Steger, Housing & Community Development Director Subject: First Amendment to CDBG Subrecipient Agreement between the City of Dubuque and Four Mounds Foundation Date: February 14, 2023 BACKGROUND The City of Dubuque entered into a Community Development Block Grant (CDBG CARES ACT) Subrecipient Agreement with Four Mounds Foundation on September 8, 2020, to assist Four Mounds in providing services to a presumed low -and moderate - income population to provide hands-on vocational training/job coaching to these adults. This memorandum transmits a resolution to amend the Subrecipient Agreement to reflect the Scope of Work, Budget and Dates of Commencement and Completion. DISCUSSION We are requesting to amend this Agreement because there are sufficient funds available in the CDBG — CARES ACT to easily accommodate continuing to fund Four Mounds vocational training/job coaching to adults. Four Mounds has continued to grow their vocational training/job coaching to more participants and hire a full time Job Coach. Four Mounds Build Dubuque has also expanded to take on another program, the Home Modification Program. Therefore, we are requesting to amend this Agreement to expand the Scope of Work to include providing hands-on vocational training/job coaching to eligible participants in the Build Dubuque Program to develop skills that prepare participants to successfully enter the workforce. The scope of work also includes providing support to participants to remove barriers to their participation in the vocational training. We are requesting to increase the budget by $152,425 totaling $163,164. Lastly we are requesting to extend the Dates of Commencement and Completion to June 30, 2023. RECOMMENDED ACTION I recommend the City Council approve the first amendment to the Subrecipient Agreement with the Four Mounds Foundation and authorize the City Manager or his designee to execute the amendment on behalf of the City. Breitfelder, City Clerk, 50 W. 13'h St., Dubuque, IA 52001, (563) 589-4100 RESOLUTION NO. 48-23 RESOLUTION AUTHORIZING THE FIRST AMENDMENT TO THE CDBG SUBRECIPIENT AGREEMENT BETWEEN THE CITY OF DUBUQUE AND FOUR MOUNDS FOUNDATION Whereas, the City of Dubuque and Four Mounds Foundation entered into a CDBG Subrecipient Agreement dated September 8, 2020 with respect to providing services to a presumed low -and moderate- income population; and Whereas, the parties desire to modify the Subrecipient Agreement as set out in the First Amendment to the Subrecipient Agreement attached hereto; and Whereas, Four Mounds Foundation provides services to a majority low to moderate -income individuals. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the First Amendment to the CDBG Subrecipient Agreement be approved. Section 2. That the City Manager or his designee of the City of Dubuque is hereby authorized and directed to execute said Amendment on behalf of the City of Dubuque, Iowa. Breitfelder, City Clerk FIRST AMENDMENT TO SUBRECIPEINT AGREEMENT BETWEEN THE CITY OF DUBUQUE AND FOUR MOUNDS FOUDATION This First Amendment to Subrecipient Agreement, dated for reference purposes the 20th day of February , 2023, is made and entered into by the City of Dubuque, Iowa, a Responsible Entity administering Community Development Block Grant funds -CARES ACT (City), and the Four Mounds Foundation (Subrecipient). WHEREAS, City and Subrecipient entered into a Subrecipient Agreement dated September 8, 2020 (the Subrecipient Agreement); and herein. WHEREAS, City and Subrecipient desire to amend the Subrecipient Agreement as set forth NOW THEREFORE, IN CONSIDERATION OF THE MUTUAL TERMS AND COVENANTS CONTAINED HEREIN, CITY AND SUBRECIPIENT AGREE AS FOLLOWS: Section 1 of the Subrecipient Agreement is hereby amended to read as follows: 1. Scope of Services Provide the services to eligible residents of the City of Dubuque in a manner satisfactory to Recipient and consistent with any standards required as a condition of providing these funds. Such program shall include the following activities eligible under the Community Development Block Grant Program: CARES ACT. • Providing hands-on vocational training/job coaching to eligible participants in the Build Dubuque Program to develop skills that prepare participants to successfully enter the workforce. • Provide support to participants to remove barriers to their participation in the vocational training program. Section 4 of the Subrecipient Agreement is hereby amended to read as follows: 4. Project Budget The total compensation to be paid to Subrecipient by Recipient for the services shall in no event exceed the sum of $163,164 for the program. Section 5 of the Subrecipient Agreement is hereby amended to read as follows: 5. Dates of Commencement and Completion The services to be provided under this Agreement shall be commenced on July 1, 2020 and shall be completed not later than June 30, 2023.
