the Historic Preservation Commission's 2023 Annual Workplan and authorize the Mayor
to sign the 2022 Annual Certified Local Government Report. Planning Services Staff will
forward the signed copy of the 2022 CLG Annual Report and supporting documents to
the State Historic Preservation Office.

This memorandum transmits the Historic Preservation Commission 2023 Annual Workplan
and the Calendar Year 2022 Certified Local Government (CLG) Annual Report for the City
Council's review, and the Mayor's signature.
Background
The CLG annual report is a form submitted by all Iowa CI -Gs to the State Historical Society
of Iowa (SHSI). Under the CLG agreement with the State, the Historic Preservation
Commission is responsible for submitting an annual report that summarizes the City of
Dubuque's historic preservation work and accomplishments. The Historic Preservation
Commission's Annual Workplan is included as part of the report. The Historic Preservation
Commission reviewed and approved their annual workplan at their January 19, 2023
meeting.
Discussion
The report outlines the work, responsibilities, progress and challenges of the Historic
Preservation Commission and its staff, as well as updating the state on who is serving on
the commission and staff.
Recommendation
I respectfully recommend the City Council approve the Historic Preservation Commission's
2023 Annual Workplan and authorize the Mayor to sign the 2022 Annual Certified Local
Government Report. Planning Services Staff will forward the signed copy of the 2022 CLG
Annual Report and supporting documents to the State Historic Preservation Office.

The Commission's workplan guides activities of the Commission and staff. One special project
included the Black Heritage Survey, which is HRDP funded and not yet complete, and continues
through 2023. Staff have been working with our Consultant Team, which is part of a larger project
team helping with the project. We also conducted planning for the next two projects, which are
funded through CLG grants this year: Intensive Historical and Architectural Surveys for the Deereville
and Voelker Highlands neighborhoods.

preservation issues or projects in this calendar year. Please be specific (address(es) of
property(ies), what was the issue(s), what technical assistance was provided?.
Our staff provides services internally to many City departments, including Section 106 preparation for
use of HUD funding by the Housing and Community Development Department and guidance to
Leisure Services and Engineering for working with community facilities. The City has consulted with
communities outside of Dubuque, sharing preservation practices and approaches with Grinnell,
Valley Junction, and Sacramento CA in 2022, specifically around the Black Heritage Survey work.

The Commission continued its annual tradition of celebrating Preservation Month in May with: the City
Council making a Preservation Month Proclamation; the presentation of the Commission's Ken
Kringle Preservation Awards in partnership with award presentation with the Dubuque County HPC
and Main Street Dubuque; partnership in assisting Heritage Works with tours in Architrek; and
waiving the entrance fee for the Eagle Point Park National Register Historic District to 200 visitors on
Memorial Day.
As part of an outreach component for Dubuque's Black Heritage Survey, the City staff participated a
variety of in -person, virtual and hybrid format presentations of findings thus far with different
audiences. Work with three classes at the University of Dubuque and Loras College, we have
engaged/are engaging a total of about 36 students from Dubuque in both learning about Dubuque's
Black heritage as well as doing original research and outreach assistance for the project.
To date, we have provided 19 presentations on the Black Heritage Survey (2022-present) reaching
out to approximately 725 individuals. Outreach work includes directing people back to our webpage
and GIS storymap about the project at www.cityofdubuque.org/blackheritagesurvey. An upcoming
City Focus magazine will arrive at over 24,000 households and businesses receiving paper utility
billing and upcoming social media posts will reach countless more people.

commission has encountered or accomplished this year?
The Black Heritage Survey has been unlike any other survey work we have taken on and the
response we've received thus far has been overwhelming positive. We modified the way we went
about researching by focusing on people first, and finding the places (existing or non -extant) that
relate to them afterwards. We also had to modify our outreach to underserved populations, with two
outreach session specifically focused on reaching the Black community.

We budgeted $2,250 and spent $2,363 in 2022.

We were able to take on the Black Heritage Survey, and planned for future project, including initial
planning for a memorial for the Rockdale Flood Sesquicentennial, and planning for surveys for
Voelker Highlands and Deereville neighborhoods. The Commission carried out their Preservation
Month outreach, education and award programs. Staff also took on creating a GIS Storymap in house
to support the Black Heritage Survey, which was not budgeted, but was deemed necessary for
outreach.
