BACKGROUND In 2017 Dubuque Trees Forever requested the city consider applying to become a Tree City USA after several years had lapsed since the last application. Leisure Services staff researched the information to complete that application and with City Council approval, applied and received the 2017 Tree City USA award. The City has continued to apply each year since then and has received the Tree City USA award each year. In 2021, the City was recognized for 20 years of recognition as a Tree City USA. DISCUSSION Staff completed the attached application for Dubuque to recertify as a Tree City USA. The Park and Recreation Commission unanimously recommended approval at their December 13th, 2022 meeting. ACTION REQUESTED I respectfully request City Council approval for the Mayor to sign the attached Tree City USA designation application. Also, with the many visitors that come to Dubuque, they also see this importance of the environment from receiving the Tree City USA recognition and non-profit organizations have reached out to the Leisure Services Department for collaborations on how to support us as a Tree City USA organization. The recognition means a lot to our community. Trees are an important solution to urban issues. Increasing tree canopy can lead to improved human health and climate resilience. How is your city or town identifying neighborhoods that need trees most? What resources would assist you in planting and caring for trees in these areas? Many neighborhoods have been severely impacted by Emerald Ash Borer. The city has focused on planting trees in these devastated areas to restore the urban canopy. The City has also determined heat islands throughout the community that would benefit from an increased tree canopy. The Dubuque Trees Forever organization works to educate homeowners about the benefits of trees and also encourages the residents to take care of the trees that might be planted in front of their home.
