Van Milligen, City Manager FROM: Jeremy Jensen, Chief of Police DATE: January 24, 2023 RE: Dubuque PD Awards and Recognition Program Introduction The purpose of this memo is to provide information on the Dubuque Police Department awards and recognition program. Background A number of years ago, then Police Chief Mark Dalsing, implemented an awards and recognition program. The purpose of the program was to formally recognize past and present department personnel for their service to the community, for acts which are above and beyond the call of duty, for acts which by their nature are such that the employee places his/her life in jeopardy, or for acts that bring public acclaim to an employee, the department, and the law enforcement profession. Discussion Attached is the Dubuque Police Department Policy reference the Awards and Recognition Program. The policy is comprehensive and covers how to nominate someone, the vetting process, final approval of awards and then the display of such awards. Additionally, employees are recognized in front of their peers during unit meetings, or shift briefings, through a presentation, certificate, and a commendation/citation bar that they can wear on their uniforms. Additionally, officers are allowed to wear a bar that shows specialty units or programs they have been a part of. In January 2022, we held our first Awards and Recognition night. A committee was formed that consisted of employees who were passionate about making sure the event was flawless. The purpose was to formalize the recognition of officers not only in front of their peers but also in front of family and friends. It is hard in a 24/7 business to get everyone together at one time. Invites went out to each employee. The event was held at the Midway Hotel. Snacks and pool passes were provided. The event was a formal event with presentations of the awards, as well as, a family wellness component conducted by our peer support and EAP providers. This event was again held in January 2023 (attached is the program). The night was even bigger, with approximately 150 employees, family and friends in attendance. Employees were Service People Integrity Responsibility Innovation Teamwork encouraged to wear their uniforms with the citation/commendation bar. Again there was formal recognition of awards and promotions, as well as, a presentation from Dr. Nicole Keedy on mental health, and the DPD peer support. Additionally, due to some luck and a passion to give back to first responders, Grammy Award Winner Stokes Nielson provided a short acoustical concert at the end of the night. It should be noted that the formal awards and recognition night is only a small portion of what goes on with the employees of the Dubuque Police Department. The employees of the department have many milestones throughout a year. Whether it be promotions, lateral transfers into another division, or selected to be an instructor, are just a few of those accomplishments. Additionally, employees continue their formal education, attend certifications and participate in the community. Recently, two lieutenants, Bruce Deutsch and Rick Fullmer attended the Northwestern Staff and Command School. Lt. Fullmer graduated on January 20th and Lt. Deutsch will graduate on February 26t". This school is for executive level law enforcement, and to put it in the words of Lt. Deutsch, it was "no joke". The school is 400 hours of instruction and testing on areas such as leadership, law enforcement issues, staffing, resource allocation, statistics, and budget. The course culminates with a department authorized project, that each attendee must present to the class and the department. Recommendation Information only Service People Integrity Responsibility Innovation Teamwork ' ' AWARD & RECOGNITION PROGRAM Index No: 2.1.2 r_ - ��� DUBUQUE POLICE DEPARTMENT General Order No: 22-08 Rescinds GO No: 21-02 SUBJECT: AWARD & RECOGNITION PROGRAM Effective MAR 1, 2022 PURPOSE The purpose of this order is to provide a system whereby past and present Dubuque Police Department personnel can be recognized for their service to the community, for acts which are above and beyond the call of duty, for acts which by their nature are such that the employee places his/her life in jeopardy, or for acts that bring public acclaim to an employee, the department, and the law enforcement profession. SCOPE This policy applies to all Dubuque Police Department personnel and members of the Dubuque Auxiliary Police. RESPONSIBILITY All employees are responsible for compliance with this policy. POLICY It is the policy of the Dubuque Police Department to recognize past and present department personnel for their service to the community, for acts which are above and beyond the call of duty, for acts which by their nature are such that the employee places his/her life in jeopardy, or for acts that bring public acclaim to an employee, the department, and the law enforcement profession. This policy establishes the types of awards that can be granted to recognize past or present employees and establishes an Awards and Recognition Committee, its makeup, duties, and the procedure leading to award presentations and employee recognition. PROCEDURE I. DUTIES OF THE AWARDS and RECOGNITION COMMITTEE A. The Awards and Recognition Committee shall be responsible for determining types of awards to be issued, disseminating Class II awards that are awarded without nominations, and work collectively with the department's Historical Committee in order to establish memorials, plaques, display cases, AWARD & RECOGNITION PROGRAM GO 22-08 Page 2.1.2-1 AWARD & RECOGNITION