Introduction
The Housing & Community Development Department is submitting the attached
proposed changes to the FY2023 Annual Action Plan Amendment #1 for the use of
Community Development Block Grant funds.
Discussion
The FY2023 Annual Action Plan is being amended to reflect the funding amounts of
activities with carryover from previous years' allocations.
Activities with carryover funds from the prior fiscal year are:
• AH N I: $221,900
• Credit Repair: $50,000
• First Time Homebuyer Program: $103,000
• Henry Stout Apartments: $350,000
• Homeless Shelter Rehabilitation: $259,348
• Homeowner Rehab: $183,880
• Lead & Healthy Homes: $234,473
• Purchase/Rehab/Resale: $267,508
• Avon Park Improvement: $93,901
• Comiskey Park: $232,177
• Lincoln Wellness Project: $148,708
• Childcare: $50,000
• Neighborhood Broadband: $19,456
• Bus Stop Improvements: $20,730
• Street Overlays: $28,305
Activities that were originally included in the FY23/PY22 Annual Action Plan and are re-
allocated because they are no longer viable activities include:
• Renew DBQ: Solar Pilot Project: $80,000
• Rental Assistance Program: $1,092
An activity that was originally included in the FY22/PY21 Annual Action Plan, was carry
overed, has been re-allocated. However, this project will still come to fruition but funded
through CARES Act funding:
• Four Mounds Build Dubuque: $152,425
An activity that was previously funded through CARES Act funding and will now receive
some re-allocated funds includes:
• Area Labor Harvest: $51,046
The remaining re-allocated funds include $328,647 to the CDBG Revolving Application
Fund.
The Community Development Advisory Commission reviewed this amendment and
recommends City Council adoption of the amended changes.
Recommendation
I respectfully request the City Council approve the FY2023 Annual Action Plan
Amendment #1 as recommended by the Community Development Advisory
Commission.

A RESOLUTION ADOPTING THE FISCAL YEAR 2023 (PROGRAM YEAR 2022)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN
AMENDMENT #1
Whereas, the City of Dubuque, through a series of public meetings and hearings,
proposed a Fiscal Year 2023 (Program Year 2022) Community Development Block
Grant Annual Action Plan for inclusion in the City Budget addressing housing and non -
housing needs in the community; and
Whereas, the Community Development Advisory Commission held a public
hearing on February 22nd, 2023 to receive community input on the first amendment to
the Fiscal Year 2023 (Program Year 2022) Community Development Block Grant
Annual Action Plan; and
Whereas, the Community Development Advisory Commission unanimously
recommended the City Council approve Amendment #1 to the Fiscal Year 2023
(Program Year 2022) Community Development Block Grant Annual Action Plan on
February 22, 2023.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Community Development Block Grant Fiscal Year 2023
(Program Year 2022) Annual Action Plan Amendment #1, attached hereto and by this
reference made a part hereof, is hereby approved.
Section 2. The City Manager or his designee of the City of Dubuque is hereby
authorized to directed staff to prepare and submit to the United States Department of
Housing and Urban Development the Fiscal Year 2023 (Program Year 2022) Annual
Action Plan Amendment #1 with all related documents, for the use of Community
Development Block Grant funds based on this adopted budget and execute standard
contracts and agreements.
Passed, approved, and adopted this 6th day of March 2023.

COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
The City of Dubuque distinguishes between four different but complementary areas of program
development in its overall CDBG program: Economic Development, Housing Development,
Neighborhood and Community Development and Planning &Administration. The following
description of activities summarizes the projects to be completed in the FY 2023 Annual
Action Plan with the use of CDBG funds.
RESOURCES

CDBG Entitlement Unexpected Funds $2,185,749
Program Income $254,192
Program income projects are based on forecast for loan repayments based on the loan portfolio and
program income generated from CDBG funded programs.

PLANNING AND ADMINISTRATION $254,000
CDBG regulations limit expenditure on planning and administrative funds to 20%of the current year
program income plus the current entitlement. The proposed resources for administration support the
plan's current requirements.
Housing&Community Development Administration $135,000
On-going staff support for general management,oversight, and coordination of the Community
Development Block Grant housing programs.
Planning,Monitoring,&Budgeting $119,000
Staff support far general management. Oversight and coordination of the Community Development Block
Grant program;assures compliance with federal regulations and reporting requirements.

This project creates a microloan program that assists low-and moderate-income business owners with

Partnership with Affordable Housing Network of Iowa to provide funds for affordable housing creation.

Credit Repair Program $50,000
This project creates a credit repair program to help people qualify far loans to increase homeownership.
This program consists of credit counseling and upon completion of certain milestones,participants would
receive direct financial assistance to repair credit and improve their credit score.

First Time Home Buyer Program $103,000
Provides for loans to assist low-and moderate-income families to purchase their first homes. These
funds are used to cover the"entry costs" of homeownership—down payments and closing costs.

Henry Stout Apartment Acquisition $350,000
Provides funding to assist with acquisition of real property for low-and moderate-income individuals and

Homeless Shelter Rehabilitation $259,348
Provides funding to address deterioration of needed housing for homeless populations. Funds will be
used to rehabilitate exisring structures providing these services.

Homeowner Rehabilitation $183,880
1)Residential Rehabilitation Loan Program $116,385
An on-going program to provide low-interest loans to qualified low-and moderate-income
homeowners for the rehabilitation of substandard housing units.
2)Energy Savers Programs $31,838
Provides reimbursement to homeowners to assist low-and moderate-income residents to upgrade to an
energy efficient heat source that is currently more than 10 years old or in disrepair AND inefficient
(80%efficient or lower)
3)Window Replacement Program $35,657
Provides reimbursement to homeowners to assist low-and moderate-income residents to modify the
windows on their properties for emergency escape and rescue openings

Lead Hazard Reduction(Lead&Healthy Homes Grant Match) $234,473
Provides activities in support of efforts to reduce lead paint hazards in housing,including assessment and
lead paint reduction or abatement,with forgivable loans to low-and moderate-income residents. This
assistance is for two Lead and Healthy Homes grants awarded in 2018 and 2021,running concurrently.

expanded after-school programs,open gym,basketball league,music lessons,playtime for tots,
scholarships, swim passes, summer day camp and other recreational programs.
2)Neighborhood Recreation Program Grants: $50,000
Provide funding to organizations delivering recreational and educational services aligned with the
neighborhood and recreation development goals of the Leisure Services Department.
