PURPOSE
To recommend the desired number of full and part-time Parking Enforcement Officers in Transportation
Services. There is a need for a blended model including both full and part-time positions to fill approved
vacations, sick leave, and open shift times. The criteria below are based on current operating needs on a post -
pandemic schedule.
BACKGROUND/OPERATION HOURS
The Parking Division consists only of part-time Parking Enforcement Officers. At the current time there are five
part-time Parking Enforcement Officers. Current hours of the officers range from 0 hours a week to 28.5 hours
a week. The operational hours for the Parking Enforcement is 6:00 AM to 6:00 PM Monday thru Friday.
Saturday's hours range from 8:00 AM to 5:00 PM. The overall coverage area for the parking division includes
the downtown meter district along with eight residential districts.
RECCOMENDATION
The recommendation is to add 2 full-time Parking Enforcement Officers and reduce the number of part-time
officers from six budgeted to three.
This addition would allow for the below improvements:
A more consistent coverage schedule for parking enforcement.
Reduced turnover due to Parking Enforcement Officers receiving full-time benefits along with full-time
hours
With reduced turnover, there would be a reduction in the amount of training and associated costs
Better morale —adding full-time positions, part-time Parking Enforcement Officers have more
opportunities of becoming full- time and less likely to look for other employment.
FY22 compared to FY23 numbers show a reduced number of tickets being written which is a
disservice to our business customers who need parking turnover to be successful and reduces ticket
revenue.
• Two part-time parking Enforcement Officers were hired in the last 6 months and ended employment
within the first month due to varied reasons. Additionally, over the past year two of our other reliable
officers took full-time employment elsewhere. The criteria below reflects current part-time Parking
Enforcement staffing hours compared to proposed staffing hours:

ADDITIONS AND REDUCTIONS
With the addition of the 2 full-time positions, there would be a reduction in our part-time parking enforcement
officer's employment numbers as officer's moved into full-time positions. To cover the remaining shifts, 3 part-
time officers' will be needed.
Budget Breakdown
Full-time Parking Enforcement Officers would receive full-time benefits including social security, IPERS, health
insurance, life insurance. A full-time officer averages 2,088 hours a year with a pay rate of $20.80 per hour.
A part-time officer receives part-time benefits including social security, IPERS. A part-time officer averages
1482 hours a year with a pay rate of $20.80 per hour.
The overall cost difference between having 2 full-time and 3 part-time Parking Enforcement Officers compared
to the budgeted 6 part-time officers would be a cost increase to the budget of $45,591 based on FY24 wages
and benefits. In reviewing FY18-22 revenue has decreased due to insufficient staffing and the covid
pandemic. With the addition of 2 full-time officers all metered and residential districts will get coverage during
all hours of operation, resulting in increased tickets and potential revenue.
The chart below shows the reduction in ticket revenue from FY18-22 due to fewer enforcement officers
and the covid pandemic.

FILLING THE 2 NEW FULL-TIME POSITIONS
These positions would be posted internally for all employees. If multiple part-time officers apply, the team will
interview and conduct a review of current officers' performance (accountability, accidents, customer service,
ETC.).
TIMELINE
It is recommended the positions be posted as soon as possible.
