AIRPORT COMMISSION MINUTES Commissioner Brotherton moved to approve the minutes of the October 25t" and November 15, 2022, meetings, and Commissioner Kurtz Weber seconded the motion. This motion passed unanimously. OLD BUSINESS 01. REVIEW AIRPORT STATISTICS Jet A fuel sales for the year are nearing the 2019 amounts. Avgas fuel sales were good for the month of October. NEW BUSINESS ACTION ITEMS 02. AIRBORNE INVESTMENTS, LLC LAND LEASE PUBLIC HEARING RESOLUTION Commissioner Kurtz Weber made a motion to open the public hearing for the proposed long-term land lease assignment with Airborne Investments, LLC. Commissioner Brotherton seconded the motion. This motion passed unanimously. This is for a 30-year land lease where a corporate aircraft hangar will be constructed. After discussion, Commissioner Brotherton motioned to close the public hearing and Commissioner Kurtz Weber seconded the motion. This motion passed unanimously. Commissioner Brotherton motioned to accept Resolution No. A1400-2-2022 Proposed Lease Assignment with Airborne Investments, LLC, and the Dubuque Regional Airport. Commissioner Kurtz Weber seconded the motion. This motion passed unanimously. 03.INSTALL SOLAR PHOTOVOLTAIC SYSTEM PLANS APPROVAL RESOLUTION Commissioner Brotherton made a motion to open the public hearing for approval of plans, specifications, form of contract and estimated cost for the Install Solar Photovoltaic (PV) System. Commissioner Brotherton seconded the motion. This motion passed unanimously. This project will provide for the installation of a solar photovoltaic (PV) system which will serve the commercial terminal facility. After discussion, Commissioner Brotherton motioned to close the public hearing and Commissioner Kurtz Weber seconded the motion. This motion passed unanimously. Commissioner Brotherton motioned to accept Resolution No. A1500-2-2022 Approval of Plans, Specifications, Form of Contract and Estimated Cost for Install Solar Photovoltaic (PV) System. Commissioner Kurtz Weber seconded the motion. This motion passed unanimously. 04.INSTALL SOLAR PHOTOVOLTAIC SYSTEM AWARD CONTRACT RESOLUTION Commissioner Kurtz Weber motioned to accept Resolution No. A1500-3-2022 Awarding Public Improvement Contract for Install Solar Photovoltaic (PV) System. Commissioner Brotherton seconded the motion. Three bids were received for this project: Paulson Electric in the amount of $1,861,500, Solar Energy Solutions in the amount of $1,424,747 and Eagle Point Solar in the amount of $1,259,102. Kurtz Weber asked about the lowest bid contractor. Airport Engineering Consultant, Eric Scott, replied that Eagle Point Solar strictly does solar installations. Kurtz Weber also inquired about what the bid alternate consisted of. The bid alternate is for a battery backup system for the solar being installed. After discussion, this motion passed unanimously. 05.INSTALL SOLAR PHOTOVOLTAIC SYSTEM GRANT RESOLUTION Commissioner Kurtz Weber motioned to accept Resolution No. A1500-4-2022 Authorizing FAA Grant Agreement for Install Solar Photovoltaic (PV) System. Commissioner Brotherton seconded the motion. This motion passed unanimously. 06.INSTALL SOLAR PHOTOVOLTAIC SYSTEM CONSTRUCTION PHASE ENGINEERING RESOLUTION Commissioner Kurtz Weber motioned to accept Resolution No. A1600-1-2022 Authorizing an Agreement for Engineering Services for Install Solar Photovoltaic (PV) System. Commissioner Brotherton seconded the motion. This resolution is for the construction phase engineering services for the solar photovoltaic (PV) system being installed at the commercial terminal facility. This motion passed unanimously. 07.TAXIWAY ALPHA CONSTRUCTION ENGINEERING DESIGN AGREEMENT RESOLUTION Commissioner Kurtz Weber motioned to accept Resolution No. A1700-1-2022 Authorizing an Agreement for Engineering Services for Relocate Taxiway A — Phase 2 Construction. This resolution is for multi-year construction phase engineering services for relocating Taxiway Alpha with the first phase of construction anticipated to begin in the fall of 2023. Commissioner Brotherton seconded the motion. This motion passed unanimously. DISCUSSION 08.AIRPORT PROJECTS UPDATE Ground handling staff is currently being hired for the upcoming Avelo flights. A marketing campaign will begin soon for these flights. 09.CORRESPONDENCE RECEIVED SINCE OCTOBER 25, 2022 COMMISSION MEETING None. NEXT COMMISSION MEETING The next scheduled Commission meeting tentative date is December 20, 2022, at 4:00 p.m. Commissioner Brotherton moved to adjourn the meeting and the motion was seconded by Commissioner Kurtz Weber.
