City Council,.Dubuque, Iowa.
Gentlemen: Some months ago the
matter of renumbering the City
streets was referred to the City
Manager. I have taken this propo-
sition up with the City Engineer and
we have worked out a plan which is
shown on the map of the City, for re-
numbering all the houses within the
City. The plan which we recom-
mend briefly is based on Couler
Avenue and Clay Street as the north
and south line. All points as shown
by the lines parallel to Couler Ave-
nue and Clay Street, one block to
the east are to be numbered from 0
to 100, and in the second block from
100 to 200. On the west of Couler
Avenue the same method prevails. In
other words, all buildings in the
City equi- distance from Clay Street
and Couler Avenue, located on
streets running at right angles to
Clay street and Couler Avenue, will
have approximately' the same num-
bers.
The other base line is Dodge
street, starting at the river and
running west to Grandview and
through the change of name in
South Street to Dodge Street will ex-

tend to the east as far as the City
is developed. All points approxi-
mately the same distance north or
south of Dodge Street will be given
the same numbers. On account of
the crookedness of Dodge Street
this is not quite ideal for this pro-
position, but is the best located
street in the City. Then, too, by us-
ing Dodge Street as the base run-
ning east and west all numbers in
the business part of the city on
streets running north and south will
be left undisturbed, which is quite a
desirable factor. The plan for re-
numbering the buildings in the city
was submitted to the Committee on
Street Names, and I believe met
with their approval. In case the
Council approves this plan for re-
numbering, the matter of providing
numbers will be given consideration

Pe rsonally, I feel that in view of
the large number of house numbers
and the expense to individual prop-
erty owners, that the City should se-
cure these numbers and furnish
them to the property owners at
cost. In this way uniformity can be
secured and at the same time lessen
the expense to the property owners.

Councilman Melchior. Carried by

Report City Manager Carr, rela-
tive to the petition of Mary and
Joseph Birner, recommending the

instructed. Seconded by Councilman
Gabriel. Carried by the following

Gentlemen: I beg to advise that
the Key City Gas Company has com-
pleted its contract for the installa-
tion of service lines from the gas
mains to the property line of the
various pieces of property along
Grandview Avenue, from the south
property line of Delhi Street to the
south lot line of Lot 11, Block 5,
Grandview Park Addition, and I
would respectfully recommend the
acceptance of the work.

A Resolution
Whereas, the Key City Gas Com-
pany did enter into a' contract with
the City of Dubuque for the instal-
lation of service pipes from the gas
mains to the lot line of the various
pieces of property on Grandview
Avenue, from the south property
line of Delhi Street to the north
line of Lot 11, Block 5, Grandview
Park Addition; and,
Whereas, the said Key City Gas
Company has completed the work in
accordance with the plans and spe-
cifications and contract therefore,
as shown by the acceptance of the
City Manager this 7th day of Feb-
ruary, 1921;
Now, Therefore, Be it Resolved
by the City Council of the City of
Dubuque, that said report of the
City Manager be hereby approved
and adopted and that the work
above described be and the same is
hereby accepted.
Be it Further Resolved by the City
Council, that the City Engineer be
and he is hereby instructed to pre-
pare a plat and schedule showing
the lot or parcels of real estate sub-
ject to assessment for said work
and to file the same in the office of
the City Clerk, subject to public in-
spection.
Be it Further Resolved, that the
City Clerk shall, upon receipt of
such plat and schedule, publish the
notice of said assessment as is re-
quired by law.

Report City Manager Carr, recom-
mending the improvement of High
bluff Street, between Middle and

A Resolution
Be it Resolved by the City Coun-
cil of the City of Dubuque, that it
is deemed necessary and advisable
to widen High Bluff Street, from the
south line of Lot 35, Fengler's Add.,
to Fengler Avenue, and be it further
resolved that the City Engineer be
and he is hereby instructed to make
a plat and survey of such proposed
improvements, showing the land or
lots through or over which the same
is purposed to be made, and file
such plat in his office for public in-
spection.

and filed } said ; City. engineer shall
give the owners of property through
which such improvements are pur-
posed to be made, notice as pre-
scribed by Section 251 of Ordinance
No. 43 of the Revised Ordinances of
the City of Dubuque.

mending the acceptance of $59.12 as
payment in full of assessment for
improvement of West Seventeenth
Streets, on Lots 15 and 19, Kringle's
Sub., owned at the time of levy by
Mary Louis, later purchased at tax
sale by J. G. Kuhnle, presented.

Notice of Special Assessment. ,
Notice is hereby given to all con-
cerned that a special assessment as
provided by law will be levied at a
session of the City Council of the
City of Dubuque, Iowa, to "be held
Wednesday, March 2nd, 1921, to pay
for making gas connections on
Grandview Avenue, Key City Gas
Co., contractors.
Amount of Special Assessment
$993.89, same to be assessed against
the property legally subject to as-
sessment upon and along said ave-
nue. -
And there is a plat and schedule
on file in the office of the City Clerk
of said City of Dubuque, showing
the avenue in which said connec-
tions were made and the separate
lots and parcels of ground or speci-
fled portions thereof subject to as-
sessment for such improvement, the
name of the owner thereof as far as
practicable and the amount to be as-
sessed against each lot or parcel of
ground, which plat and schedule are
subject to public inspection.
And that any and all persons ob-
jecting to said special assessment or
to said plat must file his or their ob-
jections in writing with the City
Clerk of said City of Dubuque on or
before said session of the City Coun-
cil to be held Wednesday, March 2,
1921.

tractors!
Sealed bids will be received up to
2:00 P. M., Thursday, March 3, 1921,
by the City Manager, Dubuque, Iowa,
for the furnishing of all labor and
material necessary, except cement,
for the construction of a reinforced
concrete roof over the Third Street
reservoir in that city.
Bids are to be received on two
types of roof identical in every way
except as to the amount of steel and
concrete to be required. One plan
contemplates the use of 786 cubic
yards of concrete and 70,396 pounds
of reinforcing steel. The other es-
timate contemplates the use of 921
( ubic yards of concrete and 83,245
pounds of reinforcing steel.
Cement will be supplied by the
City to the contractor f. o. b. cars
Dubuque, as requested by the con-
tractor who will have to haul- and
store same and who will be respon-
sible for all sacks and any demur-
rage on cars. -

Council met at 4:40 P. M.

Mayor Alderson read the call and
stated that service thereof had been
duly made, and this meeting is called
for the purpose of levying a Special
Assessment to pay for making gas
connections on Grandview Avenue,
and acting on any other business
that might properly come before a
Regular meeting of the City Council.

ers of the City Council's intention to
levy a Special Assessment to pay for
making gas connections on Grand-

be received and filed. Seconded by
