INTRODUCTION
This memo transmits a packet of information for the upcoming January 3, 2023 City Council
Work Session on the Black Heritage Survey. The work session is to update the City
Council on the progress of the Black Heritage Survey being undertaken by the project team
consisting of City of Dubuque staff, the consultant team led by Wapsi Valley Archaeology,
and various community partners and volunteers. Assistant Planner Chris Happ Olson,
project coordinator for Black Heritage Survey, will be presenting before the City Council.
BACKGROUND
The City of Dubuque was awarded a $30,000 Historic Resource Development Program
Grant to conduct the Black Heritage Survey. This work is identified in the City Council
approved Historic Preservation Commission 2022 Workplan. Surveys and protection of
historic properties are required as part of our CLG participation and certification, and the
State Historic Preservation Office was supportive of our intentions during the application
process.
This survey is a deep dive into Dubuque's Black heritage. It is the discovery of places,
people and stories that both exist and have been lost over time. It allows us to braid the
history of Black Dubuquers into the history of all Dubuquers.
Chris will be going over the enclosed PowerPoint as well as "Finding Dubuque —
Uncovering Dubuque's Black Heritage" (an interactive GIS Story Map). The following link
