INTRODUCTION
The purpose of this memorandum is to request approval to apply for Bloomberg
Philanthropies' Public Art Challenge grant program.
DISCUSSION
Bloomberg Philanthropies' Arts Program works to showcase the potential of artists to
act as civic leaders, drawing attention to and encouraging dialogue around pressing
problems. The Public Art Challenge, founded to further this work, supports temporary
public art projects that engage communities and enrich the quality of life in cities. The
program, launched in 2014, engages mayors of U.S. cities with 30,000 residents or
more to collaborate with artists and arts organizations to develop temporary public art
projects that address civic issues. The program supports temporary public art projects
that celebrate creativity, enhance urban identity, encourage public-private
collaborations, and strengthen local economies. Selected cities can receive up to $1
million each over two years.
Anticipated Amount: $1,000,000.00
Total Project Budget: $1,250,000.00
Match Required: No, % or makeup of match not prescribed in program materials
Match Amount: $250,000
Match Funding Source: A match %, or the makeup of that match, is not prescribed in
the program guidelines. However, Bloomberg staff has stated that they will not fund
100% of a project. The $250K noted in the total program budget above will include an
estimated $90,000 of in-kind City personnel time of recurring staff and AmeriCorps
positions over 2 years. The remaining $160K will be come from in-kind and cash
resources as secured by primary partners, namely the Dubuque Museum of Art. The
City will not incur direct cash expenses unless other external grant resources become
available or are identified to support and enhance this project.

GRANT OBJECTIVE
While Dubuque is committed to sustainability and resiliency, the city faces serious
stagnation. A driving civic issue of today is understanding what we need to do to ensure
economic prosperity and social and cultural vibrancy long-term. Part of the solution lies
in uncovering the stories of populations who have long been part of our community, yet
have been marginalized or forgotten. Through temporary and interactive public art
installations, the stories and physical spaces that comprise our forgotten Black heritage
will be illuminated and our Marshallese immigrant community will be embraced and
celebrated. Public art will be used as a tool to mend generations of discriminatory
practices that have adversely affected our social infrastructure, locally and statewide.
The Bloomberg Philanthropies proposal will engage Jordan Weber, a national
recognized lowa-based BIPOC artist, and seeks to partner with other local creatives,
the Dubuque Museum of Art, the Fountain of Youth, the Black Heritage Survey,
Crescent Community Health, and others to create temporary public arts engagements
between early 2024 through late 2025. Funding will support artist fees, materials and
supplies, marketing and outreach, event-related costs, a limited-term City project
manager, and engagement staff roles at the Dubuque Museum of Art. A future
opportunity to reapply for these funds is currently unknown.
