INTRODUCTION
This memorandum presents for City Council review and approval a resolution approving
a Second Amendment to Grant Agreement between the City of Dubuque, lowa and Dub
Jones Real Estate, LLC for the redevelopment of 2900 Central Avenue.
BACKGROUND
On September 20, 2021, the City entered into a Grant Agreement with Dub Jones Real
Estate, LLC by Resolution No. 318-21 for the redevelopment of 2900 Central Avenue.
Dub Jones real Estate, LLC is owned by the same community leaders as Convivium
Urban Farmstead. Convivium is a community-oriented organization dedicated to growing
and preparing locally sourced produce with a successful history of addressing food
insecurity. The Grant Agreement awards $10,000 for facade improvements, and $10,000
for planning and design costs.
On April 4, 2022, the Dubuque City Council approved a First Amendment to Grant
Agreement by Resolution 105-22. The amendment modified the previously agreed upon
design plan and materials for the storefront windows.
DISCUSSION
Due to increased difficulty in obtaining fa�ade materials, and general labor shortages, the
project has not met the original completion date stated in the Grant Agreement. Dub
Jones Real Estate, LLC is requesting to modify the project completion date. Our office
has determined that a new project completion date of June 1, 2023 would provide
adequate time for completion.
This project will be an excellent addition to the Central Avenue Corridor. The Developer's
intent, in addition to returning the fa�ade to its original condition is to transform the first-
floor vacant restaurant space into a community kitchen. This kitchen will be rented to the
public, provide a free weekly meal to those in need, and offer a pop-up restaurant space
for emerging food industry entrepreneurs and chefs when needed.
This stretch of Central Avenue has very few food options for residents. This project could
serve as a pilot program for similar redevelopment efforts. The restoration and unique
use will hopefully spur additional investment in the area. The project may also provide a
successful model to address other food deserts within Dubuque.
RECOMMENDATION / ACTION STEP
I recommend that the City Council adopt the attached resolution approving the Second
Amendment to Grant Agreement between the City of Dubuque, lowa, and Dub Jones
Real Estate, LLC for the rehabilitation of 2900 Central Avenue.

RESOLUTION NO. 22-23
APPROVING THE SECOND AMENDMENT TO GRANT AGREEMENT BETWEEN THE
CITY OF DUBUQUE, IOWA AND DUB JONES REAL ESTATE, LLC
WHEREAS, the City of Dubuque (City) and Dub Jones Real Estate, LLC (Grant
Recipient) previously entered into a Grant Agreement dated September 21, 2021, as
amended, for the redevelopment of 2900 Central Avenue in the City of Dubuque, Iowa
(the Project); and
WHEREAS, City and Grant Recipient desire to further amend the Grant Agreement
as set forth in the attached Second Amendment to Grant Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Second Amendment to Grant Agreement between the City
of Dubuque, Iowa and Dub Jones Real Estate, LLC, a copy of which is attached hereto,
is hereby approved.
Section 2. That the Mayor is hereby authorized and directed to execute the
Second Amendment to Grant Agreement on behalf of the City of Dubuque and the City
Clerk is authorized and directed to attest to his signature.
Section 3. That the City Manager is authorized to take such actions as are
necessary to comply with the terms of the Second Amendment to Grant Agreement as
herein approved.

GRANT AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
DUB JONES REAL ESTATE, LLC
This Second Amendment to nA"Alopment Agreement, dated for reference
purposes the Tin day of Februoay 202_2 is made and entered into by the City
of Dubuque, Iowa, a municipality (City); established pursuant to the Iowa Code and acting
under authorization of Iowa Code Chapter 403, as amended (the Urban Renewal Act),
and Dub Jones Real Estate, LLC (Grant Recipient).
Whereas, City and Grant Recipient previously entered into a Grant Agreement
dated September 21, 2021 (the Grant Agreement), as amended; and
Whereas, City and Grant Recipient desire to further amend the Grant Agreement
as set forth herein.
NOW THEREFORE, in consideration of the mutual terms and covenants contained
herein, City and Grant Recipient agree as follows:
1. Section 1.2 of the Grant Agreement is hereby amended to read as follows:
1.2 Timing of Minimum Improvements. Grant Recipient shall begin
construction of the Minimum Improvements by October 1, 2021 and complete
construction of the Minimum Improvements by June 1, 2023. City shall
determine in its sole discretion, following an inspection by City's Building
Services Department and/or Planning Department, when the Minimum
Improvements have been completed. In order to be considered completed,
the Minimum Improvements must be constructed in accordance with the
terms for this Agreement, in compliance with the regulations of the Program,
and in substantial conformity with Grant Recipient's Amended Application
Design Letter and Grant Recipient's Application to the Program.
2. Except as modified herein, the Grant Agreement shall remain in full force
and effect.