PROGRAM Index No: 2.1.2 department artifacts, history, photographs and publications suitable for public display. B. The Awards and Recognition Committee will consist of one member from each of the following ranks and each member shall serve for a term of a minimum of two years. A review of the board will occur in two-year cycles. • Captain • Patrol Officer • Lieutenant • Non-Sworn Employee • Corporal • Aux Officer C. The Awards and Recognition Committee will meet on a quarterly basis or otherwise as needed, to review and consider all nominations submitted, with respect to any case in which a member of the Dubuque Police Department has distinguished themselves. Each event or nomination should be considered on its own merit and the award should be based solely on the circumstances of that event or series of events. D. The Committee may have access to and may investigate any details in regard to the event, including written reports, and interviewing witnesses. E. A recommendation must be passed by a simple majority of the Committee before it becomes valid. Each Committee member must vote on recommendations before the Committee. In the event a member is absent, the chairman will contact the absent member to ascertain their vote. All discussions and votes by the committee members will remain confidential and should not be discussed outside of the Awards and Recognition Committee. F. If a member of the Awards and Recognition Committee is a candidate for an award, he/she shall recuse himself/herself from the portion of the meeting where his/her award is being discussed and voted upon. G. The Non-Sworn Employee who serves on the Awards and Recognition Committee will only attend meetings and have a vote if a Non-Sworn Employee is nominated for recognition. The Non-Sworn member will have alternate Committee members available for situations where the normal Committee member is nominated for awards. H. The member of the Dubuque Auxiliary Police (DAP) who serves on the Awards and Recognition Committee will only attend meetings and have a vote if a member of the DAP is nominated for recognition. The DAP will have alternate Committee members available for situations where the normal Committee member is nominated for awards. I. The Chief of Police will review and approve all recommendations made by the Committee. AWARD & RECOGNITION PROGRAM GO 22-08 Page 2.1.2-2 AWARD & RECOGNITION PROGRAM Index No: 2.1.2 I1. AWARDS AND RECOGNITION PROGRAM A department employee is eligible for two types of awards. A Class I award is given if they perform an act which fits the criteria for consideration as listed in Appendix A of this directive. (See Appendix A — Class I awards listed in order of Significance) A Class II award may be awarded at the time of achievement without nomination for an act which fits the criteria for consideration as listed in Appendix B of this directive. (See Appendix B — Class II awards listed in order of Significance) A. Class I Award nomination procedure - in the event that a department member performs an act which another feels would qualify them for an award is as follows: 1. Officers and supervisors making recommendations for recognition shall complete an Awards and Recognition nomination form. (Appendix C) 2. The department member who witnesses the action will reduce to writing the particulars of the incident, identifying the department member being nominated, setting out the time, date and case # if applicable of the incident and forward it to his/her immediate supervisor. 3. Upon receipt of the nomination, the supervisor will forward it to the chairman of the Awards and Recognition Committee who will convene to review the nomination and determine an appropriate award. 4. After determining the award that best fits the action outlined in the nomination, the secretary of the Awards and Recognition Committee will then forward a nomination packet to the chief of police for approval or denial. 5. The chief of police, upon receipt of the nomination packet, will review and either approve or deny the recommendation of the Awards and Recognition Committee. a. If the recommendation is approved, the Awards and Recognition Committee will be advised in writing of the approval, and the appropriate recognition material will be ordered (i.e. medal, certificate and uniform citation bar) and presented to the recipient by the Awards and Recognition Committee or the recipienYs direct supervisor. b. If denied the nomination packet will be returned to the Awards and Recognition Committee for their review to determine whether a lesser award is appropriate. Class II Award nomination procedure - in the event that a department member performs an act which another feels would qualify them for an award is as follows: 1) Officers and supervisors making recommendations for recognition shall complete an Awards and Recognition nomination form. (Appendix C) 2) Any member of the Department may recommend another officer or themselves as a candidate for an award to their supervisor. However, a person may not nominate themselves for any Class I award or any of the following Class II awards; Significant Injury on Duty (P215), Distinguished Service Medal (D103), Police Commendation (P115), Certificate of Merit (C102), or Life Saving (E104). These recommendations should be made as soon as possible after the incident occurred. All supervisors should make every effort during daily review of activities and reports to be mindful of potential recommendations of the various award categories. 