The purpose of this memo is to provide information regarding the City of Dubuque's 2022
Carbon Disclosure Project score.
BACKGROUND
The International Council for Local Environmental Initiatives (ICLEI) in partnership with
the Carbon Disclosure Project (CDP) hosts a program which originated in Europe that is
considered the gold standard for reporting greenhouse gas (GHG) emissions and climate
change related risk. The Carbon Disclosure Project currently has over 700 international
cities as well as the world's largest publicly traded companies who have committed to
measuring GHG emissions and adaptive measures through this program.
When ICLEI first launched this program in the U.S., the city of Dubuque was selected as
one of the 30 communities to serve in the pilot program. The scorecard helps us to share
the work we've done as well as compare ourselves to others in our region and worldwide.
DISCUSSION
CDP recently announced the 2022 scores, and the City of Dubuque scored an A- (A
minus) — Leadership level (details in the attached scorecard). While reporting is
encouraged, free, and important, significant staff time (including two summer interns) was
devoted to gathering data and filling out the report. Reporting aligns with our 50% by
2030 Plan, demonstrating our actionable efforts towards creating a more equitable, green,
and economically strong community.
The 2022 score represents the maintenance of our score from 2021. Prior to our next
GHG inventory, we will meet with CDP to review our score to further advance the
assessment criteria. This will ensure that our next GHG inventory will integrate more
specific actions to increase our score for 2023. The chart below shows our past and
current scorecards.
