awarding the public improvement contract for the Flora Pool Filter Tank and
Recirculation Pump Replacement Project to Carrico Aquatic Resources in the amount of
$227,400.

The purpose of this memo it to award the public improvement construction contract for
the replacement of the main pool filter tanks and circulation pump at Flora Pool.
BACKGROUND
Both Flora and Sutton pools have a series of cast iron filter tanks that are original to
their renovations back in 1990 (Flora) and 1991 (Sutton). For over 5 years, these tanks
at both locations have begun to fail in ways that are becoming more difficult and costly
to repair. Just this past season, after spending over $10,000 in repairs in the hope of
getting a couple more years out of the tanks, one of the tanks at Flora failed during the
last week of the season. In that same week, the main circulation pump also failed at
Flora pool. Staff had to scramble in order to just do enough to keep the systems
working through the last week.
DISCUSSION
Due to the condition of the filter tanks at both pools and the circulation pump at Flora,
we can no longer rely on their ability to function efficiently or at all through an entire
season. For years we have made preseason repairs to try and extend their life as well
as dealt with continues issues during the seasons. Based on the current condition of
the filters and pump at Flora, it is estimated to cost around $20,000 to $30,000 to
attempt repairs that could extend their life another year. Having the pool operational for
the season is critical.
Each pool is unique in their construction design and requirements based on water
volume and location on the site. Plans and bid specs were developed separately for
both Sutton and Flora Pools. The project to replace the filter tanks at Sutton pool was
previously bid and awarded to Carrico Aquatics Resources. Due to the addition of the
recirculation pump and the amount of tanks needed for Flora Pool, the estimated cost
for this project at Flora Pool was much higher than Sutton Pool.
BID RESULTS
The City of Dubuque received the following sealed bids for the for the Flora Pool Filter
Tank and Recirculation Pump Replacement project on December 9, 2022:

Carrico Aquatic Resources $227,400
Portzen Construction $255,000
The low bid from Carrico Aquatic Resources is $12,000 higher then projected.
However, there is sufficient CIP funding within the current FY23 Pool CIP's for cover the
project.

I recommend that the contract for the Flora Pool Filter Tank and Recirculation Pump
Replacement be awarded to Carrico Aquatic Resources.
BUDGETIMPACT
There is currently $258,076 available in FY23 capital improvement funding (102-34-
0000-76-750-3470-00-02-67500, 102-30-0000-76-750-3070-00-02-67990, 102-34-
0000-76-750-3470-00-02-67990) dedicated to pool projects.
ACTION REQUESTED
I respectfully request that the City Council award the public improvement contract for
the Flora Pool Filter Tank and Recirculation Pump Replacement Project to Carrico
Aquatic Resources in the amount of $227,400 through adoption of the attached
resolution.

RESOLUTION NO. 8-23
AWARDING PUBLIC IMPROVEMENT CONSTRUCTION CONTRACT FORTHE FLORA
POOL FILTER TANKS AND RECIRCULATION PUMP REPLACEMENT PROJECT
WHEREAS, Flora Park pool is an aging popular community amenity in need of repair to
ensure availability to the community for years to come; and
WHEREAS, the residents of the City of Dubuque will benefit from this operational
improvement; and
WHEREAS, sealed proposals have been submitted by contractors for the Project pursuant
to Resolution No. 376-22 and Notice to Bidders published on the City of Dubuque, Iowa website
on the 5th day of December 2022; and
WHEREAS, said sealed proposals were opened on the 19th day of December 2022 and it
has been determined that Carrico Aquatics Resources, Oelwein, IA submitted the low bid in
the amount of $227,400 and is the lowest responsive, responsible bidder for the Project; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Public Improvement Construction Contract forthe Flora Pool Filter Tanks
and Recirculation Pump Replacement Project is hereby awarded to Carrico Aquatic Resources
and the City Manager is hereby directed to execute the Public Improvement Contract on behalf
of the City of Dubuque for the project.
