PRESENT: COMMISSIONERS None. ABSENT: STAFF PRESENT: Aaron Rainey, Jesse Gavin, Nick Farfan, and Julie Husemann. OTHERS PRESENT: Leisure Services Manager Marie Ware, City Manager Mike Van Milligen, a reporter from the Telegraph -Herald. CALL TO ORDER: Chair Bakke called the meeting to order. APPROVAL OF Commissioner Christner moved to approve the minutes of the October 31, 2022 MINUTES OF meeting. Seconded by Commissioner Blau. Motion passed 4-0. Blau then OCTOBER 31, 2022 moved to approve the minutes of the November 21, 2022 meeting. Seconded by AND NOVEMBER 21, Christner. Motion passed 4-0. 2022 MEETINGS DISCUSSION OF Commissioner Baake expressed the importance of the meeting, saying he has POTENTIAL FIVE received some feedback on the City Manager's proposal. Most of the response FLAGS CENTER has been positive, though there has been some concern about a full closure of CAPITAL PROJECT Fifth Street. Baake drafted a potential letter to the City Council that he shared AND DECEMBER 5, with the Commission stating the Commission's position. Commissioner Blau 2022 CITY COUNCIL asked that the letter include mention of the indoor/outdoor venue proposal, and WORK SESSION that the idea be presented to keep in mind as the project takes shape. Leisure REGARDING FIVE Services Manager Ware explained that the letter would need to be mostly FLAGS CENTER: completed during the meeting and any recommendation to the City Council should be clear. She also mentioned that Commission members are welcome to attend the City Council work session on December 5, 2022. Blau commended Baake on his letter as a great starting point. Blau expressed a desire for the letter to be short, sweet, and to the point. Commissioner Parks agreed, stating it should not focus on any particular scenario or option that had previously been presented. Parks had brought research about the indoor/outdoor venue to the meeting and shared it with other commissioners. He expressed a desire that the option be kept as a possibility later in the process. Commissioners agreed that the letter should express support for the funding first and foremost, but mention the indoor/outdoor venue option, with a desire that no work be completed that would have to later be "un-done." Commissioner Parks asked the City Manager about possible additional funding to just go ahead with the indoor/outdoor option. City Manager Mike Van Milligen said that any additional funding would have to be a total project to come from the sale of bonds, which requires a referendum requiring 60% support for passage. He also explained that if a referendum would fail, the approximately $24 million current proposed to be move to Five Flags Center would no longer be able to be allocated to the facility. Page 1 of 2 If the funding is approved, he envisions a 12-18 month process to solicit proposals, interview firms, etc. Then would come the bidding process, which would likely take another year or two. He pointed out that $24 million is still a lot of money, and could provide funding for many improvements to greatly improve Five Flags Center. Commissioner Blau re -iterated her intention for the letter to the City Council to be brief and supportive of the funding proposal, saying now is not the time to focus on specifics. The commissioners then fine-tuned the letter, with Commissioner Blau serving as an editor. After a reading of the changes, Commissioner Parks moved that the Commission direct Blau to revise the letter and send to the City Council on the Commission's behalf. Motion seconded by Christner. Motion approved 4-0. PUBLIC INPUT None received. ADJOURNMENT: Motion to adjourn was made by Commissioner Christner, seconded by Commissioner Blau. The motion passed unanimously. Page 2 of 2
