The amendment, as prepared by the the City's Legal Department office and approved by the Arts & Cultural Affairs Advisory Commission, seeks to address the cadence of Commissioner term expirations. BACKGROUND As noted in the Arts & Cultural Affairs Advisory Commission's (the Commission) current ordinance, it is comprised of seven (7) members, all appointed by the City Council. All members must be residents of the city with position available based on the following special qualifications: • Four (4) members must have significant knowledge and demonstrate interest in one or more areas of the arts including music, dance, literature, visual arts, theater, folk arts, media arts, design, or arts education. • Two (2) members must be from the business and professional community, one (1) of whom lives or works in the cultural and entertainment district. • One (1) member must be at-large who lives or works outside the cultural and entertainment district. The term of office for Commissioners is three (3) years or until such commissioner's successor is appointed and qualified. DISCUSSION At present, terms are staggered so that three (3) seats have terms which expire on June 30, 2024 and four (4) seats currently have terms which expire on June 30, 2025. City Staff and the Commission are recommending that no more than three (3) members' terms expire in a single year to reduce outboarding needs, maintain strategic focus, and maximize impact of the Commission's collective expertise in supporting arts and culture initiatives by the City and in the community. In addition, the current term expiration schedule creates a situation where Commission seats are limited to being open new members two (2) out of every three (3) years which reduces access for new voices to apply to serve on the Commission. The proposed ordinance amendment as reviewed and approved by the Commission will adjust terms as follows: • Two (2) at-large members with significant knowledge and demonstrated interest in one or more areas of the arts including music, dance, literature, visual arts, theater, folk arts, media arts, design, or arts education appointed until 6-30-2025; and • Two (2) at-large members significant knowledge and demonstrated interest in one or more areas of the arts including music, dance, literature, visual arts, theater, folk arts, media arts, design, or arts education appointed until 6-30-2026; and • Two (2) members from the business and professional community, one (1) of whom lives or works in the cultural and entertainment district appointed until 6- 30-2024; and � One (1) at-large member who lives or works outside the cultural and entertainment district appointed until 6-30-2025. This shifts expiration of terms from three (3) in 2024 and four (4) in 2025 to two (2) in 2024, three (3) in 2025, and two (2) in 2026. In adjusting term expirations through this amendment, the cadence of Commission membership terms will facilitate consistent workflows, more efficient onboarding, and increase access to civic service opportunities. The amendment as proposed will take effect July 1, 2023. BUDGET IMPACTS There is no budget impact associated with the approval of this amendment. RECOMMENDATIONS I recommend City Council approval of the attached amendment to the Arts & Cultural Affairs Advisory Commission ordinance.