3) The nominating member will submit the candidate's name, rank, shift, and a detailed account of the circumstances to their immediate supervisor as soon as possible after the event. The supervisor will review the nomination and forward it to the chairman of the Awards and Recognition Committee. 4) All officers and supervisors are encouraged to submit candidates who they feel deserve recognition, on a regular basis. Award recommendations will be reviewed by the Awards and Recognition Committee on a quarterly basis or otherwise as needed, with recommendations forwarded to the Chief of Police for approval. III. PRESENTATION OF AWARDS A. Class I awards may be presented at the Dubuque City Council meeting or other venue deemed suitable by the Chief of Police or designee. B. Class II awards will be presented at a time to be determined by the Awards and Recognition Committee or designees. C. Awards will be presented, if possible, by the Chief of Police or designee, at either line up roll call, department luncheons, at shift change or other events as available, based on current departmental activities. D. Posthumous awards will be presented by the Chief of Police or designee to the family of the officer as soon as practical after the officer's death. AWARD & RECOGNITION PROGRAM GO 22-08 Page 2.1.2-4 AWARD & RECOGNITION PROGRAM Index No: 2.1.2 IV. WEARING OF COMMENDATION / CITATION BARS Daily Wear A. Department Awards shall not be worn on anything other than department uniforms and shall not be worn on uniforms with cloth badges (sweaters, polo's, outer-vest carriers). Uniformed officers may wear no more than two (2) awards on their uniform during their duty work hours when they are in uniform. In the event an Officer has been awarded a Class I award(s), he/she may wear that award bar(s} in conjunction with two Class II awards bars. This is the only time an officer may wear more than two awards on their daily uniform. (Diagram two)The Class I award bar(s)will be worn centered above their two other awards. The corresponding medal shall not be worn during duty work hours and is only authorized while wearing the dress uniform (long sleeve uniform shirt with tie) or in the Honor Guard uniform (dress coat). B. It is recommended that the awards be worn in order of highest significance based on this policy's ranking, however officers may choose to wear the two awards of greatest significance to that officer. C. Awards shall be worn with an award backer plate and be 1/8" above the officer's name tag on the officer's right side of the uniform. If an officer chooses to wear the Patriot Award as one of the two daily awards, the Patriot Award shall be displayed first (on the officer's right side.) (Diagram one) Formal Wear D. Officers in full dress uniform, which currently consists of traditional long or short sleeve uniform shirt with button up front and hard badge/name plate, or in the Honor Guard uniform (dress coat) for formal functions authorized by the Chief of Police, may wear all awards received by the department. All award bars shall be secured to the uniform with an award bar backer plate. (Diagram three) If the officer is a recipient of one of the Class I awards, that award bar(s) will be worn centered and above all other award bars OR they will wear the corresponding award medal(s), centered and below the name tag 1/8 inch under the pocket seam. (Diagram four) E. When wearing multiple awards, they shall be worn on a backer plate,1/8" above the officer's name tag on the right side of the uniform. The Patriot Award shall be worn first (on the top row and to the officer's right or centered on top, if the officer has an odd number of awards.) Legion of Honor (Law-4) � Presented to a member of the Dubuque Police Department, who in the line of duty, distinguishes himself/herself by performing an act of bravery or valor, which involved imminent personal hazards or risks to life, having full knowledge of the risks, with a subject armed with a dangerous weapon. The Legion of Honor is the highest award presented by the Dubuque Police Department. The presentation includes an award certificate, the Legion of Honor medal and a uniform bar. 2. Gallantry Star (Law-6) �� � �� Presented to a member of the Dubuque Police Department, who in the line of duty, distinguishes himself/herself by performing an act of bravery or valor, which involved imminent personal hazards or risks to life, having full knowledge of the risk while using sound judgement and tactics. The Gallantry Star is the second highest award presented by the Dubuque Police Department. The presentation includes an award certificate, the Gallantry Star medal and a uniform bar. 3. Wounded In Combat (Law-8) Presented to a member of the Dubuque Police Department, who receives a wound, in the line of duty, which was inflicted intentionally by an adversary with a weapon or with the intent to inflict serious or life threatening injury. The presentation includes an award certificate, the Wounded in Combat medal and a uniform bar. Significant Injury on Duty (P215) Presented to a member of the Dubuque Police Department who, in the line of duty, receives an injury caused by criminal or negligent actions of another person which causes severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury, severe laceration, loss of consciousness, or other illness or injury determined significant by the Chief of Police, Chief's designee, or the awards committee and overcomes the injury to return to full duty. 3. Distinguished Service Medal (D103) . �� I� Presented to a member of the Dubuque Police Department who distinguishes himself/herself by an act of extraordinary achievement, or unwavering dedication to duty and meritorious service which contributed to the overwhelming success of the department's mission and future wellbeing. 