Introduction
City Council approved the request from Engineering and Transportation Services to
conduct the Smart Parking & Mobility Management Plan and Implementation Project.
The City of Dubuque, Iowa has solicited competitive sealed proposals from professional
consulting firms to manage a Smart Parking & Mobility Management Plan and
Implementation Project. Walker Consultants was awarded the project. The project has
begun and is in the data collection phase.
The Jule has built an additional route for early morning riders. The route is intended to
support early morning riders needing to get to employment. Collaboration has taken
place with the GDDC with incorporating shift times and company needs.
Discussion
The Smart Parking & Mobility Management Plan and Implementation Project is looking
to incorporate as much public input as possible, and the team wants to keep the city
council and city engaged. I am requesting the approval to present updates to the City
Council as needed during this project. These updates will include the status of the
study along with future public participation events coming up. The city council will be
able to inform and advise any feedback they are receiving.
The Commuter Shuttle update is to inform the city council of the addition of the route
and potential opportunity for ridership.
Budget Impact
There is no budget impact for this update.
RECOMMENDATION
It is recommended that an update from the Smart Parking & Mobility Management Plan
and Implementation Project and the Commuter Shuttle be approved for the next City
Council meeting.

Accessible, reliable transportation ensures
employees can get to and from work every day. To
support employers and their employees, the City of
Dubuque is piloting the Dubuque Commuter Shuttle, a
new public transit route designed to meet current needs.
Morning routes will start in residential neighborhoods and travel to business districts,
making frequent stops to pick up riders along the way and drop them off at stops near their
place of employment. Riders can use one route or a combination based on their needs.

The City of Dubuque Transportation Services Department is working to determine exact
stops, timing, and other logistics to meet the needs of Dubuque employers and their
workforce. Feedback from employers and employees about this pilot service is important.
Please watch for additional information and input opportunities.
Logistics will be finalized in early 2023 for a pilot program to begin. Fares will be free for the
first six months of the pilot service. The City of Dubuque Transportation Services Department
will then provide employers with finalized details and communication materials to share with
their employees regarding the Dubuque Commuter Shuttle. These Dubuque Commuter
Shuttle routes will also be available on the jule's MyRide app in early 2023, allowing
commuters to view plan trips, find the nearest bus stop, and track the bus.
