INTRODUCTION
This memorandum presents information on Dubuque's Cultural & Entertainment District,
its history, benefits, and future.
BACKGROUND
Iowa Cultural & Entertainment District designation recognizes well -identified, walkable,
mixed -use, compact areas of a city or county in which a high concentration of cultural
facilities serves as the anchor. To be designated, a Cultural & Entertainment District must
already be an area where arts and cultural activities thrive. Designation by the state is an
achievement, intended to formally recognize that a particular locale is an acknowledged
cultural destination.
The program is administered by the Iowa Arts Council, a division of the Iowa
Department of Cultural Affairs. The program goals are to distinguish those districts
which have created unique cultural centers and prioritized visitor experiences; promote
the districts and their supported activities; and provide technical assistance and
professional development opportunities.
Establishment of Downtown Dubuque Cultural Corridor (DDCC)
In August 2004, the City of Dubuque and Dubuque Main Street jointly submitted an
application for a Cultural & Entertainment District in downtown Dubuque. In November
2004, the Iowa Department of Cultural Affairs named Downtown Dubuque Cultural
Corridor among the first eight certified Cultural & Entertainment Districts in the state.
Expansion and Re -designation of the Downtown Dubuque Cultural Corridor
In 2018, Dubuque Main Street applied for re -designation of the Downtown Dubuque
Cultural Corridor as a State -recognized Cultural & Entertainment District with expansion
to include the Historic Millwork District on the east and the Flat Iron Park area on the
south. There are currently sixteen (16) Cultural & Entertainment Districts in the State of
Iowa, with Dubuque's Cultural Corridor being one of the longest -standing of these.
The DDCC includes the central business district, transitional mixed -use neighborhoods,
Port of Dubuque, Historic Millwork District, and Flat Iron Park area. DDCC contains many
architecturally significant institutional, commercial, and industrial buildings that house a
mix of uses, with first floor retail/office uses and opportunities for uses on the upper floors.
DDCC's historic downtown neighborhoods include affordable two- and three-story
residential buildings in an urban street/alley grid pattern with a mix of commercial and
office uses along with churches, parks and schools. A bike/hike network provides
connections to parks, the River, downtown and its historic neighborhoods.
The DDCC uses vehicular and pedestrian wayfinding sign systems that feature historic
sites, public parks and open spaces, public parking lots and ramps, sports complexes,
trails, transit bus stops, and other community attractions, to guide visitors — whether they
are driving, biking, walking, or riding the bus — to community amenities and attractions.
The attached 2018 map and location listing legend of over 220 assets/venues is likely the
best description tool of the DDCC. Official borders of the DDCC are as follows — Starting
in the northwest corner of 22nd Street, the district is bordered by a large bluff (Bluff Street)
to the eastern train tracks (just on the other side of Elm Street); then the perimeter runs
along the Port of Dubuque, with the Mississippi River as the remainder of the eastern
border. On the south, the border begins with the South Port and follows the bluffs and
Mississippi as a guide.
The DDCC designation is regularly leveraged by non-profit arts and cultural assets within
the district in applications to private, state, and federal funding opportunities. The City
itself acknowledged the designation in recently securing $500,000 in American Rescue
Plan Act funding through the National Endowment for the Arts Local Arts Agency
Subgranting program. As one of the longest standing Cultural & Entertainment Districts
in the State, Dubuque is often recognized in Iowa Department of Cultural Affairs outreach
as an example to other communities; most recently, Arts & Cultural Affairs Manager, Jenni
Petersen -Brant was invited to present at the 2022 Iowa Arts Summit and during the 2021
virtual Iowa Creative Places Exchange