4. APPENDIX C CLASS 111 AWARDS 1. Specialt 1-Tactical Award (P315) Renumber as #1, (class III) 1 1 Worn by a member of the Dubuque Police Department who is assigned to any of the following specialty units of the Dubuque Police Department in good standing: Tactical Entry Team, Marksman/Observer Team, Negotiators, Canine Handler, and Mobile Field Force. To remain eligible to wear this citation bar, an officer must be actively utilized in any of the aforementioned capacities by the Dubuque Police Department. Former members of the specified teams who left in good standing are eligible for this award. Awards pertaining to Mobile Field Force member must be submitted by the Team Supervisor and will only be considered after two years of service. Specialty 2 —Advanced Skills Award (U128) Worn by a member of the Dubuque Police Department who is assigned to a specialty unit including: Underwater Search and Rescue, Departmental Armorer, Drug Recognition Expert, DARE, Accident Reconstructionist, Police Explorer Advisor, Auxiliary Advisor, Drone Team. Additional positions and activities not listed above may be suggested to the committee for review for consideration. Former members of the specified teams who left in good standing are eligible for this award. 3. Specialty 3 — Full Time Specialty Unit Award (EX13) � 1 Worn by a member of the Dubuque Police Department who is assigned to a departmental permanent, full-time, multi-officer specialty unit including: Criminal Investigations Division (CID), Community Oriented Policing Unit (COP), School Resource Officer(SRO), Dubuque Drug Task Force (DDTF), Traffic Unit, or the Neighborhood Response Team (NRT). Former members of the specified units who left in good standing are eligible for this award. 4. Field Training Officer (H107) � � � Worn by a member of the Dubuque Police Department that is active in the Field Training and Evaluation Program of the Dubuque Police Department. Field Training Officers may choose to wear either the FTO pin or Field Training Officer Rocker but not both. Former members of the FT&E program who left in good standing are eligible for this award; however it may only be worn when wearing the full complement of awards and not as an award worn on the daily uniform. 5. Instructor / Firearms Instructor (H507 or T619) ■ � ■ Instructor— Worn by a member of the Dubuque Police Department that is certified as a Police Instructor and is actively being utilized in this capacity by the DPD. Former instructors who left in good standing are eligible for this award; however, it may only be worn when wearing the full complement of awards and not as an award worn on the daily uniform. Firearms Instructor—Worn by a member of the Dubuque Police Department who is a certified firearms instructor and is actively being utilized in that capacity by the Dubuque Police Department. Former Firearms Instructors who left in good standing are eligible for this award; however it may only be worn when wearing the full complement of awards and not as an award worn on the daily uniform. 6. Peer Support (add this award as # 12) PEER SUPPORT Peer Support—Worn by a member of the Dubuque Police Department who is a trained member of the Department's Peer Support Team and is actively serving in that capacity. Former members of the Peer Support Team who left in good standing are eligible for this award, however it may only be worn when wearing the full complement of awards and not as an award worn on the daily uniform. 7. Honor Guard(A301) � � ■ Worn by a member of the Dubuque Police Department who is assigned as a member of the departments Honor Guard Unit and is actively serving in that capacity. Former members of the Honor Guard who left in good standing are eligible for this award, however it may only be worn when wearing the full complement of awards and not as an award worn on the daily uniform. 8. Physical Fitness Award (U260) � � � U160 Minimum � � � U260Preferred � ) � ) Worn by a member of the Dubuque Police Department and is awarded to those officers who successfully complete the physical fitness standards in which the sit and reach, push-ups, sit-ups and the mile and a half run are scored. Those officers who meet the minimum standards as set forth by the lowa Law Enforcement Academy will be awarded citation U 160 and those officers who meet the preferred standards as set forth by the lowa Law AWARD & RECOGNITION PROGRAM GO 22-08 Page 2.1.2-12 AWARD & RECOGNITION PROGRAM Index No: 2.1.2 Enforcement Academy will be awarded citation U260. As the department conducts semi-annual physical fitness testing, an officer's standing may change in the category. An officer may only wear the award that represents his or her current physical fitness status. If the officer fails to meet standards, they may not wear the award on their daily uniform. 9. Military Service (V121) , � � Worn by a member of the Dubuque Police Department who has honorably served in any branch of the United States Military, including reserve and National Guard status, completed their tour of duty and received an Honorable Discharge. 10. Service Medal (Q816) 1 � Awarded to those officers in recognition for their dedication to the City of Dubuque, the Dubuque Police Department, and the police profession. This citation will be awarded in 5-year service increments. (5,10,15 etc) Other Awards The Awards and Recognition Committee may consider requests from officers to wear other specialty awards. Any awards not listed in this policy must be approved by the Chief of Police.
