Housing & Community Development Director Alexis Steger is recommending City
Council approve the first amendment to the Subrecipient Agreement with Dubuque Area
Labor Harvest and authorize the City Manager or his designee to execute the
amendment on behalf of the City.

Subject: First Amendment to CDBG Subrecipient Agreement between the City of
Dubuque and Dubuque Area Labor Harvest

BACKGROUND
The City of Dubuque entered into a Community Development Block Grant (CDBG)
Subrecipient Agreement with Dubuque Area Labor Harvest on October 3, 2022, to
assist with the food deliveries to low- and moderate -income families and individuals in
need and otherwise unable to access food independently. However, after continued
collaboration with community food network partners, this memorandum transmits a
resolution to amend the Subrecipient Agreement to reflect the Scope of Service and
Dates of Commencement and Completion.
DISCUSSION
After signing the Agreement with the City of Dubuque, community food network partners
decided a community partner organization would begin to screen calls from community
members requesting food deliveries. Since screening calls, Dubuque Area Labor
Harvest has seen a decrease in food deliveries but an increase in food giveaways once
a month and hot breakfast served weekly on Saturday mornings. Therefore, amending
this Agreement allows for Area Labor Harvest to use CDBG dollars to purchase food,
not only for food deliveries, but also for food giveaways and hot breakfast.
The Dates of Commencement and Completion have been amended to extend the
completion date. The request comes from the Area Labor Harvest because of the
continued demand Area Labor Harvest sees in their Saturday morning food giveaways
and hot breakfast. Therefore, amending this Agreement allows for Area Labor Harvest
to use funds until June 2023.
RECOMMENDED ACTION
I recommend the City Council approve the first amendment to the Subrecipient
Agreement with Dubuque Area Labor Harvest and authorize the City Manager or his
designee to execute the amendment on behalf of the City.

RESOLUTION NO. 7-23
RESOLUTION AUTHORIZING THE FIRST AMENDMENT TO THE CDBG
SUBRECIPIENT AGREEMENT BETWEEN THE CITY OF DUBUQUE AND DUBUQUE
AREA LABOR HARVEST
Whereas, the City of Dubuque and Area Labor Harvest entered into a CDBG
Subrecipient Agreement dated October 3, 2022 with respect to food deliveries to Low
and moderate income families and individuals in need and otherwise unable to access
food independently; and
Whereas, the parties desire to modify the Subrecipient Agreement as set out in
the First Amendment to the Subrecipient Agreement attached hereto; and
Whereas, Area Labor Harvest provides services to a majority low to moderate -
income individuals.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the First Amendment to the CDBG Subrecipient Agreement be
approved.
Section 2. That the City Manager or his designee of the City of Dubuque is
hereby authorized and directed to execute said Amendment on behalf of the City of
Dubuque, Iowa.

FIRST AMENDMENT
TO
SUBRECIPEINT AGREEMENT BETWEEN
THE CITY OF DUBUQUE
AND
DUBUQUE AREA LABOR HARVEST
This First Amendment to Subrecipient Agreement, dated for reference purposes the 19th day
of December , 2022, is made and entered into by the City of Dubuque, Iowa, a Responsible Entity
administering Community Development Block Grant funds (City), and the Dubuque Area Labor Harvest
(Subrecipient).
WHEREAS, City and Subrecipient entered into a Subrecipient Agreement dated October 3, 2022
(the Subrecipient Agreement); and
herein.
WHEREAS, City and Subrecipient desire to amend the Subrecipient Agreement as set forth
NOW THEREFORE, IN CONSIDERATION OF THE MUTUAL TERMS AND COVENANTS CONTAINED
HEREIN, CITY AND SUBRECIPIENT AGREE AS FOLLOWS:
Section 1. Section a.1 of the Subrecipient Agreement is hereby amended to read as follows:
a.1 Scope of Services:
Provide the services to eligible residents of the City of Dubuque in a manner satisfactory to
Recipient and consistent with any standards required as a condition of providing these funds.
Such program shall include the following activities eligible under the Community Development
Block Grant Program: CARES ACT.
• Provide food, including food deliveries, food giveaways and hot breakfast, to low- and
moderate -income families and individuals in need and otherwise unable to access food
independently.
Section 5. of the Subrecipient Agreement is hereby amended to read as follows:
Dates of Commencement and Completion
The services to be provided under this Agreement shall be commenced on October 3, 2022 and
shall be completed not later than June 30, 2023. Recipient's right to enforce the terms of this
Agreement shall be extended to cover any additional time during which Subrecipient remains in
control of CDBG funds or other assets including program income.