Americans for the Arts recognizes that "Cultural Districts:
• are unique to the character, community, and resources available locally.
• have a significant economic impact on cities, attracting businesses, tourists, and
local residents to a central part of the city.
• can help revitalize neighborhoods and increase the quality of life for its residents.
• serve as a vehicle to assist in the support and marketing of local nonprofit cultural
organizations.
• serve as a focal point to brand a city's unique cultural identity and embrace its
historic significance.
• sometimes have formal boundaries lines with specific zoning ordinances and
economic tax incentives.
• might have more informal, unofficial boundaries that become a focal marketing
point to cluster arts organizations."
As the State of Iowa goes on to say: "The presence of arts and cultural opportunities
enhances property values, the profitability of surrounding businesses and the tax base of
the area. These districts attract a diverse and engaged workforce — a key incentive for
new and relocating businesses. Furthermore, these districts are attracting residents and
tourists who support adjacent businesses such as restaurants, lodging facilities, retail
stores and entertainment venues."
We have seen this play out in downtown Dubuque, both in and near the designated are
of our Cultural & Entertainment District.
In addition to the economic impact, the Iowa Department of Cultural Affairs staff endeavor
to promote projects and initiatives implemented by the Cultural & Entertainment Districts
through established networks.
Designated Cultural & Entertainment Districts are included in the Iowa Creative Place
Network which provides regular opportunities for connection through networking and
learning opportunities with Creative Places across Iowa. Arts & Cultural Affairs Manager,
Jenni Petersen -Brant currently serves on the IDCA Cultural & Entertainment District
Advisory Committee.
Designated Districts are provided an "Iowa Cultural & Entertainment District" sign. These
signs serve to market and promote the district. Designated Districts are encouraged to
use the "Iowa Cultural & Entertainment District" logo in marketing efforts. The City of
Dubuque currently has three of these signs. They are located on 11th Street in front of

Prescott School, on the southeast corner of Locust and 1st Streets, and on 9t" Street
between Bluff and Locust Streets. Additionally, Iowa Department of Cultural Affairs staff
will provide technical assistance to Cultural & Entertainment Districts, including
communication on grant opportunities and professional development workshops.
The Downtown Dubuque Cultural Corridor has a presence on the Iowa Department of
Cultural Affairs Website, which helps promote tourism and market Dubuque. Jon Berg,
Arts in Community Development Program Manager with IDCA will join the December 19
Council virtually to speak to how the Cultural & Entertainment District program aligns with
state goals and priorities.
The Cultural & Entertainment District Designation aligns with City of Dubuque Arts and
Cultural Master Plan's Vision Statement:
Dubuque is a dynamic, creative community in the heart of the Midwest.
Dubuquers and visitors find art everywhere they turn. They are enriched and
connected through creative experiences. Arts and culture flourishes here, integral
to the life and prosperity of the city and its people.
The Cultural & Entertainment District Designation addresses the following City of
Dubuque Arts and Cultural Master Plan's Goals:
• Economic Development: Encouragement and support of arts and culture are not
only a quality -of -life issue, but also a serious economic development strategy. The
contributions of the arts and artists are supported and leveraged for economic
development, boosting the city's brand and aiding talent attraction and retention.
• Involvement and Participation: Residents of Dubuque actively participate in arts
and culture. Arts and cultural entities and other sectors enable greater involvement
and participation among Dubuque's citizens and visitors.
The Cultural & Entertainment District Designation addresses the following City of
Dubuque Arts and Cultural Master Plan's Priorities:
• Promote and Support Arts and Culture as Dubuque's Competitive Edge
o Establish multiple funding streams to support arts and cultural activity.
o Develop, attract and retain creative talent.
o Develop a regulatory or business incentive framework that promotes and
protects Dubuque's arts and cultural assets.
o Undertake a strategic branding, marketing and communications campaign
promoting awareness of Dubuque's arts and cultural community at home
and in other markets and attracting participants from outside Dubuque.

• Foster Engagement at All Levels
o Deepen appreciation for arts and culture among the general public
• Cultivate Connections
o Develop ties among the arts and the broader community, increasing
visibility and relevance of arts and culture.
Future of the Downtown Dubuque Cultural Corridor
Per Iowa Code, all designated Cultural & Entertainment Districts are required to apply
for re -designation every ten years. The re -designation process will include information
updating the cultural district identity, operations and programming information, Cultural
& Entertainment District assets, goals for the next ten years, accomplishments from the
previous ten years and economic impact.
Between redesignations, Cultural & Entertainment Districts can work with the Iowa
Department of Cultural Affairs to adjust district borders which may be a consideration for
Dubuque as new arts and cultural assets such as Key City Creative Center, Centrally
Rooted, and others have been established in Central Avenue Corridor, north of DDCC
boundaries.
To maintain designation, a report must be submitted to the Iowa Department of Cultural
Affairs annually by August 1. As the managers of the DDCC designation, this report is
drafted and filed by DMS.
Conversations are underway between the City and DMS to update local Cultural &
Entertainment District signage to align with the state's current brand for the program and
elevate awareness of the designation to residents, visitors, business owners, and the like.
