The Assistance to Firefighters Grant (AFG) is one of three grant programs that
encompass the Department of Homeland Security (DHS) and Federal Emergency

firefighters with respect to fire and fire-related hazards. The AFG program provides
financial assistance directly to eligible fire departments for critical training and
equipment.
Fire Chief Amy Scheller is submitting information to City Council for a grant application
for a replacement pumper to Assistant Firefighters Grant (AFG) which was due on
February 10, 2023, in the amount of$692,000 which will have a 10% applicant share if
awarded.

INTRODUCTION:
The Assistance to Firefighters Grant (AFG) is one of three grant programs that
encompass the Department of Homeland Security (DHS) and Federal Emergency
Management Agency's (FEMA's) focus on enhancing the safety of the public and
firefighters with respect to fire and fire-related hazards. The AFG program provides
financial assistance directly to eligible fire departments for critical training and
equipment. The AFG has awarded approximately $8.1 billion in grant funding to provide
critically needed resources and equip and train emergency personnel to recognized
standards, enhance operational efficiencies, foster interoperability, and support
community resilience.
In 2021, the National Fire Protection Association (NFPA) published a needs
assessment survey, highlighting challenges that departments across the nation faced
with a lack of equipment, training, and health programs. The needs assessment
underscores the widespread lack of equipment, training, and health programs required
for the life and safety of emergency personnel. The AFG Program seeks to meet those
needs and bring entities into compliance with industry standards.
DISCUSSION:
This year's AFG grant has $324 million in available funding and is expected to approve
approximately 2,000 grant applications. The period of performance for the grant is 24
months after award. Due to the timeframe of the grant's application period, the fire
department worked with the Department of Strategic Partnership to complete and
submit a grant application for a replacement pumper. The application deadline was
February 10t", 2023. The grant request was in the amount of $692,000 and will have a
10% applicant share if awarded.
RECOMMENDATION:
This memo serves as communication and documentation on the Assistant to
Firefighters Grant submission. An update will be provided on the status of the grant
once reviewed.

COVID-19 pandemic has frozen Dubuque's
ability to invest in critical needs. The City has
also been forced to spend limited resources
recovering from extensive storm and flood
damages; the region has received six
Presidential Disaster Declarations since 2000.
Over the past few years, Dubuque's cost-
saving measures have included cancelling
capital projects, eliminating full-time jobs, and
a hiring freeze. Operating budget for the city
remained the same at $139 million in 2021 to
$139 million in 2022. The recovery and
adjustment to meet staffing shortages resulted
in an increased budget in 2023 at $152 million
however involved recovering 27 positions
throughout the city. Although approved the
challenges of procuring equipment and
supplies remains a reality. Dubuque Fire's
ability to fund key agency priorities has been

severely impacted by a variety of factors
including: the Municipal Fire and Police
Retirement System of lowa contribution for
Police and Fire retirement increased from
24.41% in fiscal year 2020 to 25.31% in fiscal
2021, resulting in an additional annual cost of
more than $200,000; electric costs have risen
by 8% in the region; major local investment
has been made in new SCBAs with thermal
imaging and telemetry, second sets of turnout
gear, and turnout gear extractors and dryers;
considerable funds have been expended over
the last several years to protect firefighters
from carcinogens; and new apparatus bay
exhaust systems were recently installed to
assure air quality. Dubuque Fire's budget has
not maintained pace with the department's
needs. As the demands for service continue to
grow, the need for working equipment is
critical as the agency is responding to more
incidents. A major expense that Dubuque will
soon absorb is the development of a seventh
fire station in the West End neighborhood.
Beginning in fiscal year 2020, the department
initiated a plan to add firefighters that will later
staff that station. The plan anticipated adding
one additional firefighter each year until fiscal
year 2025. One new staff inember was added in
fiscal years 2020 and 2021. However, due to
budget issues, no staff were added in fiscal
year 2022. The department added a third
critically needed ambulance and is attempting
to close the recruitment gap with an academy
that started on January 30th of this year. We
are hopeful to have these firefighters on line by

staffing and overtime challenges each day. The
departments current overtime budget for
minimum staffing is $94,000 and is on pace to
triple, currently at $140,000 halfway through
our fiscal year. The City also froze some vacant
positions during the economic crisis created
by the pandemic, putting extra strain on
employee schedules, allowing fewer vacation
opportunities, and requiring more overtime of
existing staff.

