the table???

POSSIBLE ADDITION TO THE CITY COUNCIL AGENDA
Welcome to the meeting of the Dubuque City Council. The City Council meets
on the first and third Monday of each month (or on Tuesday when Monday is a holiday).
This is the formal meeting of the City Council, during which the Council takes
official action on various items of business. These items are listed on the agenda be-
low. Each of these items has been studied by City staff and reviewed by the City
Council prior to this meeting.
Listed below are six citizen participation guidelines adopted by the City Council
for you to observe when you would like to speak about an item:
1. Anyone may address the Council on any agenda item. If you would like to
address the Council on an item not on the agenda, the appropriate time is at the
end of the meeting when the Mayor asks "Is there anyone in the Council Chambers
who would like to address the Council."
2. Persons who would like to speak on a Particular item should approach the
microphone when the item comes up for discussion and be recognized by the Mayor.
3. Speakers should first state their name and address, and if representing
another party also give the name and address of such party, and then give their
statement.
4. Speakers should face and speak to the City Council members.
5. In order to allow an opportunity for everyone who wishes to address the
Council, speakers should limit their remarks to three minutes on any one item.
6. At the beginning of the discussion on any item the Mayor may request that
statements in favor of an action be heard first, followed by statements in opposi-
tion to the action.
Please do not hesitate to state your opinion or position. The City Council appre-
ciates your attendance and participation in this meeting. Only with the participation
and support of citizens like yourself can the City Council have the input necessary to
make the best possible decisions.
CONSENT ITEM ,f
The consent items are considered to be routine and noncontroversial and will begs a
voted upon as a single motion. There will be no separate discussion of these items. IF
you would like to discuss one of the consent items, please go to the microphone and be
recognized by the Mayor and state which item you would like removed from the consent
items for separate discussion and consideration.
