ITEM TITLE: Local Housing Trust Fund Grant Award Acceptance
SUMMARY: City Manager recommending City Council approve the resolution and
accept the Local Housing Trust Fund Grant Award of $229,974 for Fiscal
Year 2023 and authorize the City Manager or the City Manager's

Housing and Community Development Director Alexis Steger is recommending City Council
approve the resolution and accept the Local Housing Trust Fund Grant Award of $229,974
for FY23 and authorize the City Manager or the City Manager's Designee to execute
documents and ensure proper spending and regulations are met for support of
homeownership and rehabilitation activities in the Washington Neighborhood.

Introduction
Dubuque is a certified Local Housing Trust Fund (LHTF) according to eligibility
requirements of the Iowa Finance Authority (IFA). The Housing Trust Fund Advisory
Committee has made application in annual competition to IFA, for State Housing Trust
Fund grants, in the amount of $229,974 for IFA's Fiscal Year 2023 (January —
December) for support of homeownership and rehabilitation activities in the Washington
Neighborhood.
Discussion
We were notified on December 7, 2022, that our application was awarded for the full
request of $229,974. The City of Dubuque also approved the required match funds
(21 % of request, or $48,295) to receive the LHTF funds. Match funds were budgeted
and approved in Greater Downtown TIF up through FY2024.
A formal grant agreement with IFA is forthcoming, but the City of Dubuque may begin
incurring expenses for this grant after acceptance is acknowledged through City
Council.
Recommendation
I respectfully request that the City Council approve the resolution and accept the Local
Housing Trust Fund Grant Award of $229,974 for FY23 and authorize the City Manager
or the City Manager's Designee to execute documents and ensure proper spending and
regulations are met.

RESOLUTION NO. 395-22
A RESOLUTION ACCEPTING LOCAL HOUSING TRUST FUND ALLOCATION
FROM IOWA FINANCE AUTHORITY FOR FISCAL YEAR 2023
WHEREAS, the Iowa Finance Authority has recognized Dubuque's Housing
Trust Fund Advisory Committee as a certified Local Housing Trust Fund; and
WHEREAS, IFA has made funding available in statewide competition to local
trust funds for State Housing Trust Fund grants, in amounts based on population size;
and
WHEREAS, a 21 % local match is required for receipt of a funding award; and
WHEREAS, the Housing Trust Fund Committee has applied to IFA for a Housing
Trust Fund award, in the amount of $229,974 with match funds from GDTIF in the
amount of $48,295 for a total commitment of $278,269; and
WHEREAS, the application has been approved and funded through IFA and
while a formal grant agreement is forthcoming, the City of Dubuque may expend funds
after acceptance of the award.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City of Dubuque hereby accepts the award of FY2023 IFA
Local Housing Trust Fund resources in the amount of $229,2974.
Section 2. That the City Manager or City Manager's Designee is hereby
authorized to execute documents related to this award and ensure compliance with
applicable laws and regulations.
Section 3. That the Housing Trust Fund Advisory Committee, in accordance with
Sec. 2-5D-7 of the Code of Ordinances, shall have final authority to direct how such
funds shall be used in support of revitalization activities in the Washington
Neighborhood.

RESOLUTION
HI 22-22
WHEREAS, the Iowa Finance Authority (the "Authority"), in accordance with the statutory
directives set forth in Chapter 16 of the Code of Iowa, as amended, works to expand, protect and
preserve affordable housing for low- and moderate -income families in the State of Iowa; and
WHEREAS, pursuant to Iowa Code section 16.181, a housing trust fund has been created
within the Authority (the "Trust Fund"); and
WHEREAS, the Authority has adopted an allocation plan for the Local Housing Trust Fund
(LHTF) Program Dated September 2021 under the Trust Fund (the "Allocation Plan"); and
WHEREAS, the Allocation Plan establishes a LHTF program and provides for criteria for grants
for the program; and
WHEREAS, pursuant to Iowa Code section 16.181 and the terms of the Allocation Plan,
applications were received for the fiscal year 2023 round of the LHTF program; and
WHEREAS, Authority staff has reviewed the applications referenced in Exhibit A pursuant to
the criteria set forth in the Allocation Plan and recommends the Board award funds under the
Allocation Plan as set forth on the attached Exhibit A.
NOW, THEREFORE, BE IT RESOLVED by the Board of the Iowa Finance Authority as follows:
SECTION 1. Pursuant to the Allocation Plan, the Board hereby awards grants under the LHTF
program for the fiscal year 2023 round to the recipients and in the amounts listed on Exhibit A,
subject to the contingencies specified, as applicable.
SECTION 2. The Board hereby authorizes Authority staff to prepare grant award agreements for
the recipients consistent with this resolution and with the Allocation Plan.

*Pursuant to Section 1.8.2 of the Allocation Plan for the LHTF Program (the Administrative Rules), LHTFs with multiple open grant agreements
may be subject to the following remedies:
(1) LHTF Program funds awarded in a subsequent fiscal year shall not be disbursed until the earliest fiscal year grant agreement has been
closed out. If applicable, this remedy shall be implemented, subject to Board approval, as a contingency to the new LHTF Program award.
(2) If the earliest fiscal year grant agreement has not been closed out during a subsequent fiscal year following IFA's determination to apply
remedy (1) above, the Grantee may be declared ineligible for funding, subject to Board approval, in the LHTF Program allocation round. IFA
shall notify the LHTF of a declaration of ineligibility for future LHTF Program awards prior to the established application submission deadline