Dubuque Fire is an ISO Class 2 Fire/EMS
agency that protects approximately 60,000
residents over 32 square miles. Within city
limits, Dubuque Fire provides fire and EMS
(paramedic transport) services along with a
hazardous materials team and technical rescue
(water, ice, extrication, rope, confined space)
from six fire stations across the community. A
seventh fire station is planned to meet
increasing local demand. Fire department
personnel are mostly paramedic certified and
provide for complete paramedic engine
coverage in the city. The fire department also
serves as the hazardous materials response
team for the entire county by agreement. In
2022, Dubuque Fire responded to 7814 calls for
service. Since 2010, the fire department has
witnessed a 58% increase in run volume with
no significant changes in unit development.
Currently, the Dubuque Fire employs 92
uniformed personnel and 10 new recruits.
Dubuque Fire has another 6 personnel on long-
term restricted duty due to injuries. Following
an extensive five-year review and assessment
process, Dubuque Fire was accredited by the
Commission on Fire Accreditation
International, a division of the Center for Public
Safety Excellence, in October 2021. The agency
is one of fewer than 300 fire departments in the
world and just five other departments in lowa
to be accredited. This accreditation is a
voluntary process and an international
recognition of achievement. Dubuque is the

oldest city in lowa and contains the oldest
building stock with many commercial
structures well over 100 years old. Terrain is
mostly hills as the city is built among bluffs
along the Mississippi River. Areas of coverage
range from a small flat area along the 6.5-mile
riverfront to steep streets in the bluffs and
rolling hills on the extreme west end. Dubuque
is the largest city in the county and the hub of
commercial, industrial, and health care in the
tristate area (Wisconsin, Illinois, and lowa). The
community is ethnically diverse, with a
minority population of 13.1%. Dubuque is an
aging community, with 18.9% of residents 65
years or over. A significant proportion of its
population suffers with a disability (13.1%).
Between 2017 and 2021, the median household
income in Dubuque was $58,691 (compared to
$69,021 nationally) and 12.3% of residents lived
below the poverty line. Dubuque's Washington
(Census Tract 1), Point (Census Tract 3), North
End (Census Tract 5), and West End (Census
Tract 12.02) neighborhoods are significantly
more diverse and low-income than the city as a
whole. Minorities comprise 18.3%, 14.9%,
31.0%, and 14.6% of Census Tracts 1, 3, 5, and
12.02, respectively, compared to 13.1% across
Dubuque. Median household incomes are also
30-50% lower in these neighborhoods than the
national level. Poverty is nearly twice as high
than the United States rate in Census Tract 1
and 5. Disability rates also range between 15.0-
23.7% in these disadvantaged areas.

limited to: (a) Title VI of the Civil Rights Act of 1964 (P.L. 88-352) which prohibits

Amendments of 1972, as amended (20 U.S.C.§§1681-1683, and 1685-1686), which prohibits

provide for fair and equitable treatment of persons displaced or whose property is acquired
as a result of Federal or federally-assisted programs. These requirements apply to all
interests in real property acquired for project purposes regardless of Federal participation in
purchases.
8. Will comply, as applicable, with provisions of the Hatch Act (5 U.S.C. §§1501-1508 and 7324-

are funded in whole or in part with Federal funds.
9. Will comply, as applicable, with the provisions of the Davis-Bacon Act (40 U.S.C. §§276a to
276a-7), the Copeland Act (40 U.S.C. §276c and 18 U.S.C. §874), and the Contract Work
Hours and Safety Standards Act (40 U.S.C. §§327-333), regarding labor standards for
federally-assisted construction subagreements.
10. Will comply, if applicable, with flood insurance purchase requirements of Section 102(a) of
the Flood Disaster Protection Act of 1973 (P.L. 93-234)which requires recipients in a special
flood hazard area to participate in the program and to purchase flood insurance if the total
cost of insurable construction and acquisition is $10,000 or more.
11. Will comply with environmental standards which may be prescribed pursuant to the following:

Historic Preservation Act of 1966, as amended (16 U.S.C. §470), EO 11593 (identification
and protection of historic properties), and the Archaeological and Historic Preservation Act of

14. Will comply with P.L. 93-348 regarding the protection of human subjects involved in research,
