EQUITY AND HUMAN RIGHTS COMMISSION MEETING MINUTES
September 12, 2022

Commissioner Durnin called the meeting of the Equity & Human Rights Commission
to order at 4:34 p.m.

Commissioners Absent: Dereka Williams, Klanea Evans, Yindra Dixon, Maitha Jolet

Approval of August 8, 2022, Meeting Minutes
Motion by Anderson, second by Branch to approve the meeting minutes of August 8, 2022
as submitted. All in favor.
Reports
Caseload Report
The August 2022 Caseload Reports was received and filed.
Chairperson's Report
The Community Foundation of Greater Dubuque is presenting community
conversations on various topics month by month that starts with a panel discussion at
Steeple Square, then followed by weekly community feedback sessions at various
locations.
The first community conversation was on housing challenges in the community. A
comment was made that the discussions took more of a focus on homeownership
rather than the rental aspects of housing. More information is available at DEldbq.com.
The next topic of discussion is September 28' on workforce obstacles.
Collins encouraged commissioners to take a look at the Analysis of Impediments to Fair
Housing to review the data and recommendations for actions toward the elimination of
those identified impediments to fair housing.
At next month's meeting Durnin will address attendance issues with commissioners.

Letter of Concern Template
Durnin distributed a draft letter of concern that the Equity & Human Rights Commission
would send to organizations when a concern is brought to the attention of a commission
member. The letter will need to be reviewed by Gisella and the legal department prior to
any mailing. Anderson moved to approve the letter and forward to the Chief of Equity &
Human Rights and City Attorney for review. Branch seconded. Roll call:

Review 2022 Goals:
Objective 1: Kurczek reported that he researched bias incident reporting and found that
Iowa City has an informal method of reporting incidents of bias. He also searched
strategies across the country and found a model from the City of Eugene, Oregon, that
collects public measures of bias that doesn't reach to a level of crime, they map it
across the city and detail the types of biases and suggest how they should go about
responding to those incidents.
Objective 2: Collins reported that the Public Information Office (PIO) is wrapping up
some projects and he will check back with them to reengage on the video project. The
pamphlets are being updated and will be sent to PIO to finalize and get printed.
Objective 3: Durnin will look into scheduling a joint meeting with the Housing
Commission. Collins stated that the City Clerk clarified that one commission will call the
meeting and the other commission would be the guest for joint discussion about issues.
Objective 4: The SRO group is contacting possible facilitators for the focus groups they
are forming.
Objective 5: The next Community Foundation community conversation will focus on
employment. Commissioners were encouraged to attend this event on September 28.
The Fountain of Youth will also be involved in this discussion.
Durnin reminded commissioners of the Boards & Commissions picnic at Eagle Point Park on
Wednesday evening.

Branch motioned and Kurczek seconded to adjourn. All in favor. The meeting ended at
6:01 p.m. The next regularly scheduled meeting is Monday, October 10, 2022.
