Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer RE: Chavenelle Road — NW Arterial to Radford Road Reconstruction Project Project: 5521000030, 4281000005 DATE: February 13, 2023 INTRODUCTION The attached resolution provides for the acceptance of the public improvement construction contract and the establishment of the Final Schedule of Assessments for the Chavenelle Road — NW Arterial to Radford Road Reconstruction Project. BACKGROUND Chavenelle Road between Radford Road and the NW Arterial (IA 32) was originally constructed in 1981 as part of the Dubuque Industrial Center development. The 8" thick concrete pavement has served out its life and is now in a state requiring reconstruction. At the time of original construction, a 4-lane road section was selected to accommodate the anticipated large truck traffic volumes. The pavement width of Chavenelle Road is currently 49 feet. The City has received public feedback from some large employers in the corridor concerning the condition of the street. The roadway acted as part of the detour for trucks when the SW Arterial was constructed. This detour also contributed to the pavement decline. DISCUSSION The Chavenelle Road — NW Arterial to Radford Road Reconstruction Project was completed by Horsfield Construction/Bard Materials Corporation in the final contract amount of $2,451,804.52 which is a 31.5% increase from the original contract amount of $1,864,873.50. The increase in the contract amount is primarily due to an emergency water main replacement on Chavenelle Road from the NW Arterial to Radford Road and on Futuro Court. During routine water main work not associated with the roadway reconstruction, the water main on Chavenelle Road suffered multiple breaks. After further investigation it was discovered that the existing 40-year-old water main was badly corroded and needed immediate replacement. Origin Design was hired to design the water main improvements and a change order was developed for the roadway contractor to perform the work. Since the roadway contractor already had traffic control in place and the ability to perform the work, it was a cost effective way to facilitate the emergency water main replacement. Chavenelle Road from the NW Arterial (IA 32) to Radford Road included the removal and replacement of the PCC pavement, construction of stone sub -base, replacement of driveways, reconstruction of storm sewer intakes, and installation of pavement subdrains. Additionally, streetlights were moved and re -set due to the pavement construction. The project was bid with paving alternates. This allowed both the asphalt and concrete industry to bid on the project. Concrete pavement was selected based on the lowest equivalent cost. In March 2022, Horsfield Construction of Peosta, IA re -assigned the construction contract to Bard Materials Inc. of Dyersville, IA. This re -assignment was due to Horsfield Construction ceasing operations in March 2022. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the final payment of the contract amount of $2,451,804.52 to Bard Materials Inc. for the Chavenelle Road — NW Arterial to Radford Road Reconstruction Project. There were a number of bidders and the use of paving alternates between HMA and PCC helped facilitate competition. SPECIAL ASSESSMENTS The final public improvements assessment (includes street and sidewalk work) based on the engineers estimate, including contingency and engineering is $353,304.42. This is 38.87% lower than the preliminary assessment for the street replacement portion of the project. Also, because six of the twelve properties on Chavenelle did not have sidewalks, these property owners were required to have sidewalks installed as part of the project. The sidewalk portion for these six property owners was 45.07% lower than the original estimate for sidewalk installation. The assessed properties in this project are all commercial use and therefore not eligible for the normal owner -occupied residential financial assistance. Special assessments may be paid in full or in part without interest at the City of Dubuque, Office of the City Engineer. After approximately 30 days, any unpaid assessment will be levied against said benefited property with the Dubuque County Treasurer and any balance over $500 will be payable in 15 annual installments at the County Treasurer's Office and will draw annual interest at three percent (3%). (Contractor), and the City Engineer has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $2,451,804.52; and WHEREAS, the Contractor has previously been paid $2,375,176.85, leaving a balance of $76,627,67; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. The assessments may be paid in full or in part without interest at the office of the City Engineer, City Hall, 50 W. 13th Street, Dubuque, Iowa, at any time within 30 days after the date of the first notice of the Final Schedule of Assessments. Thereafter, unpaid assessments of $500.00 or more are payable in 15 annual installments at the County Treasurers Office, Dubuque County Courthouse, 720 Central Avenue, Dubuque, Iowa, and will draw annual interest at three percent (3 %) computed to December 1 next following the due dates of the respective installments as provided in Section 384.65 of the Code of Iowa. Each installment will be delinquent from October 1 following its due date on July 1 of each year. However, when the last day of September is a Saturday or Sunday, that amount shall be delinquent from the second business day of October.
